KEY MILESTONES SIMPLIFIED GRANTS Main principles - wide application of the simplified forms of grants - in close cooperation with National Agencies - particular attention to the following key aspects: Inclusiveness Further simplification Respect of no-profit, co-financing and equal treatment principles [in line with the new Financial Regulation] - main elements to be looked at: Level of grants Conditions for different target groups Items of the funding rules Modalities of adaptation at country (or at country group) level Key Milestones 02 (Q3 2018) Launch of analysis (and external studies if needed) on grant levels & simplification of funding rules 04 (Q2/3 2019) First -draft of conclusions and suggestions 06 (Q4 2019) Fine-tuning and final validation 01 (Q3 2018) Definition and Planning 03 (Q1 2019) Collect first-hand experiences and needs from stakeholders and users. KEY MILESTONES INDIRECT MANAGEMENT 2019: Guidelines for National Authorities and Independent Audit Bodies for readiness check within the 2019 Yearly Management Declaration exercise 15 March 2020: Readiness check submitted with the Independent Audit Opinions April 2020: Issue request for designation on provisional basis if legal base not adopted, or full designation if legal base is adopted 15 June 2020: Receive designations and (light) ex-ante compliance assessment from National Authorities Throughout 2020: Finalisation of reference documents for NAs (Guide for NAs, NA work programme and other templates, contribution agreement template)
KEY MILESTONES - COMITOLOGY Preparatory discussions under the current Erasmus+ Committee Erasmus Committee: following the adoption of the Erasmus Regulation First Work Programme (WP): August 2020 at the latest (with suspensive clause pending the adoption of the legal basis) Content of the WP: general description and essential criteria of all Erasmus actions proposal for the allocation of funds across actions proposal of a method of allocation of funds at country level
KEY MILESTONES - IT SYSTEMS IT is the backbone of the programme and needs fit-forpurpose systems 2018: Assessment of current systems, gathering of business requirements 2019: Defining specifications, and main IT developments 2020: Continued development, testing and adaptation. Ready for launch of first calls (October 2020)
MONITORING AND EVALUATION A monitoring and evaluation framework could include: a list of indicators for evaluation purposes; the definitions of all indicators required for each specific objective of the Programmes at all levels: output, result and impact; use of the indicator, with baseline, milestones and targets, where appropriate; the data source and responsible to provide the information; the regularity of data collection; the data format and processing, where appropriate.
