Equestrian Federation of Australia (WA) Dressage WA Development Fund WHAT IS THE DRESSAGEWA DEVELOPMENT FUND? During 2002 DressageWA undertook a survey of its members to find out what action needed to develop the sport of dressage in Western Australia. Four priorities were identified by members along with many strategies for growing our sport. In order to fund these key result areas, a levy has been introduced in 2003.The levy is placed on all dressage competitors and, once collected, will be held in an account to be used to finance the development of the sport.the revenue raised through the levy now constitutes the DressageWA Development Fund and affiliated clubs are invited to apply for a proportion of this money to improve their facilities, access to coaches and judges, increase rider numbers and competence etc. DESIRED OUTCOMES An improvement for EFA members in affiliated clubs facilities and involvement in the sport, which in turn will improve the sport for all participating Western Australians. Applications must demonstrate how they meet the objectives of one or more focus areas described in the Development Plan. In short, these areas are: SYSTEMS; Improve the quality of administration of dressage to achieve improved sponsorship, media attention and outcomes from all aspects of our sport. TRAINING & COACHING; Increase the representation of dressage riders, judges, coaches, and officials at all levels of achievement across our sport. COMPETITION; Increase the scope and quality of competitions across target groups (junior, open, associate and young riders). COUNTRY DEVELOPMENT; Increase the opportunities for development through participation at all levels. Where possible, applicants will be expected to contribute resources towards their project, either financial or in kind. Projects should have the potential for follow up or flow on benefits, that is, more than a one off effect. Projects should form part of a longer term plan held by the club(s)
Dressage WA Development Fund Equestrian Federation of Australia (WA) PROJECTS / APPLICATIONS CONSIDERED INAPPROPRIATE FOR FUNDING Those that do not meet the purpose of the four focus areas of the DressageWA Development Plan 2003-2005. Those that do not allow adequate lead time for the application to be processed, (approximately 2 months). Retrospective payments for projects that have already begun. Costs associated with running an existing business/organisation or enterprise. Projects involving capital works on grounds where secure long term tenure in unavailable. The DDF will not accept applications from clubs to fund their cost of insurance. Applications for projects which fall outside the scope of the four focus areas detailed in the DressageWA Development Plan 2003-2005 will not be eligible. Applications for 100% of the project or activity will not be accepted.the club must demonstrate how other funds will be sources and to what amount. Applications will not be accepted if they are deemed by DressageWA to be unlawful, inequitable or discriminatory. DressageWA may seek legal opinion if required. Applications for insurance will not be accepted. HOW TO APPLY To apply for funding, please fill in the attached application form and return it to DressageWA, 303 Cathedral Avenue, Brigadoon WA 6069. A copy of Club s (Strategic or Business or Development) Plan must accompany all DDF grant applications. Clubs must also have reasonable tenure on their grounds especially if the grant is relevant to developing the grounds. Proof of tenure must accompany all grant applications (eg letter from the relevant Local Government Authority). A list of club members, office bearers and people who will be accountable for the success of the project must accompany the grant application. Two months may be required to process applications, so allow adequate lead time for your project. CONDITIONS APPLYING TO SUCCESSFUL GRANT APPLICATIONS Funds shall be used only for the purpose outlined in the agreement based on information supplied in the application. Failure to do so may result in a requirement to repay the funds. All funds must be formally acquitted within 14 months of receipt of funding. Acquittal forms will be provided. The provision of funds does not imply that funding will be provided in successive years. Recipients shall provide an adequate audit trail. An acknowledgment of funding assistance by the DressageWA Development Fund must be included in any advertising and on any material relating to the project for which the funds were allocated. An evaluation of the project will need to be undertaken and submitted to the EFA (WA) together with the acquittal report. Forms for this activity will be provided. DressageWA may also conduct its own evaluation of the success of the project. Payment of the approved grant(s) may be made in installments. Successful applicants will be required to enter into a contract with DressageWA prior to funds being issued. Dressage WA Development Fund Equestrian Federation of Australia (WA) DDF GRANTS COMMITTEE In its first year of operations (mid 2003 mid 2004) the membership of the Grants Committee has been selected to represent club and regional interests. This Committee is a potentially powerful team and we are mindful that the selection process will need to be considered carefully for next year. This year the Dressage Development Fund Grants Committee will include; Chair of Dressage WA One member of DressageWA 2 Club reps 2 Regional reps. Care will be taken to ensure that metropolitan and target groups (young riders, elite riders, associate riders etc) interests are also considered. HOW MUCH WILL WE INVEST BACK INTO DRESSAGE? It s hard to know exact figures at this stage.we estimate that about $20,000 per year will be available to return to clubs in grants. We will only be offering grants collected during the first 6 months of this year so we estimate that about $5,000 may be available.
