INTERNATIONAL TEAM REQUIREMENTS AND FEES Each competing team member must be a sworn law enforcement, military or corrections officer, and a member of the registered agency s response team (SWAT, ERT, SRT, etc.). Competing team refers to all team members who are registered and eligible to compete in the team events during the week. Six (6) competitors are required for all mandatory team events; up to eight (8) team members may register. Those eight (8) personnel may alternate on any given team event. If any team does not have six (6) members to compete in any given team event, that team will be disqualified. The team registration fee of $1,500.00 covers all members of the team (up to 8 people) and includes training classes, participation in the individual competition events, entry into the FSA Meeting (Wednesday night), entry into the Awards Ceremony (Friday night), and weapons and ammunition for all mandatory team competition events ONLY (weapons and ammo provided by SRI). NO WEAPONS AND/OR AMMO WILL BE PROVIDED FOR TRAINING CLASSES AND/OR INDIVIDUAL COMPETITION EVENTS ONLY MANDATORY TEAM COMPETITION EVENTS. INTERNATIONAL INDIVIDUAL REGISTRATION REQUIREMENTS AND FEES Any additional sworn personnel who accompany a registered team, or a sworn law enforcement officer from an international police agency, may attend classes and participate in the individual events (non-team events). There is a $250 registration fee for each international individual that includes training classes on Monday, participation in the individual competition events, entry into the FSA Meeting (Wednesday night) and entry into the Awards Ceremony (Friday night). These additional personnel and individual registrants will be considered non-competing attendees. No weapons and/or ammo will be provided for training classes and/or individual competition events. TRAINING CLASS REGISTRATION REQUIREMENTS All members of a competing team are required to attend at least one (1) of the training classes scheduled on Monday, November 12, 2018. Monday classroom training will be available at the Marriott Hotel so that International team members can meet their requirements for training attendance. Each international team is expected to bring all other required items needed for training and competition (i.e., gas masks, duty belts, protective eye and ear equipment, protective vests, etc.). It will be the responsibility of the team leader to acquire or borrow any needed equipment needed for training classes from another team or from a vendor.

TRAINING CLASS REGISTRATION REQUIREMENTS (continued) Training class selections may be modified until Friday, October 19, 2018. No changes will be allowed after October 19, 2018, unless there is a revision to the team roster or other extenuating circumstances. Each member s attendance at his/her class will be verified the day of the class. You must sign the class sign-in sheet at the beginning and end of the course to be counted as participating in the class. If a team member fails to show up for the one (1) required training class, a one minute (1-minute) penalty will be assessed against his/her team as described below. TEAM PENALTIES If a competing team member fails to attend the one (1) required training class, a time penalty will be assessed against the respective team for the first event, Hostage Rescue. The penalty will be charged as one minute (1-minute) per registered team member and will be added to the team s final time for Event #1. This one minute (1-minute) penalty will be assessed for each competing team member who fails to attend at least one (1) class. Example: If two (2) competing team members do not attend one class each, a two minute (2-minute) penalty will be added to the team s final time in Event #1. WEAPONS AND GEAR ASSISTANCE The SRI Committee will provide basic weapons (handguns, submachine guns, rifles, etc.) and ammunition for use by International teams during team competition events only, as well as matching holsters and magazine pouches. SRI will also provide all necessary rappel gear. This assistance should eliminate the necessity for international teams to coordinate with their country or the United States for shipment of weapons and ammunition. WEAPONS AND/OR AMMUNITION WILL NOT BE PROVIDED FOR TRAINING AND INDIVIDUAL COMPETITION EVENTS. ANY TEAM THAT CHOOSES TO TRANSPORT AND UTILIZE THEIR PERSONAL/AGENCY ISSUED WEAPONS WILL BE SOLELY RESPONSIBLE FOR ALL WEAPONS AND AMMUNITION BROUGHT INTO THE UNITED STATES. THE SWAT ROUND-UP INTERNATIONAL COMMITTEE DOES NOT HAVE THE AUTHORITY TO FACILITATE THE PAPERWORK AND/OR COORDINATION OF WEAPONS TRANSPORTATION, OR THE AUTHORITY TO GRANT PERMISSION FOR INDIVIDUALS TO ENTER THE UNITED STATES. PLEASE ENSURE THAT ALL APPROPRIATE ARRANGEMENTS AND PAPERWORK ARE APPROVED AND CONFIRMED PRIOR TO LEAVING YOUR COUNTRY. Suggested flag size if 4 x 6 (four feet by six feet). PRACTICE / TRAINING TIME Since the OCSO Range will be closed during the period of October 28, 2018 through November 9, 2018, practice and training times for all international teams will be available at various other agency ranges in the Central Florida area. SRI weapons cannot be used at these other ranges so you will need to make arrangements with your U.S. contacts (other agency SWAT teams, vendors, etc.) in order to have access to weapons. UNIFORM DRESS CODE FOR COMPETITORS ALL competitors must wear mission ready uniforms, which are specified as the uniform team members wear for callouts. This includes BDU-style long pants, BDU-style or other long sleeve shirts and tactical footwear (boots with high tops; athletic or running shoes are not permitted). Any participant who reports to the ready line not wearing the appropriate mission ready uniform will be assessed a fifteen (15) second procedural penalty per participant, per event. If a team is sponsored by a specific company and wishes to display company logos, graphics, etc., on their uniform to advertise for that vendor, there may be no profanity or vulgar depictions. The SRI Committee requests that the graphics be submitted for approval to David.arnott@cityoforlando.net. During the Obstacle Course event on Friday, participants may wear athletic clothing such as shorts, running shoes, t-shirts, etc. REGISTRATION DESK CHECK-IN ALL TEAM LEADERS and REGISTERED INDIVIDUAL ATTENDEES must report to the Registration Desk on Sunday, November 11, 2018, which will be located at the Orlando Airport Marriott, Capri Meeting Room. This mandatory check-in will be open from 8:00 a.m. to 11:00 a.m. ALL competitors and attendees must provide a copy of your agency identification with your signed waiver form. Any unpaid team/individual registration fees must be paid at registration. IDENTIFICATION All attendees, regardless of participation, are required to provide a copy of their agency identification, military identification and/or passport at the time of registration on Sunday, November 11, 2018. Please attach a copy of your identification to your signed waiver. WAIVER OF LIABILITY FORMS The Agency Head Waiver of Liability form must be completed and signed by your agency head or his/her designee. The Participant/Competitors/Attendee Waiver of Liability form can be duplicated for each participant/competitor to sign. All agency competitors and attendees must complete and sign this form and attach a copy of your agency identification, military identification and/or passport, even if they do not participate in the competition. These forms must be turned in at the Registration Desk on Sunday, November 11, 2018.

WEAPONS SIGHT-IN Specific times for sight-in at the Orange County Sheriff s Office Range will be as follows, and will be limited to ten (10) rounds per team member: Saturday November 10, 2018 1000 to 1400 Hours Sunday November 11, 2018-0800 to 12 Noon WEAPON MALFUNCTIONS FOR INTERNATIONAL TEAMS International teams who utilize SRI-owned equipment for competition will be subject to the following: If the team is on stand-by and they experience equipment or weapon malfunctions before their start time, they can be dropped ten (10) places in the line-up. This placement will allow for repair or replacement of the weapon. SRI international team liaisons will confirm malfunction of the equipment, step the team out of the ready box and then resume competition when the equipment is ready. Only those teams who are utilizing SRI equipment will be afforded this opportunity. PROTEST / GRIEVANCE PROCEDURES All protests/grievances must be submitted, in writing, within sixty (60) minutes of the team s completion of the event. Protests/grievances must be presented to the assistant chief judge, located at the scoring table, by the team s designated team leader or team spokesperson. No other team member may be present. The chief judge, along with the appropriate assistant chief judge, will review the grievance. A final decision will not be made until after the entire event has concluded. The judge s decisions are final and will be based upon written rules in the SWAT Round-Up International Competition Handbook. Grievances will not be accepted for issues related to weather conditions. If a grievance is found to be valid and with merit, the team will be permitted a second grievance during the competition. However, if a grievance is found to be without merit, the team will not have any other opportunities to present additional grievances during any additional competition events. No other persons at the scoring table will be required to provide opinions or information regarding an event run time. Team leaders are required to speak with the chief judge and not question the scoring table workers regarding their issues.

AWARDS AND PRIZES It will be the responsibility of each team to gain approval from their respective agencies to accept prizes that are awarded by the SRI Committee. These prizes vary in size and value and could include, but are not limited to, firearms, knives, etc. Each team should make arrangements with their respective agency for clearance of these prizes prior to competition. The SRI Committee will not make special exceptions regarding prizes, which will stand as presented. VISITORS, CHILDREN AND GUESTS This event IS NOT open to the public. However, family members or other law enforcement personnel are welcome to visit the range facilities during competition events as spectators. All visitors are required to check in at the registration desk located at the OCSO Range, sign the appropriate waiver form and obtain a guest badge, which must be displayed at all times while on the range property. Children must be accompanied by an adult at all times while at the range facility. PLEASE DO NOT ALLOW CHILDREN TO PLAY ON THE BERMS, THE OBSTACLE COURSE, GOLF CARTS OR ANY OTHER EQUIPMENT AT THE RANGE FACILITY. DRESS CODE AT RANGE: Visitors/guests must be dressed in a manner consistent for outdoor and shooting range activities. Shirts and blouses should cover the shoulders and upper body (no halter tops or tank tops). Pants are highly recommended to protect bare skin during the live fire competitions. Flat soled and/or athletic type shoes are all recommended due to the uneven and rough terrain at the Range. Large purses, bags and backpacks will be checked by the on-duty deputy posted at registration. The Range is a NO SMOKING/NO TOBACCO PRODUCTS facility and will continue to remain so during Swat Round-Up. OPENING AND CLOSING CEREMONIES The Opening Ceremonies will be held on Sunday, November 11, 2018, at 1:00 p.m., at the Orlando Airport Marriott Lakeside. ATTENDANCE AT THE OPENING CEREMONIES IS MANDATORY FOR ALL COMPETING TEAM MEMBERS. The Awards Ceremony/Dinner will be held on Friday, November 16, 2018, at the Orlando Airport Marriott. Cash bar starts at 1800 hours, followed by dinner at 1900 hours. Reserved seating will be provided for the overall top three (3) teams; other seating is on a first-come, first-served basis. Tickets for additional guests can be purchased for $60 each, payable in cash or credit card, and purchased no later than Monday, November 12, 2018, at 5:00 p.m., from Patti Russell @ the registration desk. We do not encourage the attendance of children under the age of 16 at the awards dinner.

I hereby release, waive, discharge and covenant not to sue Orange County and the Sheriff of Orange County, Florida, from all liability to the undersigned, their personal representatives, assigns, heirs and the next of kin for any and all loss or damage and any claim or demands therefore on account of injury to the person or property or resulting in death of the undersigned arising out of participating in or attending this event, whether caused by the negligence of Orange County and the Sheriff of Orange County or otherwise. To the extent permitted by law, I hereby agree to indemnify, defend and hold harmless Orange County and the signatories to the Interlocal Agreement for SWAT Round-Up International (i.e., the City of Orlando, Florida; the City of Maitland, Florida; the Sheriff of Orange County, Florida; the City of Winter Park, Florida; Valencia Community College; and Florida SWAT Association), their employees, agents and representatives, and the members of the SWAT Round-Up International Committee, their employees, agents, and representatives from any and all liability, claims, demands, damages, expenses, fees, fines, penalties, suits, proceedings, actions, and cost of actions, including attorney s fees for trial and appeal, arising from or connected in any way with the participation in or attendance at SWAT Round-Up International. I, for my heirs, executors and administrators, release and forever discharge Orange County and the Sheriff of Orange County, Florida, their agents, employees, volunteers, representatives, successors and assigns of all liabilities, claims, actions, damages, costs or expenses which I may have against them arising out of or in any way connected with my participation in or attendance at this event, I understand this waiver includes any claims based on negligence, action or inaction of any of the parties, including Orange County and the Sheriff of Orange County, Florida. I hereby release, waive, discharge and covenant not to sue Orange County and the Sheriff of Orange County, Florida, from all liability to the undersigned, their personal representatives, assigns, heirs and the next of kin for any and all loss or damage and any claim or demands therefore on account of injury to the person or property or resulting in death of the undersigned arising out of participating in or attending this event, whether caused by the negligence of Orange County and the Sheriff of Orange County or otherwise. I hereby assume full responsibility for and risk of bodily injury, death or property damage due to the negligence of Orange County and the Sheriff of Orange County or otherwise while engages in this event. To the extent permitted by law, I hereby agree to indemnify, defend and hold harmless Orange County and the signatories to the Interlocal Agreement for SWAT Round-Up International (i.e., the City of Orlando, Florida; the City of Maitland, Florida; the Sheriff of Orange County, Florida; the City of Winter Park, Florida; Valencia Community College; and Florida SWAT Association), their employees, agents and representatives, and the members of the SWAT Round-Up International Committee, their employees, agents, and representatives from any and all liability, claims, demands, damages, expenses, fees, fines, penalties, suits, proceedings, actions, and cost of actions, including attorney s fees for trial and appeal, arising from or connected in any way with the participation in or attendance at SWAT Round-Up International. I agree this provision includes any claims based on negligence, action, or inaction by the aforementioned governmental entities and the signatories to the Interlocal Agreement for SWAT Round-Up International, their employees, agency and representatives and the members of the SWAT Round-Up International Committee, their employees, agents, and representatives to the extent permitted by law. I further understand and agree my participation in or attendance at SWAT Round-Up International may be terminated at any time by a representative of the SWAT Round-Up International Committee.
