With the start of the new year, I would first like to wish you all health and happiness for 2014. Following our last Annual General Meeting (AGM) on 9 November 2013, the new Executive Committee got together to brain storm and we came up with the new theme for 2014 Advancing Procurement s Strategic Role & Contribution. With this theme in mind, we are adopting a two pronged approach to promote the procurement profession and CIPS membership in Hong Kong. In essence, at the education stage, we will be conducting school talks at universities; aim at students and their professors; while at the working stage, we will be holding one-on-one discussions with Heads of Procurement and Chief Procurement Officers (CPOs) of corporations here in Hong Kong. Needless to say, we will continue with our pipeline of regular visits to different industries and companies to share procurement practices amongst our members, including our always well-received CPO forums. We are now living in exciting times of our procurement profession. As you heard from Mr. David Noble, CEO of CIPS, at our last AGM, CIPS is in the midst of rolling out the Licence To Practice initiative, a follow-on to the MCIPS Licence To Operate part of the CIPS professional journey. Finally, I would like to take this opportunity to thank our outgoing Chairlady, Ms. Carrie Lau, for her dedication and steadfast steering of the Hong Kong branch over the past few years. Networking Event on 28 November 2013 "Advancing Procurement s Strategic Role and Contribution in the Public Sector" - A Presentation & Dialogue with Richard May, Director, ArcBlue Consulting who shared his extensive experience, with particular reference to New Zealand on the advancement of procurement s strategic role and contribution in the public sector through a strong ministerial supported procurement reform programme that is attracting international accolades. Guest Speaker: Mr. Richard May The presentation covered the first phase (2008 to 2011) establishing a Centre of Expertise that can buy on behalf of other public sector entities and generate hard and soft savings, with the challenge of how to move from Cost Saving through Cost Management and into Value Management. Other challenges included overcoming resistance and more towards common contract templates; training/skills development with first MCIPS graduates emerging; individual Procurement Effectiveness/Capability reviews - an effective mechanism to stimulate management supported Procurement Change, and greater Minister appreciation of Procurement as a business enabler. The second phase (2012 to 2015) of the reform programme involves "Procurement Functional Leadership" that requires a material difference in government capability and capacity, with Centre-led (not centralisation) organisation with governance, oversight and accountability for results (Go to http://www.procurement.govt.nz for more information). Richard received much interest from the audience demonstrating a growing need for similar advancement in Hong Kong.
