LITHUANIAN INNOVATION STRATEGY FOR THE YEAR 2010-2020 - PURPOSE The first large-scale Lithuanian innovation strategy AMBITIOUS - Lithuanian summary innovagon index should reach the European average in 2020 A long-term strategic planning document which sets vision, objectives, goals and results to be achieved in the field of Lithuanian Innovation up to 2020. The purpose - is to mobilize and manage state resources effectively: to create competitive knowledge economy based on the latest technologies and qualified human resources. It was approved by Resolution of 17 February, 2010 of the Government of the Republic of Lithuania.

LITHUANIAN INNOVATION STRATEGY FOR THE YEAR 2010-2020 OBJECTIVES AND GOALS THE OBJECTIVE of this strategy is to build a creative society and create the conditions for the development of entrepreneurship and innovation. Goals: enhancing Lithuania s integration into the global market ( Lithuania without borders ); educating a creative and innovative society; developing broad-based innovation; implementing a systematic approach to innovation.

Establish a permanent institution, Agency for Science, Innovation and Technology (MITA) for the implementation and coordination of innovation policy Action programme of the Fifteenth Government of the Republic of Lithuania, part III Plans for Seven Major Changes for the year 2008-2009, clause 25 provides the establishment of this agency.

MITA A NEW LITHUANIAN INNOVATION FUNDING AGENCY STATUS Governmental institution acting since 4th May, 2010 under the supervision of the Ministry of Economy and the Ministry of Education and Science based on the Agency for International Science and Technology Development Programmes (2002-2010) responsible for the administration of International RTD Programmes BUDGET FOR 2011: 3 mln. Euro EMPLOYEES: 20

MITA: Mission & vision Mission to provide qualitative and professional services aiming to foster the development and cooperation of Lithuanian science, industry and services sectors based on advanced technologies and innovation, ensure a favorable environment for entrepreneurship. Vision to become a leader that helps to realize innovagve ideas of Lithuanian science and business.

MITA: Strategic goal and tasks To stimulate applied research, technological development and innovation in Lithuania. How? - increasing a number of high-value added enterprises in the Lithuanian economy, - strengthening of innovative potential of the business. IMPORTANT TASKS to concentrate expert and financial resources (including the EU structural support), to support applied research, technological development and innovative projects, to strengthen the clustering processes and public private partnership, to develop the innovation management (e.g. technology transfer, intellectual property).

MITA: KEY RESPONSIBILITIES (1) Coordination of national R&D programmes: High technology development programme for 2011-2013 Industrial biotechnology development programme for Lithuania for 2011-2013 Coordination of international R&D and innovation programmes: FP7 EUREKA EUROSTARS CIP

MITA: KEY RESPONSIBILITIES (2) Coordination of national initiatives to foster the implementation of innovation: Innovation vouchers Intellectual property rights protection Clusterization Technology transfer International cooperation Lithuanian and Israel cooperation agreement in industrial R&D field Participation in international networking activities (FP7 national contact points network, EUREKA national coordinators network)

SERVICES FOR CLIENTS Organising: - information and training events - workshops and seminars - one-to-one meeting - hands-on support covering all stages of the project cycle Information dissemination (website, leaflets, brochures) Providing statistics of Lithuanian participation in R&D programmes Assistance in finding partners for R&D and innovation projects Funding and co-funding of national and international projects Reimbursement of travel costs (international brokerage events, information days)
