PURPOSE This Directive: 1.1. Reissues Reference (a) to update and realign the policy and responsibilities for the MRTFB. 1.2. Reassigns responsibilities relating to the MRTFB from the Director of Operational Test and Evaluation (DOT&E) to the Under Secretary of Defense for Acquisition, Technology, and Logistics (USD(AT&L)) consistent with References (b) and (c). To the extent Reference (d) is inconsistent with the assignments made by this Directive, it is superseded by this Directive. 2. APPLICABILITY This Directive applies to the Office of the Secretary of Defense, the Military Departments, the Office of the Chairman of the Joint Chiefs of Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities within the Department of Defense (hereafter referred to collectively as the DoD Components ). 3. DEFINITIONS 3.1. MRTFB. The designated core set of DoD Test and Evaluation (T&E) infrastructure and associated workforce that must be preserved as a national asset to provide T&E capabilities to support the DoD acquisition system. 3.2. MRTFB Activity. Organizational command element of a DoD Component responsible for managing MRTFB capabilities and resources. MRTFB Activities are listed in Enclosure 2. 3.3. T&E Capability. An ability to conduct test and evaluation using T&E resources and processes to achieve T&E objectives. 3.4. T&E Infrastructure. The facilities, ranges, and all other physical assets used to support DoD T&E. 3.5. T&E Resource. A collective term that encompasses the workforce, infrastructure, and funding resulting in a T&E capability, by means of T&E processes. 4. POLICY It is DoD policy that: 4.1. As a national asset, the MRTFB shall be sized, operated, and maintained to provide T&E information to DoD Component T&E users in support of the DoD Research, Development, Test and Evaluation and acquisition process set out in DoD Directive 5000.01 (Reference (e)). 4.2. The MRTFB shall provide a broad base of T&E capabilities sufficient to support the full spectrum of DoD T&E requirements, but shall not be unnecessarily duplicated. 4.3. The MRTFB shall be managed and operated under uniform guidelines across the DoD Components in accordance with DoD Instruction 3200.18 (Reference (f)). 4.4. The MRTFB shall be financed through a combination of appropriated (institutional) funds and user charges in accordance with DoD 7000.14-R (Reference (g)). 4.5. The MRTFB may be used by other DoD users (including DoD training users), and by users outside the Department such as U.S. Government Agencies, State and local governments, allied foreign governments, and commercial entities. 4.6. Use of the MRTFB by non-dod users shall not increase the institutional costs to the Department of Defense to operate the MRTFB. 4.7. Scheduling of the MRTFB shall be based upon a priority system that gives equitable consideration to all DoD Components and accommodates DoD acquisition program priorities. Change 2, 10/15/2018 2

4.8. When a test requires the support of more than one MRTFB activity, a lead activity will serve as the principal point of contact with the user for planning, execution, and reimbursements, and will coordinate with other activities to obtain total support for the test. 5. RESPONSIBILITIES 5.1. The USD(AT&L) shall: 5.1.1. Provide policy, oversight, and guidance for all matters related to the MRTFB. 5.1.2. Ensure the Director, Test Resource Management Center (TRMC), implements this Directive. As the lead agent for the MRTFB, the Director, TRMC, shall: 5.1.2.1. Act as the principal advisor to the Secretary of Defense and USD(AT&L) on matters pertaining to strategic planning for and the assessment of the MRTFB. 5.1.2.2. Implement policy for the MRTFB, including composition, sizing, and usage. 5.1.2.3. Review and provide oversight of proposed DoD budgets and expenditures for the MRTFB. 5.1.2.4. Monitor and evaluate the MRTFB, through periodic reviews and data collection activities, to ensure its adequacy to meet requirements and to prevent unnecessary duplication of capabilities. 5.1.2.5. Approve changes to the T&E capabilities of the MRTFB, in coordination with the cognizant DoD Component, with the DOT&E, as necessary, and with the Under Secretary of Defense for Personnel and Readiness (USD(P&R)), when training may be affected. 5.1.2.6. Coordinate changes to the MRTFB T&E capabilities, and appropriate range and resource decisions that impact operational test and evaluation (OT&E) and live fire test and evaluation (LFT&E), with the DOT&E. 5.1.2.7. Coordinate MRTFB decisions affecting financial policy and matters containing a monetary value (financial and non-financial) with the Under Secretary of Defense (Comptroller). 5.1.2.8. Establish and participate in forums addressing issues affecting access to and usage of the MRTFB. 5.1.2.9. Coordinate MRTFB composition and appropriate range and resource decisions that impact training with USD(P&R). 5.2. The USD(P&R) shall coordinate changes to the T&E capabilities of the MRTFB with the Director, TRMC, when training is affected. Change 2, 10/15/2018 3

5.3. The DoD Chief Information Officer (DoD CIO) and the Secretaries of the Military Departments shall: 5.3.1. Manage and operate their designated MRTFB activities. 5.3.2. Structure the MRTFB to (1) maximize the use of existing T&E capabilities, (2) complement existing T&E capabilities with new T&E capabilities, and (3) avoid unnecessary duplication. 5.3.3. Plan, program, and budget for institutional costs of operation, maintenance, and sustainability of the MRTFB; and for capability improvements, modernization, and recapitalization in accordance with Reference (g). 5.3.4. Implement a reimbursement system to define and collect user charges in accordance with Reference (g). 5.3.5. Coordinate investment strategies that provide new or modified T&E capabilities, and plans to close or reduce T&E capabilities or capacity of the MRTFB with other cognizant DoD Components. 5.3.6. Submit requests for approval to the Director, TRMC, before making significant changes to the T&E capabilities of the MRTFB in accordance with Reference (f). 5.4. The DOT&E shall: 5.4.1. Identify OT&E and LFT&E needs for inclusion in strategic planning for the MRTFB. 5.4.2. Identify MRTFB data call requirements to support DOT&E s assessment of resources and capabilities available for OT&E and LFT&E. 6. INFORMATION REQUIREMENTS The reporting of MRTFB resource needs and recommendations for changes to the T&E capability of the MRTFB referred to throughout this issuance, does not require licensing with a report control symbol in accordance with Paragraph 10 of Volume 1 of DoD Manual 8910.01 (Reference (h)). 7. SUMMARY OF CHANGE 2. This change reassigns the office of primary responsibility for this directive to the Under Secretary of Defense for Research and Engineering in accordance with the July 13, 2018 Deputy Secretary of Defense Memorandum (Reference (i)).
