The main objectives for 2018-2021 Increase in the number of innovative and sustainable procurements in Finland ( 5 % target of innovative procurement) Public procurement is recognised and actively used as a management tool Contracting entities openly disseminate information on their own experiences and learn from one another. 14.2.18 5

Main tasks of the centre KEINO seeks to increase contracting entities awareness of strategic procurement management and impact thinking. KEINO will assist contracting entities in management tool development and measurement. KEINO will set up powerful and efficient buyer groups for procurement in the fields of social welfare and health services, construction and energy use, mobility and logistics, and bio- and circular economy. KEINO will support the development of procurement competence through advisory services, events and network meetings. The aim is also to promote peer learning among procurement professionals. KEINO seeks to strengthen international networks and peer to peer learning for procurers 14.2.18 6

Public procurement Green Deals The Finnish Public Procurement Green deal is a voluntary agreement between the government and the procuring authority. The objective is to promote ambitious sustainability goals and achieve societal impact. Aims at achieving greater impact by committing a larger purchasing power ( minimum 3 PA:s) The procuring authorities commit to joint objectives and a functional procurement procedure, including monitoring and impact assessment during the contract period. Each PA conduct their own procurement The PA:s also commit to actively sharing their experience with others, for instance by acting as a mentor Preliminary areas of interest for Green Deals: zero emission transport, heavy duty vehicles, digitalisation in the building sector, circularity The KEINO centre responsible for piloting the Green Deal. 14.2.18 8
