Item #I-1 December 4, 2018 PRELIMINARY FALL 2018 ENROLLMENTS IN ILLINOIS HIGHER EDUCATION This report summarizes preliminary fall-term 2018 headcount and full-time-equivalent (FTE) enrollments at colleges and universities in Illinois. It also includes enrollments in remedial/developmental courses for Academic Year 2017-2018. Fall-term enrollments provide a snapshot of Illinois higher education enrollments on the tenth day, or census date, of the fall term. It should be noted that two colleges, Illinois Baptist College and the Midwest College of Oriental Medicine, did not respond to the survey and are therefore excluded from the report. Preliminary Fall 2018 Enrollments By Sector Including enrollments at out-of-state institutions authorized to operate in Illinois, fall 2018 preliminary headcount enrollments at 198 degree-granting institutions total 744,161 (see Table 4 for institutional level data). Fall 2018 FTE enrollments total 557,585. Enrollments by sector are shown below in Table 1. Table 1 Preliminary Fall 2018 Enrollments By Sector Undergraduate Graduate Sector Headcount FTE Headcount FTE Public Universities 133,232 122,498 48,578 41,382 Community Colleges 282,180 163,041 Independent NFP Institutions 129,332 125,168 83,846 64,232 Independent For-Profit Institutions 41,203 26,994 16,854 8,050 Out-of-State Institutions 6,087 4,445 2,849 1,775 Grand Total 592,034 442,146 152,127 115,439 Total Remedial/Developmental Students Table 2 summarizes unduplicated headcount of undergraduate students enrolled in at least one remedial/developmental course during a 12-month period (Academic Year 2017-18). Many students simultaneously enroll in college-level coursework and one or more remedial/developmental courses and are included in this data. Remedial/development course enrollment data disaggregated by sector and institution are presented in Table 5. 315

Table 2 Total Remedial/Developmental Enrollment in Academic Year 2017-2018 Sector Total Public Universities 7,444 Community Colleges 69,951 Independent NFP Institutions 3,966 Independent For-Profit Institutions 4,656 Out-of-State Institutions 380 Grand Total 86,397 Table 3 summarizes the percent change in the preliminary headcount and FTE from 2017 to 2018. These differences are based only on those institutions that responded to the survey both years so the changes reflected here are actual changes in enrollment patterns and not due to the response rate to the survey from one year to the next. Undergraduate enrollment declined in all sectors with the largest declines in the independent for-profit and out-of-state sectors and the smallest decline in the independent not-for-profit sector. Graduate enrollment was fairly similar year over year with public universities and independent not-for-profit institutions, while the independent for-profit sector experienced an increase. Table 3 Change in Preliminary Headcount and FTE from Fall 2017 to Fall 2018, Institutions That Submitted Data for Both Years Undergraduate Graduate Sector Headcount FTE Headcount FTE Public Universities -2.2% -1.8% 0.2% -0.1% Community Colleges -3.9% -4.3% Independent NFP Institutions -0.4% -0.0% -0.5% -0.1% Independent For-Profit -9.4% -6.5% 6.9% 8.9% Institutions Out-of-State Institutions -6.6% 8.5% -2.2% 2.5% All Sectors -3.2% -2.5% 0.5% 0.6% 316

Table 4 provides the institutional level headcount and FTE data for those institutions that responded to the survey. Table 5 provides the institutional level remedial/developmental data for those institutions that offer such programs and responded to the survey. Finally, Table 6 contains the percent difference in preliminary fall enrollment headcounts and FTE for each institution that responded to the survey both years.
