STAFF REPORT 3. Consent Items A. Minutes of September 27, 2018 4. System Update The attached minutes from the last meeting are ready for approval, pending any changes from the members. A. Driver Appreciation Day and Resource Fair-Parlier/Salinas Staff has held two events, one in Parlier and the other in Salinas. The event in Parlier was held in the park and was attended by a number of organizations. Also in attendance were Assembly member Joaquin Arambula and Staff from Senator Andy Vidak s office. Board member McShane graciously offered his facility for the event. The event went off well with Board member Mr. McShane and various staff members making presentations. B. Presentation before Santa Barbara Council of Governments The following link will take you to a CalVans presentation before Santa Barbara COG. Update on Van Delivery Approximately 130 of the 154 vans that were ordered in April have been up fitted with the XLhybrid kits that are reported to reduce fuel consumption by 24%. Last week we received the first 15 vans. Unfortunately over 100 vans remain parked at offsite parking lots waiting for space on a railcar for shipment to Hanford. Space has been tight with only the vans coming off the production line going onto the rail cars. The ones that went sideways to be up fitted appear to have fallen out of line. The vans we are now receiving were pushed out during the Thanksgiving break when the GM plant was idle. It appears we may have to wait until the Christmas break for the rest of the van to be shipped. D. Vehicle Insurance Update We are in the process of renewing our policy with Philadelphia Insurance Company. The rate being proposed is 3% above last year s rate. This increase in not bad given the size of our fleet continues to grow and the insurance per vehicle continues to drop. The chart below looks at the last 5 years, with the annual cost per vehicle dropping from $2,306 to $1,049 for next year. This drop is due in a large part to our low loss rate, anything under 30% is considered good. For the last three years the loss rate has been under 10%. When the vanpool program was first established in 2002 the insurance cost was $4,000 per vehicle for $2 million in coverage. The high rate was driven by the fact we were proposing to provide vanpools to farmworkers. Over time the coverage was raised from $2 million to the $10 million we have today. This was possible because we have been able to keep our loss rates down and insure a profit for the insurance carrier. D. Self-Help Apartment Project Last year Staff was authorized to collaborate with Self-Help Enterprise in two housing applications they were submitting to AHSC (Affordable Housing and Sustainable Housing) for funds to build two low income apartment complexes and purchase 20 vanpool vehicles for each. The projects were funded and the paperwork is being finalized. The projects should be ready to start in several month, the vehicles will be purchased sometime in the Spring. 4

5. Authorize Agreement for NTD services CalVans uses an outside vendor to assist with its federal NTD reporting requirements. The current agreement has expired and Staff circulated an RFP asking for proposals to perform the service. The RFP was placed in the local newspaper, on our website, as well as on the CALACT website. Staff received several call expressing interest in providing the service but received only one submittal. This was from our current vendor Transit Capital Support Services. The submittal meets all the requirements of the RFP with a monthly price of $2,500. This is $500 more than the $2,000 which has ben charged for the past 5 years. The price increase appears justified as the vanpool fleet has grown from 250 to over 700 vehicles, with an additional 150 vehicles on order. Staff is recommending that the Director be authorized to sign an agreement with Transit Capital Support Services 6. Authorize Vendor for purchase of 15-passenger vans Staff prepared an RFP for the purchase of up to one hundred and sixty 15-passeneger vans. Seventy five of the vans will be funded with $3 million in CARB (California Air Resources Board) money for the 18/19 FY. Forty four will be funded with AHSC (Affordable Housing and Sustainable Housing) funds that will come through our collaboration with three housing projects. There was concern that no one would bid due to the problems with delivery of vans that were ordered this year. Dealers incur a flooring charge 15 days after a vehicle is built. The 154 vehicles have been built for at least 15 days, with GM now charging the local dealer a flooring charge of 1%. Staff circulated an RFP for the purchase of vans on the website, in the local newspaper and with emails going to dealers. Three vendors called with questions and two said they would be submitting bids. Of the two submitting bid only one had their bid in by the deadline. The successful bidder was Keller Motor. Three Way Chevrolet was the bidder that did not get their bid in on time. The chart below compares the prices paid over time for the 15-passneger van used by the agricultural workers. The price being quoted by Keller Motor s is $7 less that the price paid last year. Staff is recommending that the bid be awarded to Keller Motors for the purchase of up to 160 15- passenger vans.
