Philippines: Operation Enduring Freedom Philippines (OEF-P) (U) Since 2002, JSOTF-P, in coordination with the US Country Team has supported Philippine Security Forces efforts to defeat JI and ASG High Value Individuals and neutralize enemy safe havens in the Southern Philippines (U) SOF Roles & Impact Advise and assist Philippine Security Forces; enhance performance by building capacity and capabilities Share information to facilitate operations Conduct civil military operations for the populace Operations have helped to reduce the numbers of overall terrorists associated with the Abu Sayyaf Group and have led to reduced numbers of attacks Support for government and security forces is increased among populace Our actions in the Philippines have enabled the Philippine Security Forces to dramatically reduce the amount of ungoverned space in the Southern Philippines and to become more proficient in COIN efforts. US troops advise and assist Philippine Security Forces by conducting operations, actions and activities in order to enhance their capacity and capability, through information sharing and civil-military engagements.

OEF-P Overview Established Fall 2002, the Joint Special Ops Task Force- Philippines (JSOTF-P) mission is to build capacity to strengthen Philippines security forces and to set the conditions for good governance by the Republic of Philippines in order to defeat select terrorist organizations. Capacity Building: JSOTF-P supported key and critical Armed Forces of the Philippines (AFP) combat operations (Talon Thunder, Thunderstorm, etc) 86 SMEEs with Philippine Security Forces Information Sharing Gathering: 109 Information engagements with the AFP Intelligence Sharing (daily, 46 operational) led to numerous successful operations Civil Military Engagement: Over 62 Civil Military Engagements (Barangay Engagements, Local Government Leadership, etc) Over 55 Civic Action Programs (ENCAP, MEDCAP, VETCAP, etc) These successes are leading to the reduction of safe havens and HVI detentions, thus setting the conditions for stability, and improved security.
