Whid is currently leder of n ACM group bsed out of the Mus Ql District, Helmnd Province, Afghnistn. Initilly it ws believed detinee ws one of severl individuls involved in ACM opertions directed to deter US/Colition Specil Forces (USSF) conducting n opertion clled "Combined Specil Opertions Forces (CSOF) Egle" during Februry 2003 in Helmnd Province. One of the primry objectives of the USSF opertion ws to pprehend Whid, who ws believed locted t his compound. It cnnot be confirmed tht detinee ws ctully prt of this opertion. It is ssessed this detinee is LOW risk, s he is unlikely to pose thret to the US, its interests nd llies. 4. (S/NF) Detinee Bckground Summry: Unless otherwise noted, the following prgrphs re bsed solely on the detinee's sttements.. (S) Prior History: From I99l-94, detinee ws cow herder. From 1994-2003 he ws frmer nd lnder owner. Detinee frmed his portion of the fmily lnd. b. (S) Trining nd Activities: Detinee cnnot red. He only knows how to write his own nme. He hs not been on hjj. He does not know how to drive. Neither he nor nyone in his fmily hs ever trveled outside of Afghnistn. He hs herd ofjihd, but does not know wht it mens. He believes soldiers nd the government conduct jihd. c. (S) Cpture Informtion: On 10 Februry 2003, the dy detinee ws cptured, he ws wkened by US vehicle noise ner his villge, s well s spordic gunfire in the mountins nerby his villge. Unidentified insurgents mbushed US Forces s they pproched the villge of LeJy, AF. In response, US Forces swept the re. Lter tht morning, detinee nd his uncle, Kushky Yr, US9AF-000971 (ISN 971), were wlking to thebzr to obtin oil nd filter for trctor when five US forces vehicles pproched them. They stepped off the rod nd into shllow depression. They did this to let the vehicles pss. During previous encounters with US Forces, trnsltor hd told them to sty cler when US vehicles cme by. Detinee nd ISN 971 were wering green jckets similr to those wom by the men who hd ttcked US Forces nd ppered to be hiding in shllow ditch. The US vehicles pulled up to where they were sitting nd US Forces cptured them. Detinee nd his uncle were trnsported to Bgrm, AF, for detention. d. (S) Trnsferred to JTF GTMO: gmy 2003 e. (S) Assessment: It is ssessed the detinee poses LOW risk, s he is unlikely to pose thret to the US, its interests nd llies. b. (S//NF) Resons for Relese or Trnsfer to Another Gountry:. (S) It cnnot be confirmed detinee ws involved in insurgent opertions ginst Colition Forces conducting "CSOF Egle," during Februry 2003, in Helmnd Province. One of the primry objectives of the CSOF opertion ws to cpture identified Al- Qid/Tlibn personnel nd equipment. One of those trgets identified ws Abdul Ris Whid. His compound ws locted ner LeJy Villge, Bgrm Vlley, AF. o (S) Prior to their cpture, ISN 971 climed his trctor broke, nd he nd detinee were on their wy to the bzr to get prts for repir. At this point, ISN 971 climed unknown personnel pproched him, nd gve him n RPG nd told him he ws to tke prt in n mbush ginst the Americns. When he lerned the Americns were on the wy, he threw the RPG in well nd hid in the hole. (Anlyst note: It is unlikely ISN 971 would not know the people who provided the RPG to him nd detinee.) o (S) In relted ctivity, Bismull, US9AF-000960 (ISN 960), Whb Abdul, US9AF-000961 (ISN 961), Rhmtullh, US9AF-000964 (ISN 964), nd Nrirullh, US9AF-000967 (ISN 967),were stopped nd pprehended by police t checkpoint estblished north of town. This ws immeditely fter coordinted mbush ginst n Americn convoy tht ws prt of "CSOF Egle." (S) Detinee's denil of being prt of n mbush ginst US Forces or ever hving n RPG seems to be plusible. o (S) Detinee denied the report tht climed he hid wepon t the well nd lso climed he hd no wepons t the time of his rrest. o (S) Detinee stted he nd ISN 971 were five minutes from the well when they were cptured. 3

He sid they hd been told by US Forces in the pst to sty off the rods s US Forces pssed. o (S) Detinee denied the report tht he dmitted to US Forces upon cpture tht he ws involved in the ttcks. o (S) Both detinee nd ISN 971 hve mintined the sme story since cpture. o (S) No one serched the well where the RPG hd llegedly been thrown; therefore, no RPG ws recovered. c. (S//NF) Detinee's Conduct: Detinee hs pst history of pssive behvior. He hs only three cts recorded in his discipline history. 6. (S//NF) Detinee Intelligence Vlue Assessment:. Bckground nd Cpture Dt: Detinee ws cught hiding in hole or wht could be viewed s n improvised fighting position fter the US Specil Forces (USSF) sw reflection, from wht looked to be mirror, ws seen on ridgeline immeditely fter n mbush on USSF ner the town of Lejy, Afghnistn (AF). Both men were wering OD green jckets, sme s the other members of the mbushers. Dte of Cpture: 11 Februry 2003 Risk Level: Medium Risk Assessment: Detinee dmitted he ws prt of the mbush, however, ws scred; nd, s result, hid his wepon nd hid in ditch. Detinee does not hve the sme concept of time or concern for it s westerners; thus, introducing 13 inconsistencies in the detinee s view of ctul events. Until October 2000, detinee lived t Number 11 Midwood Close, Quickwood, London, Post Code MW26YL.
