ACO safeguards an area extending from the northern tip of Norway to the eastern border of Turkey. This equates to nearly two million square kilometres of land, more than three million square kilometres of sea, and a population of about 320 million people. POST DESCRIPTION: Location: Casteau/Mons, 60 Km south of Brussels (Belgium) Division: J2 POST CONTEXT/POST SUMMARY SHAPE is the strategic level command responsible for the planning, preparation, conduct and execution of NATO operations, missions, activities and tasks as directed by Council in order to achieve the strategic objectives of the Alliance. Strategic Employment Directorate delivers comprehensive situational awareness, enabling the identification of crises, and supports estimates, response options and planning. In monitoring NATO s current operations, it enables SACEUR s direction and guidance to be disseminated, ensuring coherent Joint Effects, whilst providing comprehensive assessments to NATO HQ. J2 Division provides comprehensive cross spectrum advice to the Command Group and Allied Command Operations. J2X Branch provides Security and CIS Security governance and oversight of NCS elements, security awareness and training, security policy development, and advice on security policy implementation. In addition J2X executes CIS security accreditation on behalf of the ACO Security Accreditation Authority SACEUR. The third major activity of the branch is provisioning of CI, HUMINT, Identity Intelligence (I2), Human Network Analysis and support to targeting (HNAT) and Biometrics policy, doctrine and advice through the CIHUMINTI2 section. 1
The Security Section provides security governance and oversight, security awareness and training, security policy development, and advice on security policy implementation. The Operations and Intelligence Directorate at SHAPE is responsible for ensuring that ACO forces are at the state of readiness required to carry out an effective defence under the terms of MC 400. J2 Intelligence Division provides comprehensive advice to the Command Group and Allied Command Operations (ACO) on Intelligence, Counter-Intelligence, Security, Geospatial, and ISTAR. J2 Security & Counter Intelligence Branch is responsible for all ACO Security, INFOSEC and Counter-Intelligence directives and policy-making and has oversight of Security implementation and Information Assurance activities, including Security Awareness, to ensure a risk-managed security posture is maintained across all ACO sites, missions and exercises. PRINCIPAL DUTIES The incumbent's duties are: 1. Undertake security inspections of ACO formations, as directed by the ACO Security Authority, in accordance with AD 070-001 and NATO Security Policy as defined in C-M(2002)49. 2. Provide oversight of all security investigations undertaken across ACO, on behalf of the ACO Security Authority, undertaking trend analysis, identifying policy deficiencies and informing the ACO Security Awareness programme. 3. Review security aspects and findings of ACO Counter-Intelligence investigations on behalf of the ACO Authority in accordance with AD 065-003, Counter-Intelligence Policy in ACO. 4. Liaise with the appropriate staff elements within the NATO Office of Security (Policy Oversight and Security Intelligence branches) and the Allied Command Transformation Office of Security on matters of inspection and investigative policy, processes and procedures. 5. Provide advice and guidance to subordinate investigative bodies on the commission of inquiries into breaches of security, security violations and security infractions. 6. Undertake sensitive security investigations as directed by the ACO Security Authority. 7. Oversee security-related lessons identified throughout ACO and associated missions and operations and engage with the other NATO security authorities to undertake a lessons learned process. 8. Provide security expertise in support of the SHAPE J7 evaluation programme, specifically for those NFS elements that will prepare for transition to NCS during the spectrum of conflict. 9. Provide security expertise in support of the Capabilities and Force Integration Teams missions and tasks. 10. Undertake the duties of Branch Security Officer and Branch CIS Point of Contact. 11. Perform other related duties as directed or assigned. SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES The incumbent may be required to perform like duties, not specifically addressed in this job description, within the Division if required. The incumbent may be required to undertake deployments and/or other TDY assignments, within the full spectrum of divisional activities, both within and without NATO's boundaries. ESSENTIAL QUALIFICATIONS A. Professional/Experience 1. Minimum 2 years of experience in security governance activities at MOD or major headquarters or establishments. 2. Minimum 2 years of experience in undertaking and overseeing investigations. 3. Minimum 2 years of experience in domains of Physical security, Personnel Security, Security of Information, Industrial Security. 4. Minimum 2 years of experience in undertaking trend analysis, identifying policy deficiencies and informing the Security Awareness programme. 5. Minimum 2 years of experience in reviewing the security aspects and findings of Counter-Intelligence investigations. 6. Minimum 2 years of experience in conducting of security inspections. 7. Experience in coordination and founding and overseeing of security organisations on the level of headquarters/establishment. B. Education/Training University Degree and 2 years function related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience. C. Language English - SLP 3333 (Listening, Speaking, Reading and Writing) NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English. DESIRABLE QUALIFICATIONS A. Professional Experience 1. Extensive experience in undertaking and overseeing investigations combined with knowledge of: special investigative policy, procedures, and techniques concerning crime, fraud, counterintelligence, personnel background and technical security services. 2. Security training and experience at National and/or International major headquarters or establishments. 3. Extensive background in military security work covering all aspects of physical, documentary, and personnel security both at home and in an operational environment. 4. Experience in performing the duties of Security Officer. 5. Experience in providing advice and guidance on the commission of inquiries into breaches of security, security violations and security infractions. 6. Experience in providing advice on NATO (or another major international organization) Security Policy regulations and Security Directive requirements in domains of Physical Security, Personnel Security, Security of Information, Industrial Security and Information and Intelligence Sharing with external entities. 7. Extensive analytical skills necessary for undertaking trend analysis, identifying policy deficiencies and informing the Security Awareness programme. 8. Experience in management of Information and Intelligence Sharing of classified information within NATO and/or national entities. B. Education/Training 1. Attributes/Competencies A. Personal Attributes The incumbent must have outstanding task management and communication skills in order to plan and execute the ACO inspection programme. He/she should be integrous and must be innovative and possess the intellectual ability to analyse, critique and assess security investigations, providing considered, objective feedback when necessary. The personal attributes of Thought, Judgement, Adaptability and Tact are essential. Furthermore, health should be robust as the post will be required to undertake inspections of elements throughout SACEUR s area of responsibility. Periods of temporary duty occur within the working week where practicable, but occasionally travel periods may occur outside that time period. B. Professional Contacts The incumbent maintains regular contact with staffs from NATO HQ, SHAPE and its subordinate formations and senior security staffs in NATO nations and International Organisations. Contacts are frequent at the OF5/A5 level and the incumbent is personally required to conduct briefings to collective audiences on the Security policy and regulations. In the course of undertaking security inspections, the incumbent must be able to interview security professionals and be prepared to provide briefings to officers up to, and including OF-7/A7 in rank. C. Contribution To Objectives In terms of ensuring the continued effective instigation of all aspects of security in ACO, the incumbent is central to achieving this objective. Being impartial but providing objective evaluation of operational security effectiveness of non-ncs elements is essential in ensuring effective integration at times of crisis and more. The incumbent shall be responsible for the provision of security assurance to SACEUR on how NATO Classified Information is protected across ACO and as such will become a keystone in maintaining effective security procedures within ACO. The incumbent will achieve this by focusing on the traditional security aspects of document, physical and personnel in the ACO security awareness programme. This post reports to OSC OIIV 0010 - Section Head (Security Policy and Oversight). D. Supervisory Responsibilities Dependent on requirements, may be required to direct and supervise the work priorities of one or more multi-functional or capability teams.
