Public organisations can be i.e. buyers and infrastructure or legislation enablers. Safety, sales and learning. Key driver is the foreseen market potential ( ). Companies seek also safety from each other and learning from the whole ecosystem.

Combining research and innovation instruments for RDI investments. Traditional single company product / service RDI is still needed. It greates the necessary grass roots. Grants and loans, like EFSI are suitable here. Ecosystem actors are dependent on each other. They need trust between players and strong policy commitment. This is needed before core companies are willing to invest significant amount into new technologies and business models. Development costs of the new ecosystems are high. New Tekes funding schemes are under construction. EFSI will be used here to share risk in evolving ecosystem.
