Phase 35 Emergency Food and Shelter Program Competition Overview ROUND 2 In a comparison of the ratios of the awards made in Phase 33 and 34, all were consistent except the Rent/Mortgage and the Served Meals Categories. Rent/Mortgage was higher in Phase 35 than the average in 33 and 34. Alternately, the Served Meals was lower in Phase 35 than the average in 33 and 34. Therefore, an adjustment was made to redistribute the money from Rent/Mortgage to Served Meals to be consistent with past distribution ratios resulting in an availability of $130,000 of EFSP Funds for Phase 35 for Food Served Meals only. The Coalition for the Homeless manages and coordinates the training and upkeep of this system. All local agencies receiving funds for Mass Shelter, Rent/Mortgage Assistance and/or Utility Assistance must abide by the business rules and requirements of having access to HMIS. Those agencies specifically identified as Domestic Violence Servicve Providers are exempt from the HMIS requirement, however, they will need to enter into a comparable database for the expenditure categories of Mass Shelter, Rent/Mortgage Assistance and Utility Assistance. The Emergency Food and Shelter Program (EFSP) was created in 1983 to supplement and expand the work of local social service agencies, both nonprofit and governmental, in an effort to help people with economic emergencies (not disaster-related [i.e., fires of any kind, floods, tornadoes, etc.] emergencies). Applications for this funding must equal at least $10,000 and be no more than $130,000. EFSP Phase 35 Competition Overview 2

Phase 35 Important Dates Start Date February 1, 2018 o Phase 35 is expected to start the day after the end of Phase 33 & 34. Thus, the proram has started on February 1, 2018. Applications Released Online May 1, 2018 o Applications will be posted electronically on www.homelesshouston.org. Last Day for Technical Assistance/Questions Due to this being Round 2 of Phase 35 Funding, there will be no Technical Assistance or Questions. Applications Due by Email Friday, May 4, 2018 by 12PM CST o Applications will be due to the Coalition for the Homeless at application@homelesshouston.org o Early submissions are encouraged to avoid delivery issues. o A read receipt is encouraged by applying agency for your confirmation of submission. o Late applications will not be reviewed. Time stamp on the recipient email will be official time of submission. Threshold Review Applications will be reviewed to ensure all required documents are submitted. Any missing documents will be requested via email from Lindsey Grubbs of the Coalition for the Homeless. Any missing documents will be due two business days after request by 5PM CST. To encourage completeness of the application, additional points will be earned by agencies requiring no follow for missing documents in threshold review process. Incomplete applications will not be reviewed. Awards Announced On or before May 15 o There is a high probability that EFSP National will not have announced our jurisdiction s allocation by this date. If that s the case, contingent award letters will be made and the program will be executed with the expectation that our award will be similar to past year s. EFSP Phase 35 Competition Overview 3
