SUMMARY This annual report provides comprehensive data about the tuition and fee prices published by all of the public higher education institutions in the WICHE member states. To collect the relevant data, WICHE administers an annual survey to staff in the state higher education executive or system offices (SHEEO) in each state, except for states such as Arizona, Idaho and South Dakota, where the data for the two-year colleges and technical institutes were provided by individual institutions. A copy of the survey instructions can be found among the appendices. The State Notes section summarizes additional interpretative information provided for selected states and institutions. This report presents published tuition and fees amounts as averages both unweighted and weighted by full-time equivalent enrollments. Unlike unweighted averages, which treat each institution equally no matter how big or small it is, enrollment-weighted averages provide a truer estimate of the published price a typical student faces based on enrollment patterns. Appendix E provides more information regarding enrollment weighting. Key Findings Unweighted average tuition and fees for resident undergraduates in 2016-17 at public four-year institutions in the WICHE region were $8,211, an increase over the previous year of $130 (1.6 percent). After adjusting for inflation, this reflects virtually no change from 2015-16. Tuition and fees for resident in-district students at public two-year colleges in the WICHE states, excluding California, averaged $3,663 in 2016-17, an increase of $104 (2.9 percent); this represents 1.1 percent after adjusting for inflation. Non-resident undergraduates at public four-year institutions in the region faced an unweighted average published price of $21,739 in 2016-17, an increase over the previous year of $725 (3.4 percent). After adjusting for inflation, the change in average non-resident undergraduate tuition in the region was 1.6 percent over 2015-16. Nonresident tuition and fees at public two-year colleges in the WICHE states (without California) averaged $9,162 in 2016-17, an increase of $194 (2.2 percent), which represents virtually no increase after adjusting for inflation. Tuition and fees for resident graduate students in 2016-17 at public four-year institutions averaged $9,977, an increase over the previous year of $266 (2.7 percent). After adjusting for inflation, the change in average resident graduate tuition in the region was 0.9 percent over the 2015-16 school year. Unweighted average tuition and fees for nonresident graduate students in 2016-17 at public four-year institutions in the region were $21,594, an increase over the previous year of $563 (2.7 percent), 0.8 percent when adjusted for inflation. iv

The average percent changes in tuition and fees were one percentage point different, or less, when weighted by enrollment; two-year rates increased at a slightly higher rate from 2015-16, between 2 percent to 3 percent higher. v
