The following reports the results of every Special and convened within the United States Navy in August 2018. The cases are separated by the Navy Region in which they were tried. Naval District Washington At a in Washington, D.C., HM2 Eren R. Newland, USN, pled guilty pursuant to a pretrial agreement to willful disobedience of an officer, three specifications of wrongful possession of a controlled substance, and three specifications of larceny. On 20 August 2018, the military judge sentenced him to be discharged with a Bad Conduct Discharge, reduction in rank to paygrade E-1, and confinement for 6 months. The pretrial agreement had no effect on his sentence. At a in Washington, D.C., MIDN Mason W. Gilpin, USN, was tried for two specifications of sexual assault. On 31 August 2018, the military judge returned a verdict of guilty to one specification of sexual assault and sentenced him to be discharged with a Dismissal and confinement for 30 months. Special Courts-Martial Navy Region Mid-Atlantic At a in Norfolk, Virginia, an E-3 was tried for disorderly conduct, willful discharge of a firearm, and reckless endangerment. On 1 August 2018, the military judge returned a verdict of not guilty. At a in Norfolk, Virginia, OS2 Jacqueline Villegas, USN, pled guilty pursuant to a pretrial agreement to wrongful appropriation. On 6 August 2018, the military judge sentenced her to a reprimand. The pretrial agreement had no effect on her sentence. At a in Norfolk, Virginia, OS3 Kailer J. Allers, USN, pled guilty pursuant to a pretrial agreement to seven specifications of distribution of a controlled substance, possession of a controlled substance with the intent to distribute, possession of a controlled substance, use of a controlled substance, and two specifications of soliciting another to distribute a controlled substance. On 8 August 2018, the military judge sentenced him to be discharged with a Bad Conduct Discharge, reduction in rank to

paygrade E-1, and confinement for 10 months. The pretrial agreement had no effect on his sentence. At a in Norfolk, Virginia, ABF3 Caleb W. Somers, USN, pled guilty pursuant to a pretrial agreement to abusive sexual conduct. On 13 August 2018, the military judge sentenced him to be discharged with a Bad Conduct Discharge, reduction in rank to paygrade E-1, and confinement for 30 months. Pursuant to the pretrial agreement, the Bad Conduct Discharge and all confinement greater than 18 months is to be suspended. The suspended punishment may be served if the Service Member violates the terms of the pretrial agreement. The pretrial agreement contained a waiver of the accused s administrative separation board. At a in Norfolk, Virginia, LTJG Kevin Ortiz, USN, was tried for three specifications of attempted sexual assault of a child and attempted sexual abuse of a child. On 16 August 2018, the panel of members returned a verdict of guilty to one specification of attempted sexual assault of a child and attempted sexual abuse of a child and sentenced him to be discharged with a Dismissal and confinement for 45 months. At a in Norfolk, Virginia, CTN1 Octavia L. Wilkinson Jr., USN, pled guilty pursuant to a pretrial agreement to two specifications of larceny. On 29 August 2018, the military judge sentenced him to reduction in rank to paygrade E-4, a fine of $4,000, and confinement for 60 days. The pretrial agreement had no effect on his sentence. The pretrial agreement contained a waiver of the accused s administrative separation board. At a in Norfolk, Virginia, BMC David D. Friberg, USN, pled guilty pursuant to a pretrial agreement to three specifications of possession of child pornography. On 1 August 2018, the military judge sentenced him to be discharged with a Bad Conduct Discharge and reduction in rank to paygrade E-1. The pretrial agreement had no effect on his sentence. At a in Norfolk, Virginia, MA3 Michael L. Cook, USN, was tried for simple assault. On 21 August 2018, the military judge returned a verdict of guilty and sentenced him to reduction in rank to paygrade E-3. At a in Norfolk, Virginia, MA2 Dustin W. Mathews, USN, pled guilty pursuant to a pretrial agreement to wrongfully distributing an intimate image of another and four specifications of wrongfully broadcasting an intimate image of another. On 30 August 2018, the military judge sentenced him to reduction in rank to paygrade E- 3 and confinement for 60 days. The pretrial agreement had no effect on his sentence. The pretrial agreement contained a waiver of the accused s administrative separation board. 2

At a in Norfolk, Virginia, ABHAA Donald L. Williams, USN, pled guilty pursuant to a pretrial agreement to two specifications of unauthorized absence, flight from apprehension, wrongful introduction of a controlled substance, wrongful use of a controlled substance, and breaking restriction. On 30 August 2018, the military judge sentenced him to be discharged with a Bad Conduct Discharge and confinement for 89 days. Pursuant to the pretrial agreement, all confinement greater than time served, 64 days, is suspended and the punitive discharge will be disapproved. The pretrial agreement contained a waiver of the accused s administrative separation board. Navy Region Southeast General Courts-Martial At a in Mayport, Florida, an E-6 was tried for violation of a lawful general regulation. On 28 August 2018, the military judge returned a verdict of not guilty. 3

Navy Region Northwest At a in Bremerton, Washington, BM2 Jerimiah J. Allman, USN, pled guilty pursuant to a pretrial agreement to two specifications of false official statements and two specifications of use and distribution of controlled substances. On 1 August 2018, the military judge sentenced him to be discharged with a Bad Conduct Discharge, reduction in rank to paygrade E-1, and confinement for 12 months. The pretrial agreement had no effect on his sentence. At a in Bremerton, Washington, GM2 Arturo V. Cruz, USN, pled guilty pursuant to a pretrial agreement to conspiracy to obstruct justice and willful dereliction of duties. On 27 August 2018, the military judge sentenced him to reduction in rank to paygrade E-1 and confinement for 4 months. Pursuant to the pretrial agreement, all confinement greater than 75 days will be suspended. The suspended confinement may be served if the Service Member violates the terms of the pretrial agreement. The pretrial agreement contained a waiver of the accused s administrative separation board. Navy Region Southwest At a in Lemoore, California, AMC Jason L. Redick, USN, pled guilty pursuant to a pretrial agreement to fraternization, providing alcohol to a minor, and assault consummated by a battery. On 29 August 2018, the military judge sentenced him to reduction in rank to paygrade E-5 and restriction for 60 days. The pretrial agreement had no effect on his sentence. The pretrial agreement contained a waiver of the accused s administrative separation board. At a in San Diego, California, GMC Grover R. White, USN, pled guilty pursuant to a pretrial agreement to dereliction of duty. On 2 August 2018, the military judge sentenced him to a reduction in rank to paygrade E-6. The pretrial agreement had no effect on his sentence. At a in Lemoore, California, an E-3 was tried for negligent homicide. On 16 August 2018, the panel of members returned a verdict of not guilty. 4

At a in San Diego, California, GSM3 Jovontia D. Lyons, USN, pled guilty pursuant to a pretrial agreement to larceny, two specifications of assault consummated by a battery, and obstructing justice. On 21 August 2018, the military judge sentenced him to be discharged with a Bad Conduct Discharge and confinement for 120 days. The pretrial agreement had no effect on his sentence. Navy Region Hawaii At a in Pearl Harbor, Hawaii, AT1 Geoffrey R. Mills, USN, pled guilty pursuant to a pretrial agreement to false official statement and possession of child pornography. On 20 August 2018, the military judge sentenced him to be discharged with a Dishonorable Discharge, reduction in rank to paygrade E-1, and confinement for 18 months. Pursuant to the pretrial agreement, all confinement greater than 12 months is to be suspended. The suspended punishment may be served if the Service Member violates the terms of the pretrial agreement. Navy Region Japan At a in Yokosuka, Japan, BM1 Gilbert Sandoval, USN, was tried for attempted sexual assault of a child, attempted sexual abuse of a child, attempted production of child pornography, indecent language, and attempted enticement of a minor. On 15 August 2018, the panel of members returned a verdict of guilty to all charges and specifications and sentenced him to be discharged with a Dishonorable Discharge, to forfeit all pay and allowances, reduction in rank to E-1, and confinement for 3 years. At a in Yokosuka, Japan, an E-6 was tried for sexual assault and abusive sexual contact. On 10 August 2018, the panel of members returned a verdict of not guilty.
