This instruction establishes the Twenty-Fifth Air Force (25 AF) facility management operations by adapting guidance contained in AFMAN31-116_JBSANANTONIOSUP); Air Force Motor Vehicle Traffic Supervision, AFI 91-203, AF Consolidated Occupational Safety Instruction; AFI 34-1201, Protocol; AFMAN 23-220, Reports of Survey for Air Force Property; AFI 40-102, Tobacco Free Living, and Joint Base San Antonio (JBSA) instruction 32-1002, Joint Base San Antonio Energy and Water Conservation. This instruction applies to all Headquarters (HQ) 25 AF, Joint Information Operations Warfare Center (JIOWC), Joint Electronic Warfare Center (JEWC), and tenant organization personnel assigned primary duty in buildings 2000, 2001, and 2007, 2089 and 2090. Refer recommended changes and questions about this publication to the office of primary responsibility (OPR) using the AF Form 847, Recommendation for Change of Publication; route AF Forms 847 from the field through the functional manager s chain of command. This publication may be supplemented at any level, but all direct supplements must be routed through the OPR prior to certification and approval. The authorities to waive wing/unit level requirements in this publication are identified with a Tier (e.g., T-0, T-3) number following the compliance statement. Requests for waivers must be submitted through chain of command to the appropriate Tier waiver approval authority, or alternately, to the Publication OPR for non-tiered compliance items. This publication does not generate information collection and reports as outlined in AFI 33-324, The Air Force Information Collections and Reports Management Program. 1. Background. A4CM supports unique programs which require specialized procedures and responsibilities. The HQ 25 AF complex consists of several buildings each of which adheres to specific guidelines. 2. Procedures. The host base Civil Engineer (BCE) is responsible for the maintenance and upkeep of all HQ 25 AF facilities. 25 AF Facility Management Office (A4CM) is responsible for coordinating all facility work requirements through the host BCE. 2.1. The 25AF/A4CM will be the primary facility manager for buildings 2000, 2001, 2007, 2089 and 2090. 2.2. Each directorate/special staff/tenant office in buildings 2000 and 2007 will appoint a primary and alternate area manager to assume responsibility for a designated area to identify and monitor facility, maintenance, repair, and upgrade work requirements. These requirements will be reported to 25 AF/A4CM. 3. Facility Manager and Area Manager Responsibilities. 3.1. Facility Manager, 25 AF/A4CM. 3.1.1. Serves as the focal point for all facility work requests and reviews requests submitted via AF Form 332, Base Civil Engineer Work Request, for accuracy, justification, and compatibility with long range plans for the facilities. 3.1.2. Responsible to provide area manager s training annually. 3.1.3. Will ensure a fire safe condition of buildings 2000, 2001, 2007, 2089 and 2090 IAW AFI 91-203. (T-3) 3.1.4. Responsible for fire safety inspection coordination with 502d Civil Engineering Squadron (CES) Fire Department. 3.1.5. Responsible for coordination of all utility outage requests. Two weeks notice is required prior to any scheduled outage date in order to give timely notification to building occupants. 3.1.6. Responsible for accountability of all exterior and interior facility keys issued. An accurate key log must be maintained. Requests for duplicate interior keys must be submitted to 25 AF/A4CM using AF Form 332. 3.2. Area Manager. 3.2.1. Area managers will be appointed in writing by their unit commander or two-letter director. A copy of the current appointment letter must be provided to 25 AF/A4CM. (T-3) 3.2.1.1. Initial and annual refresher training must be accomplished. Contact the facility management office, 25 AF/A4CM, to schedule initial training. (T-3)

25AFI32-1002 17 MAY 2018 3 3.2.2. Area managers must brief all occupants and users assigned to their area on their responsibilities for the care, custody, and protection of real property. Real property includes electrical breakers and thermostats for heat and ventilation equipment. In the event of facility abuse, users will be held liable for damages caused to real property and may be subject to disciplinary action. Reference AFMAN23-220. (T-3) 3.2.3. Area managers are to report issues requiring custodial or grounds services, and routine or urgent maintenance requests to 25 AF/A4CM. These requests will be initiated to 502 CES Customer Service or Service Contract by 25 AF/A4CM only. Emergencies can be reported by anyone. (T-3) 3.2.4. Area managers will ensure a fire safe condition of their responsible areas in compliance to AFI 91-203, Air Force Consolidated Occupational Safety Instruction. (T- 3) 3.2.5. Area managers must conduct monthly fire safety inspection in their responsible areas and report any discrepancies to 25 AF/A4CM. (T-3) 3.2.6. Area managers must submit AF Form 332 for any new equipment installations, facility additions, or upgrades. (T-3) 3.2.7. Area managers are responsible to provide the information in blocks 1-14 (with the exception of block 4) of AF Form 332, and provide the necessary diagrams or photos. In block 14, area managers must obtain coordination from 25 AF Safety Office (SE). Once this is accomplished, the AF Form 332 will be submitted to 502 CES by the facility manager to establish a tracking number and initiate further coordination. (T-3) 3.2.7.1. Area managers will, in addition, include internal coordination from the following: 3.2.7.1.1. Unit Security Manager. 3.2.7.1.2. The 25AF/A2S (Security Office). 3.2.7.1.3. The 25AF/A4C (Facility Alarms). 3.2.7.1.4. The 502d Communications Squadron SCXP (NIPR Net and non-secure telephone communications). 3.2.7.1.5. The 690th Intelligence Support Squadron SCX (SIPRNet Classified Networks). 3.2.7.1.6. The 625th Air Communications Squadron (ACOMS/SCX (AF JWICS Communications Requirements). 3.2.7.1.7. The 625 th Air Communications Squadron (ACOMS/SCO (AF JWICS Communications). 3.2.7.1.8. The 25 AF/A4CC (Engineering Section). 3.2.7.1.9. The 25 AF/A4CM (Work Order Monitor).

4 25AFI32-1002 17 MAY 2018 3.2.8. Area managers will maintain a key log for their responsible areas. (T-3) 3.2.9. Area managers are responsible for ensuring the organization and units comply with AFMAN 32-1084, Facility Requirements, Chapter 6, Facility Class 6, Administrative, for space utilization requirements for administrative facilities. (T-3) 3.3. The 25 AF/A4CM and area managers are responsible for assisting the host BCE in enforcement of energy, water conservation, recycling, and waste management policies and procedures IAW JBSAI 32-1002, Joint Base San Antonio Energy and Water Conservation. Directorates and staff offices are responsible for disposing and transporting all excess furniture and unwanted items directly to Defense Logistics Agency (DLA) Disposition Services located at JBSA Fort Sam Houston or JBSA-Lackland Base Recycling Center located at 7390 Knight Street. Area managers are ultimately responsible for ensuring the proper disposal of unwanted items within their assigned area of responsibility. (T-3) 4. Reserved Parking at HQ 25 AF Complex. 4.1. The HQ 25 AF complex area reserved parking program is operated in accordance with AFMAN31-116_JBSANANTONIOSUP, which prescribes the policy and implementation procedures for reserved parking. Multiple permits will not be allowed. 4.1.1. The 25 AF/A4CM is responsible for administration of the HQ 25 AF complex Reserved Parking program. All parking passes will be controlled and issued by 25 AF/A4CM. 4.2. Issued parking lot permits will be visibly displayed in the vehicle at all times while parked in the respective parking lot. (T-3) 4.3. The applicable areas are the parking lots in front of buildings 2000 and 2007. 4.3.1. Parking lot adjacent to the main entrance to building 2007: 4.3.1.1. Parking permit type: G-PASS (General s Area) Two-letter office symbol personnel (Directors/Commanders) in the grades of O-6, GG-15, or higher that have a primary office in buildings 2007 or 2000 have designated parking spots with respective identifying parking placards. 25 AF Command Section staff may park only in available unmarked slots. Passes for remaining unmarked slots will be issued to 25 AF Command Section staff and other HQ staff personnel in the grades of O-6, GG-15, or higher, and all personnel in the grade of E-9 that have primary offices in building 2000 or 2007. 4.3.1.1.1. Parking permit type: G-PASS Distinguished Visitor (DV). The 25 AF Protocol Office will reserve parking spots for DVs visiting the HQ 25 AF. The Protocol Office will place DV parking signs for the duration of the visit on designated unmarked parking spots. (T-3) 4.3.1.1.2. Parking permit type: GH-PASS (Handicapped General s Area) Passes for available handicapped slots in the General s Area lot may be issued to personnel that have a primary office in building 2007 and also meet the qualifications designated for the Permanently Handicapped pass (P-PASS).

When the capacity of the G-PASS permitted parking lot is exceeded, all G-PASS holders will be required to park in unassigned slots in the JIOWC/JEWC J-PASS permitted lot. (T-3) 4.3.2. Parking lot northwest of building 2007 main entrance: 4.3.2.1. Parking permit type: J-PASS (JIOWC/JEWC Area). 4.3.2.2. Permits will be issued to two-letter office symbol personnel in the grades of E-9, O-6, GG-15, or higher that have a primary office in building 2000 or 2007. 4.3.2.3. The JIOWC/JEWC Senior Enlisted Advisors will issue permits to JIOWC/JEWC quarterly award winners. The duration of the permit is for one quarter. (T-3) 4.3.2.4. Parking lot includes designated government vehicle and visitor parking. 4.3.3. Parking lot southeast of building 2001 entrance. 4.3.3.1. This area has designated parking for the following: 4.3.3.1.1. Directorate Staff personnel in the grades of E-9, O-6, GG-15, or higher assigned with primary offices in building 2000 and 2007. 4.3.3.1.2. Tenant squadron commanders. 4.3.3.1.3. Unit first sergeants. 4.3.3.1.4. Command positions occupied by individuals in grade lower than O-6 or GG-15 will be addressed on a case-by-case basis and approved by the 25 AF Chief of Staff (CS). 4.3.4. Parking lot southwest to building 2001 entrance: 4.3.4.1. Parking permit type: R-PASS. (Reserved) Available passes will be issued to: 4.3.4.1.1. The 25 AF O-6, GG-15, and E-9s assigned with primary offices in buildings 2000 and 2007 that do not have designated parking spots with respective identifying parking placards or a G-PASS or J-PASS. 4.3.4.1.2. HQ 25 AF/A4CM personnel. 4.3.4.1.3. Quarterly military and civilian award winners for HQ 25 AF. 4.3.4.1.4. The 25 AF two-letter office symbol personnel in the grades of O-6, GG-15, or higher that have a primary office outside of buildings 2000 and 2007 may be issued an R-PASS permit. 4.3.4.2. Quarterly award recipients. 25 AF/A4CM will issue permits to HQ 25 AF military and civilian quarterly award winners. Recipients will be contacted by 25 AF/A1. (T-3) 4.3.5. Parking is on a first come, first served basis. Holders of an R-PASS permit can park in available C-PASS (Carpool) slot each duty day after 0900 hours. 4.3.6. Reserved 1-4 parking spots are reserved for expectant mothers only.

6 25AFI32-1002 17 MAY 2018 4.4. Parking permit type: C-PASS (Carpool). Personnel must have their primary duty location in building 2000 or 2007. Available passes will be issued to individuals with two or more persons riding in their vehicle upon request. All individuals carpooling must be together upon arrival into the designated carpool parking location. Individuals observed violating these guidelines will have their pass revoked. (T-3) 4.5. Parking permit type: P-PASS (Permanently Handicapped). All permanently handicapped employees will receive a P-PASS parking lot permit (unless provided a GH- PASS) and may park in designated handicapped parking. State certification must be provided to the Facility Management Office prior to issue of a P-PASS permit. Parking spaces are marked and reserved for personnel who have severe, permanent or temporary ambulatory impairments. Motor vehicles must display authorized insignias, which consist of a permanent or temporary state issued license plate or placard bearing the disabled person symbol. The number of available handicapped parking slots will meet or exceed the requirements of the Americans with Disabilities Act guidelines. When the capacity of the handicapped parking slots is exceeded due to large numbers of P-PASS permitted vehicles, permit holders may park in available R-PASS slots or unassigned parking slots. (T-3) 4.6. Other parking considerations. 4.6.1. Ceremonies and special event reserved parking is available and under normal circumstances must not exceed 50 total parking spots. Requests for parking will be submitted to 25 AF/A4CM. Special event parking is provided for 25 AF monthly retirement ceremonies and other functions. If the number of requested parking spots exceeds 50, the approval of the 25 AF/CS, or in absence, Deputy Chief of Staff (DCS), must be obtained. (T-3) 4.6.1.1. Designated parking will be provided for conferences with an O-6 or GG-15 in attendance. Facility Management will receive notification of requests from the event point of contact and will provide cones and signs to mark the reserved parking area. (T-3) 4.6.2. Other designated parking will be managed IAW AFMAN31-116_JBSANANTONIOSUP, for visitor and government vehicles. 4.6.3. The 25 AF issued permits are controlled items. Individuals issued a permit are responsible for securing it from loss and returning it to 25 AF/A4CM when no longer needed. Permits must be returned to 25 AF/A4CM prior to out-processing. (T-3) 4.6.4. All permits are considered a controlled item. All individuals issued permits are responsible for securing and returning them to 25 AF/A4CM when no longer needed. Permits must be turned in prior to out-processing from the installation. (T-3) 5. HQ 25 AF Building Standards. 5.1. The following are guidelines for appearance and functionality of all HQ 25 AF buildings and a professional atmosphere must be maintained within the facilities at all times. 5.1.1. Bulletin boards: Need to be properly installed to prevent damage to walls and accidental falling. Bulletin boards will not be allowed in the main hallways of buildings 2000 and 2007.

25AFI32-1002 17 MAY 2018 7 5.1.2. Hallway doors: Do not use nails or tacks to attach items to doors. Holiday decorations are authorized as long as the attachment method does not cause damage to the door or allow the decorations to protrude excessively into the hallways. Any questions about approval/guidelines, please contact 25 AF/A4CM. 5.1.3. Historical displays and interior building signage: Historical displays will be maintained and managed by the 25 AF History Office and 25 AF/CS. Building signage will be maintained and managed by 25 AF/A4CM. (T-3) 5.1.4. Informational flyers: Flyers must only be posted in office area approved bulletin boards. Personnel are encouraged to contact the 25 AF Public Affairs (PA) office to announce events intended for the building populace (i.e., PA daily email announcements, tripods, etc.). 5.1.5. Window blinds: All blinds will be white in color as viewed from the exterior of the facility. Material can be vinyl or metal. Occupants may install curtains; provided they are professional in appearance. It is the using organization s responsibility to purchase, and install blinds or curtains. 5.1.6. Unwanted furniture should be advertised to 25 AF units before processing via DLA Disposition Services San Antonio. Unserviceable furniture will be disposed of at the Base Recycling Center at JBSA-Lackland. No furniture should be stored or left on loading docks except for transporting to DLA or the Base Recycling Center. (T-3) 5.1.7. Storage safes exceeding 500 pounds must have a letter from 502 CES prior to relocating into the building or to another location in the building. (T-3) 6. No-Hat, No Salute Areas (Buildings 2000, 2001, and 2007). 6.1. In accordance with AFI 34-1201, Protocol, the following areas around buildings 2000, 2001, and 2007 have been designated as No-Hat, No-Salute areas: 6.1.1. Courtyard between buildings 2000 and 2007 (except during official ceremonies). 6.1.2. The 25 AF approved smoking areas (behind thoroughfare of buildings 2000 and 2007). 6.1.3. Belvedere Park (between the back of building 2001, and the front of building 2000). 7. Non-Smoking Facilities and Designated Smoking Area for Occupants of HQ 25 AF Complex. 7.1. In accordance with AFI 40-102, Tobacco Free Living, the Air Force prohibits smoking (i.e., cigar, cigarette, pipe, electronic cigarettes), and the use of smokeless tobacco products in the workplace to protect the health of all workers. Buildings 2000, 2001, and 2007, and their associated parking lots are designated NO SMOKING facilities/areas. These guidelines are to inform 25 AF personnel of designated smoking areas. 7.2. Designated Tobacco Use Areas for buildings 2000, 2001, and 2007 is the break area located at the rear of building 2000. Access this area via the main courtyard access route. Smoking outside the immediate confines of the break area is not permitted due to proximity of facility air intakes.

8 25AFI32-1002 17 MAY 2018 7.3. Ashtrays are located at designated smoking areas. 8. Fundraising Event within HQ 25 AF Facilities (Buildings 2000, 2001, and 2007). 8.1. All private organizations (PO) will submit the JBSA Fundraising Request Form V1.3 to 25 AF/A4CM via e-mail for coordination. (T-3) 8.2. The 25 AF/A4CM will validate the event date and the location, and send the form back to the requester for final approval. 802 Force Support Squadron is the final approving authority for fundraising events on JBSA-Lackland. 8.2.1. The 25 AF/A4CM will approve only one event per day to maximize each PO s profit. 8.2.2. Each PO is authorized two fundraising events per quarter. 8.3. It is the requester s responsibility to provide 25 AF/A4CM a copy of approved form at least one day prior to the event. 25 AF/A4CM will not authorize any fundraising event without the approved form. (T-3) 8.4. Per DoDI 5035.01, Combined Federal Campaign (CFC) Fund-Raising Within the Department of Defense, and AFI 36-3101, Fundraising within the Air Force, fundraising during the Air Force Assistance Fund (AFAF) and the Combined Federal Campaign (CFC) should be limited. No fundraising event will be approved during the AFAF and the CFC without written approval from the 25 AF/CS and an approved waiver to AFI 36-3101 granted by the 502d ABW. 8.5.
