All relevant plannng documents are ready to be submtted for endorsement by the Natonal Defense Commttee and consst of a poston paper, a central plan of actons to be ntated by the poltcal organs of state authorty and admnstraton and, as attachments to ths central plan, sets of plannng-mplementaton documents wth an nsttutonal focus coverng all basc areas of government actvty. The poston paper spells out n broad terms the condtons, objectves, and procedures nvolved n the declaraton of martfal law, defnes the man features of the structural changes that wll take place durng ths perod n the exercse of poltcal authorty and n the conduct of the government, and formulates a set of general prncples to gude the natonal government n dschargng ts functons durng the perod leadng up to and followng the declaraton of martal law.
