Disadvantaged Business Enterprise Program As a recipient of federal transportation funds, NCTCOG is required to establish and periodically update a Disadvantaged Business Enterprise (DBE) program and DBE goals to encourage contracting opportunities for minority and historically underutilized businesses. The draft update of the DBE program and goals for US Department of Transportation assisted contracts will be presented. Fiscal Year 2014 and Fiscal Year 2015 Unified Planning Work Program (UPWP) The UPWP for regional transportation planning provides a summary of the transportation and related air quality planning tasks conducted by the metropolitan planning organization. Staff will outline recommendations for the fiscal year 2014 and fiscal year 2015 UPWP. Proposed Modifications to the List of Funded Projects A comprehensive list of funded transportation projects through 2016 is maintained in the Transportation Improvement Program (TIP). Projects with committed funds from federal, state and local sources are included in the TIP. To maintain an accurate project listing, this document is updated on a regular basis. The current set of project modifications will be presented for public review and comment. Draft Policy: Advancing Transportation Projects with Federal Toll Road Credits States and regions that have toll roads and managed lanes that benefit the federal transportation system receive non-cash credits from the Federal Highway Administration. The credits can be used in place of local funding or in-kind matches required of federal funding. Staff will outline how the credits could help advance transportation projects and benefit the region and present a draft policy with priorities for allocating the credits.
