June 20th, 2018 BOARD OF COUNTY COMMISSIONERS ORANGE COUNTY, FLORIDA RFP Y18-811-JS/ADDENDUM #1 OWNER S REPRESENTATIVE PROGRAM MANAGER SERVICES FOR THE ORANGE COUNTY CONVENTION CENTER (OCCC) PHASE V MULTIPURPOSE VENUE AND GRAND CONCOURSE IMPROVEMENTS This addendum is intended to be incorporated into the bid documents of the project referenced above. The following items are clarifications, corrections, additions, deletions and/or revisions to and shall take precedence over the original documents. Underlining indicates additions, deletions are indicated by strikethrough. A. The Proposal due date is changed from July 17, 2018 to July 26, 2018. B. The following are questions/responses/clarifications: Question 1: In regards to the Senior Project Manager and Project Manager positions, we have individuals with a career s worth of experience that is beneficial to this project, and we would like to share some of that experience in our response. Would you consider expanding the years of Similar Project experience for these positions from 15 years to 25 years? Response 1: The years of Similar Project Experience for the Senior Project Manager and Project Manager shall be updated from 15 years to 20 years. (See attached updated Forms D & E) Question 2: Projects that are 500,000 SF or more and involve Owner s Rep services for planning/design/construction can last multiple years. Within a 15 year period, an average of 2 or 3 projects could be completed under this criteria (from project start to end). If you leave the 15 year time period, would you consider changing the number of projects for both Senior Project Manager and Project Manager to two Similar Projects for Project Type A and one Similar Project for Project Type B? Response 2: The quantity of Similar Project Types A shall be reduced to two (2) and the quantity of Similar Project Type B shall remain the same. (See attached updated Forms D & E) Question 3: Under Exhibit A Background and Project Overview, it states the preliminary program consists of a 200,000 SF column-free multipurpose venue with associated spaces, a 60,000 SF meeting room program, and a flexible 80,000 SF ballroom, restrooms, and service corridors. Would you consider revising the Senior Project Manager and Project Manager s Similar Projects from at least 500,000 contiguous SF to 350,000 SF contiguous SF to match the project size? Response 3: Please see updated Similar Projects below: Similar Projects for the proposed Senior Project Manager and the proposed Project Manager of the Request for Proposals (RFP) has been defined as a single project, (if a phased project all phases shall be substantially completed), successfully completed within the past fifteen (15) twenty (20) years prior to the due date of proposals submitted for this RFP within the contiguous United States, Alaska, and Hawaii that included professional Owners Representative/Program Manager Services as follows: a. Project Type A: Three (3) Two (2) Similar Projects that are renovation or expansion of building Y18-811-JS Addendum 1 Page 1 of 18

space of at least 500,000 contiguous square feet, of at least 350,000 contiguous square feet within a 500,000 square feet facility, on an ACTIVE fully operational general assembly facility (airports, arenas, convention centers, educational facilities, hospitals, hotels, stadiums), AND b. Project Type B: Two (2) Similar Projects that are expansion or new construction of building space of at least 500,000 contiguous square feet, on general assembly facility (airports, arenas, convention centers, educational facilities, hospitals, hotels, stadiums), AND c. Similar Projects that included the following elements: Question 4: Please confirm that construction costs for Similar Projects can be provided in present value dollars. Response 4: Construction value must be represented from the dollar value of the time the project was completed. Question 5: With the scope of services being Owner s Representative Program Management services, someone with a Program Management Certification (PMP, PgMP, PfMP, CAPM, PMI-ACP, PMI-RMP, PMI-SP) or a Certified Construction Manager (CCM) is qualified for the Senior Project Manager and Project Manager positions. Can these qualifications be considered in addition to the professional architect and professional engineer for the Key Personnel qualification requirements (i.e. The Senior Project Manager or the Project Manager shall be a Professional Licensed Architect with the state of Florida, a Professional Licensed Engineer with the state of Florida, a Certified Program Manager, or a Certified Construction Manager. The remaining position can be a Professional Licensed Architect, a Professional Licensed Engineer, a Certified Program Manager, a Certified Construction Manager, or a Bachelor Degreed Professional with a General Contractor s License with the State of Florida)? Response 5: Please see updated Key Personnel below: KEY PERSONNEL The Senior Project Manager and Project Manager must be two different individuals, both currently employed by the Prime Consultant. The Senior Project Manager OR the Project Manager shall be a Professional Licensed Architect or Professional Licensed Engineer registered with the State of Florida Department of Business and Professional Regulation prior to the due date of proposals submitted for this RFP. The remaining position can be shall be a Professional Licensed Architect or Professional Licensed Engineer or a Bachelor Degreed Construction Manager with General Contractor s License registered with the State of Florida Department of Business and Professional Regulation and with one of the following certifications: General Contractor s (GC) License, Certified Construction Manager (CCM), or a Project Management Professional (PMP, PgMP, PfMP) prior to the due date of proposals submitted for this RFP. Question 6: Regarding Form C, would you prefer the Location information be provided for the Senior Project Manager versus the Project Engineer and be reflective of the roles listed in Form D (Senior Project Manager and Form E (Project Manager)? Response 6: The revision will be made to update the forms to reflect the Senior Project Manager and Project Manager positions. (See attached updated Form C) Y18-811-JS Addendum 1 Page 2 of 18

Question 7: Will the contractor(s) awarded the term contract for the County s cost estimating, scheduling, and project management services for the OCCC (RFP# Y18-179-EB) be involved in this contract in any capacity? Response 7: The County may use their contract Y18-179-EB to support the OCCC PHASE V MULTIPURPOSE VENUE AND GRAND CONCOURSE IMPROVEMENTS project. Question 8: Are subconsultants working on RFP #Y18-179-EB eligible to compete on a team for this contract? Response 8 Subconsultants working on RFP #Y18-179-EB are not eligible to compete on a team for this contract. Question 9: Will subconsultants who work on this Owner s Rep contract be eligible to compete on teams for the Design and/or Construction contracts for OCCC Phase V Multipurpose Venue and Grand Concourse Improvements? Response 9: Subconsultants who work on this Owner s Rep contract are not eligible to compete on teams for the Design and/or Construction contracts for OCCC Phase V Multipurpose Venue and Grand Concourse Improvements. Question 10: On page 3 of the RFP, 17. Draft Contract states Any exceptions to this standard contract must be clearly indicated by return of the standard contract with the Proposal, with exceptions clearly noted. If we have any contract exceptions, should our annotated contract be submitted with the proposal following Form P? On page 2 of the RFP, it states Proposers must submit ONLY the attached forms, lettered A through P, in the same order as presented herein. We want to clarify when/how you would like to receive contract exceptions, if there are any. Response 10: Proposers shall submit a redline of the draft contract with their proposal identifying any contract exceptions they request the County to consider. Question 11: Page 12, Item 22. States The remaining position CAN BE Should we interpret this to mean that this person CAN but DOES NOT require one of the listed registrations that follow IF the other key personnel is a Professional Licensed Architect or Professional Licensed Engineer as stated. Please confirm. Response 11: The description for this criteria is revised to The remaining position SHALL BE on pages 12, item 22 and 15 of the SCORING CRITERIA. (See attached updated Forms D & E) Question 12: Section 8. AWARD RESTRICTION, Page 4 of the RFP The contractor (s) awarded the term contract for the County s cost estimating, scheduling and project management services for the Orange County Convention Center (Y18-179-EB) shall be ineligible to compete on a team for this contract. 1. Please confirm what contractors are restricted based on this award. 2. Please explain why this restriction is mandated. 3. Response 12: All contractors, both prime and sub, are ineligible to compete on a team for this contract. The County may use their contract Y18-179-EB to support the OCCC PHASE V MULTIPURPOSE VENUE AND GRAND CONCOURSE IMPROVEMENTS project. Question 13: Section 22. KEY PERSONNEL, Page 12 of the RFP The Senior Project Manager and Project Manager must be two different individuals, both currently employed by the Prime Consultant. The remaining position can be a Professional Licensed Architect or Professional Licensed Engineer or a Bachelor Degreed Construction Manager with General Contractor s License registered with the State of Florida Department of Business and Professional Regulation prior to the due date of proposals submitted for this RFP. It is our experience that some of the most qualified and most experienced Project Managers/Owners Reps may not hold one of these licenses but may have the credentials or may have other certifications with other applicable agencies like Certified Construction Manager (CCM) or Project Management Professional (PMP), or others. Can the licensing requirements be eliminated from the RFP and credentials/experience be taken into account while scoring a proposer s team? Response 13: See answer to question 5. Question 14: Will the improvements to the Orange County Convention Center covered in the project management RFP issued last week include improvements to the transit systems around the Convention Center, such as the Centerline circulator or any proposed streetcar or bus system? Question 15: As a SUBCONSULTANT to one of the firms recently selected for the Orange County Convention Center Cost Estimating/Scheduling and Project Management Services Contract (Y18-179-EB), would the restriction to participate in the RFP Y18-811-JS still apply: i) If we withdraw from the Y18-179-EB team; or ii) If we submit an affidavit to withdraw from Y18-179-EB upon successful selection for RFP Y18-811-JS? Our initial understanding was that the restriction was applicable to the prime firms only. Response 15: All contractors, both prime and sub, are ineligible to compete on a team for this contract. The County may use their contract Y18-179-EB to support the OCCC PHASE V MULTIPURPOSE Y18-811-JS Addendum 1 Page 4 of 18

VENUE AND GRAND CONCOURSE IMPROVEMENTS project. Subconsultants are not permitted to withdraw themselves from an Orange County contract. Question 16: We wanted to know if there is some sort of registration to be able to present an RFP response? Response 16: There is no registration required to be able to submit a proposal in response to an RFP. Question 17: In Paragraph 1.10 (Quality Assurance/Quality Control), it states the Consultant shall coordinate services of independent testing laboratories and inspections. Will the independent testing laboratories and inspection firm(s) be retained by the Consultant or the Convention Center (Orange County)? If the services are to be provided by the Convention Center (Orange County), will there be a separate selection process? Response 17: The independent testing laboratories and inspection firm(s) will be retained by Convention Center utilizing the County s existing professional service contract(s). Question 18: I have been looking for the power point presentation that was shared at the Owner s Rep Pre-Submittal meeting, but I can t seem to find it on the Convention Center website. May I have a copy or a link to it s location on your website? Response 18: The slides are included as an attachment as part of this Addendum. C. All other terms and conditions of the RFP remain the same. D. The Proposer shall acknowledge receipt of this addendum by completing the applicable section in the solicitation or by completion of the acknowledgement information on the addendum. The description shall document how the particular element was performed in conjunction with the overall project. The mere listing of elements without specific details in the body of the description will negatively impact the scoring for the project. In addition, the Proposer should provide a narrative of what skills were used that are similar in nature to what is required in the scope of services for this RFP. The mere listing of elements without specific details in the body of the description will negatively impact the scoring for the project.
