ANNUAL ELECTION OF OFFICERS James Edwards indicated that everyone was eligible to be Chairman and Vice Chairman of the TAC. Chairman Edwards opened up nominations for Chairman. Sheila Martin made a motion to nominate James Edwards for another year. Lisa Fierce seconded. Chairman Edwards called on the motion: all members voted in favor. Ill. APPROVAL OF MINUTES- December 6.201 0 Chairman Edwards asked the TAC members if they had any questions, comments, or corrections on the November 8, 2010. Discussion followed. Thelma Williams indicated that in V. PASCO COUNTY PUBLIC TRANSPORTATION (PCPT) ACTIVITIES, line four, Medicare needs to read Medicaid. Staff noted change. Chairman Edwards requested a motion on the minutes with noted change. Lisa Fierce made a motion to approve with noted change. Deborah Bolduc seconded. Chairman Edwards called on the motion; all members voted in favor. Motion passed. IV. PASCO COUNTY PUBLIC TRANSPORTATION (PCPT) COMPREHENSIVE OPERATIONS ANALYSIS (COA) Ryan Suarez (Tindale-Oliver and Associates, Inc) provided a Powerpoint presentation to the TAC. He explained this analysis is to look at the existing resources and to identify potential changes that would maximize the use of these resources such as more streamlined routes, reduced layover time, enhanced transfer timing etc. He went over the proposed changes that have been identified and reviewed the enhancements that would result in increased bus service within the same level of resources. Discussion followed. Todd Vande Berg expressed concern about changing the route in Zephyrhills, indicating that he would like this discuss more with his MPO Board member. Chairman Edwards requested a motion on the COA. Lisa Fierce made a motion to approve the COA recommendations. Sheila Martin seconded. Chairman Edwards called on the motion: all members present voted in favor. Motion passed. V. PASCO COUNTY PUBLIC TRANSPORTATION (PCPT) ACTIVITIES Thelma Williams provided an update of PCPT activities She stated 1) that after the census comes out there would be a new percentage used for the funding allocation that was being provided through the Federal Transit Administration that could provide more funding for Pasco. 2) DOT is providing some funding as of current information in Fiscal Year 2011/12 for a Cross County connection, which would run from ZephyrhillsNVesley Chapel to West Pasco, 3) that PCPT would be putting surveillance cameras in all of the transit buses for safety and security concerns, and 4) construction on the west side bus rack, fuel station, and count room is underway and it would be opening up in a couple of months at that time there would be a ribbon cutting for the official opening. A wash rack will be built on the east side of the County at a future date. Discussion followed. VI. FDOT TENTATIVE WORK PROGRAM FISCAL YEAR 11/12-15/16 Questions/Comments for Additional Information Chairman Edwards indicated In December, the Florida Department of Transportation (FDOT), District Seven, and the Florida Turnpike Enterprise (FTE) developed the Tentative Work Program for State transportation projects for the upcoming five years (Fiscal Years 201 1-12 through 2015-16). He indicated that staff had set comments to FDOT staff on the Pasco County projects in the Tentative Work Program. The letter that had been sent to the state is included in the packet. Discussion followed. Deborah Bolduc indicated that on Page 73 the I-7510verpass should not include PD&E but should read IJR only. VII. UPDATE PROJECT STATUS "LIST OF PRIORITY PROJECTS" -ADOPTED 2010 Chairman Edwards provided the existing list of priority projects indicating that he would like every one to take a look at the current list and provide any additional priorities projects they would like added. Discussion followed. VIII. CONGESTION MANAGEMENT PROCESS (CMP) TASK FORCE ISSUES Manny Lajmiri went over the changes to the CMP sheet. He indicated that several projects are pending. CCC INTERLOCAL AGREEMENT CHANGES On July 8, 2010, municipalities located in Citrus County and the County itself, entered into an lnterlocal Agreement to form the Citrus County Transportation Planning Organization (TPO). As a result of this action, the new TPO is requesting a change in the existing CCC lnterlocal Agreement that established the West Central Florida Chairs Coordinating Committee. Citrus County is currently a voting member of the CCC only for the purposes of setting project priorities for the TRIP Program. This request would grant full membership status and voting privileges on all CCC actions and programs. Previously the CCC Board authorized staff to begin drafting changes to the existing CCC lnterlocal Agreement, for consideration at the March CCC meeting. We appreciate your input and would like to offer you the following response. Comment 1: The department is in agreement that we should focus our limited resources on implementable projects at critical segments or intersections. We are open to discussing with you and your staff in regard to project prioritization and implementation strategies. Comment 2: We have received the four Transportation Enhancement project applications (Rowan Road. Floramar Terrace, Alternate U.S. 19; and Trouhle Creek Road); however, we have not yet received the necessary Right-of-way documentations to complete our feasibility review. We ask that you provide these documentations as soon as practical. Comment 3: The 1-75 widening project from North of S.R.1C.R. 54 to North of S.R. 52 (FPN: 2587362) will add one travel lane in each direction to the 1-75 mainline. A new loop onramp from westbound S.R. 52 to southbound 1-75 is proposed at the northwest quadrant of the 1-75 and S.R. 52 interchange. The Right of Way phase for this project is fully funded in our tentative Work Program. The parcels to be donated to the county are not part of the right of way cost estimate in our tentative Work Program. The design for this project is anticipated to have Phase 11 (60% plans) submittal in mid 201 1.

Edwards, AlCP Page 2 February 9,201 1 Comment 4: For the 1-75 project from north of S.R. 52 to PascoIHernando county line (FPN: 41 10142), right of way is shown fully funded in FYs 12 and 13. We anticipate having 60% design plans and right of way maps completed later this year and at which time the right of way cost estimates for the project will be updated. Comment 5: -- ---.-.- The design phase for S.R. 52 from US 41 to C.R. 581 (FPN 2562432) is scheduled to start in April of 201 1. Comment 6: S.R. 52 from US 41 to C.R. 581 (FPN 2563341) - The "Advance ROW Acquisition" description in the tentative Work Program is an administrative error and will be corrected to read the design phase. Comment 7: S.R. 54 from E of C.R. 577 to C.R. 579 (FPN 4165612) - As requested by the County, our staff will initiate moving $650,000 of CIGP funds from advance right of way acquisition phase to design in FY 11/12. This shift will enable 100% completion of the design phase for this project. Our project team is working closely with the consultant on this project to determine the feasibility of constructing the operational improvement at the intersection of S.R. 54 and C.R. 579 as a stand-alone project. US 301 from SR. 39 to South of C.R. 54 (FPN 2564222) - The right of way phase is fully funded in FYs 2014 and 2015. The Project Development and Environment (PD&E) Study Reevaluation is ongoing and is anticipated to be completed later this year. Comment 9: US 301 from Geiger RoadINorth Avenue to Dade City Bypass (FPN 4080752) - The proposed improvement will widen US 301 from North Avenue to north of Kossik Road from four to six lanes and add new sidewalks on both sides. Median modification, signal replacement, and intersection improvements are proposed from north of Kassik Road to Dade City Bypass.
