A/GFTC 2019 2024 Transportation Improvement Program (TIP) Project Application This Project Application is required to be completed in order for a candidate capital project to be considered for inclusion within A/GFTC Transportation Improvement Program (TIP) for the federal fiscal years (FFYs) from 2018 19 through 2023 24. Current federal transportation law (the Fixing America s Surface Transportation, or FAST Act) determines eligibility for candidate projects. Projects are hereby solicited for the funding derived from the following federal programs: National Highway Performance Program (NHPP) The NHPP provides support for the condition and performance of the National Highway System (NHS), for the construction of new facilities on the NHS, and to ensure that investments of Federal aid funds in highway construction are directed to support progress toward the achievement of performance targets established in a State's asset management plan for the NHS. Surface Transportation Block Grant Program (STBG) The STBG provides flexible funding that may be used by States and localities for projects to preserve and improve the conditions and performance on any Federal aid highway, bridge and tunnel projects on any public road, pedestrian and bicycle infrastructure, and transit capital projects, including intercity bus terminals. Highway Safety Improvement Program (HSIP) The HSIP aims for a significant reduction in traffic fatalities and serious injuries on all public roads. The HSIP requires a data driven, strategic approach to improving highway safety on all public roads with a focus on performance. The contents of the completed Project Applications will be utilized by the A/GFTC Planning Committee to prioritize funding in the event that project costs requested exceed available resources. Projects will be evaluated and prioritized based upon the following: Presence of safety deficiencies, supported by crash data Existing infrastructure condition System redundancy or system uniqueness Traffic volumes and regional significance Congested mitigation Bicycle and pedestrian utility or network connectivity Environmental mitigation Economic significance Prior programming status Sponsor performance / past project delivery Planning level support Overall consistency with A/GFTC s Long Range Plan and Planning Principles Specific weighting formulas will be developed by the A/GFTC Planning Committee as needed to assist with the prioritization of candidate projects. Municipalities should be prepared to upfront the project costs as they are incurred in their entirety pending receipt of the federal share.
