Co-organized with the cooperation of the Government of Senegal and the United Nations Industrial Development Organization (UNIDO) Background In February 2014, the Government of Senegal launched its National Development Strategy, Plan Senegal Emergent (PSE), with the main objective of transforming Senegal into an emerging country by 2035 with an inclusive society based on a state of law. The PSE is therefore the main reference document for Senegal s strategic direction in policy and industrial development. Around the same time, in December 2013, at the 15th General Conference of United Nations Industrial Development Organization (UNIDO) in Lima, Peru, Member States agreed to establish the Organization s development priorities by their recognition and approval of inclusive and sustainable industrial development (ISID) as the new mandate of UNIDO. In this context, UNIDO aims to integrate, in a balanced manner, the three dimensions of sustainable development - economic, social and environmental - into its technical assistance in cooperation with all relevant stakeholders, with focus on green and sustainable industrialization in order to promote sustainable economic growth through structural changes in the economies of its Member States. The year 2016 marks the entry into force of Sustainable Development Goals (SDGs) (A / RES / 70/1), adopted by the United Nations General Assembly in September 2015, including the UNIDO mandate of SDG No. 9 ( Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation ), which is at the core of the ISID mandate entrusted to UNIDO by the Lima Declaration in December 2013. The objectives of ISID were strengthened in July 2016 when, underlining the need for sustainable industrialization of Africa, the United Nations General Assembly proclaimed the period 2016-2025 the Third Industrial Development Decade for Africa (A / RES / 70 / 293). The General Assembly called upon UNIDO to develop, operationalize and lead the implementation of the programme for the Third Industrial Development Decade for Africa (IDDA III) in accordance with the 2030 Agenda, the Plan of Action for the Accelerated Industrial Development of Africa, the Agenda 2063 of the African Union and its 10 year implementation plan. The ISID Partnership approach is implemented through the Programme for Country Partnerships (PCPs) through collective action with local and international development partners, including the private sector. In this context, PCP for Senegal (PCP-SEN) hasmade signifiant progress in the implementation of large-scale industrial projects, notably, the establishment of integrated industrial parks and competitive and integrated agro-poles by fostering partnerships with national, regional and international investors and strengthening funds mobilization. A Plan of Action for the dissemination of PCPs in the African region: Sharing the PCP experience at the regional level In view of the importance of regional integration for Africa in the area of industrial development, the concrete advancements in PCP pilot countries, Ethiopia and Senegal, will help sensitize the countries of the region on the enduring relevance of ISID principles. It will also result in recognition of the PCP model as an integrated approach for fostering partnerships and the provision of a monitoring and evaluation framework based on results-based outcomes for industrial development. The advancements made to date in the third PCP pilot country, Peru, will also be presented at the Forum. 3

The increased importance of regional integration in Africa in the area of industrial development is clearly demonstrated by the communal industrial strategies implemented by the regional economic communities (RECs). The RECs have traditionally played a key role in industrial investment promotion and strengthening of public-private partnerships. The political commitment of RECs will be critical to support the implementation of the ISID-PCP model in African countries. The main objective of the Forum is to bring together all partners concerned with international industrial development at both regional and local levels, around a common global platform to facilitate the sharing of experiences and the concrete results of PCPs at the regional level in order to develop a Plan of Action for the replication and dissemination of the PCP model in Africa. This Plan of Action will be prepared with the assistance of UNIDO in close cooperation and collaboration with RECs and relevant international development partners. It will present the concept of the ISID Programme for Regional Partnerships (PRP) as a dissemination framework for the practical implementation of ISID in the African region, using the PCP model as the vehicle. In the context of developing the Plan of Action the following main issues may be considered for discussion at the Forum: Consensus on the provision of justification for the necessity of a Plan of Action as a guide for the dissemination of the PCP model in Africa based on the ISID principles; Development of guidelines to upscale the PCP model as a way to promote SDG no. 9 and ISID in Africa in the context of IDDA III; A methodology and timelines for piloting the Plan of Action first in the West African sub-region (Economic Community of West African States - ECOWAS) and its gradual dissemination in the entire African region. Industrial Investment Promotion Events The Fifth Forum will devote the entire second day on industrial investment promotion meetings - both Business to Governments (B2G) and Business to Business (B2B) - to facilitate exchange of experiences and financing of large-scale industrial projects. B2G event The B2G event will exhibit the products of national institutions and organizations such as the Senegalese Chamber of Commerce, APIX (Senegal s Investment Promotion and Major Projects Agency), BOS (Operational and Monitoring Office of the PSE), APROSI (Senegal s Agency for the Promotion of Industrial Sites), Confederation of Senegalese Employers, integrated industrial parks authorities and other national institutions concerned with industrialization and relevant ministries; This event aims to promote a wide array of investment support services, programmes and projects, incentives and frameworks provided by the different entities at the national level, and promote constructive dialogue between the respective representatives and potential investors. 4

B2B event The main purpose of the B2B meetings is to provide linkages and matches between potential investors and domestic and regional companies to explore areas of interest for industrial investment promotion; The Forum database will act as a business directory featuring basic information on domestic and regional companies and their project investment profiles; This event will also enable interested International investors to enter into direct and constructive dialogue with national and regional companies and identify potential areas of industrial investment promotion. A Common Global Platform for industrial investment promotion In summary, these meetings will bring together stakeholders from international and local industrial development around a common global platform for: Discussion and exchange of views on issues related to ISID best practices based on industrial development experiences in the region; Building sustainable business linkages between the private sector, development partners and Governments; Deepening UNIDO s technical assistance by exploring investment opportunities, particularly with the private sector and financial institutions, in projects /bankable programmes supported by Governments. Exhibition of industrial products An exhibition of industrial products will also be organized on both days of the Forum in a manner conductive to fostering of linkages between the national and regional companies with African Governments as well as international industrial development partners. Tour of the integrated industrial park of Diamniadio The integrated industrial park of Diamniadio is a flagship industrial project of the Government of Senegal and a key recipient of UNIDO s technical contribution under PCP-SEN. A tour of Diamniadio will be organized to demonstrate the concrete results achieved and significant progress made. The main issues for PCP-Senegal In particular, it is envisaged that the Forum will highlight the main issues for Senegal, which are: To enhance regional and international visibility of the industrial components of the PSE through the mobilizing of national, regional and international partners in order to support its implementation; To highlight the role of Senegal as the sub-regional engine for industrial development by presenting the country as a regional hub for ISID through the implementation of the PCP-SEN; 5

To mobilize public and private, national and international investment around the flagship industrial projects of the PSE - integrated and competitive agro-poles and integrated industrial parks/zones; To present and promote concrete investment opportunities in the agro-poles and industrial parks. Main Objectives of the Forum Present the concrete results of the implementation of the ISID principles through the implementation of PCP models in Ethiopia and Senegal; Mobilize the stakeholders by strengthening the interests of partners and international investors, notably RECs, international and regional financial institutions, bilateral and multilateral partners to participate and contribute to the dissemination of the ISID-PCP model in Africa; Present a Plan of Action for the practical implementation of a dissemination framework for ISID for the African region, using the PCP model and present the concept of the ISID Programme for Regional Partnership (PRP); Introduce and promote concrete investment opportunities in key projects and sectors of the PCP- SEN, namely the Integrated Industrial Parks and integrated Agropoles; Present the products and services of national and regional industrial companies through an exhibition and bring together the African governments and the national private sector with donors and the international private sector (meetings B2B and B2G). Expected Outcomes The results of PCP-ETH and PCP-SEN are shared in the African region; The Plan of Action for the practical implementation of the ISID-PCP model in the African region and the ISID Programme for Regional Partnership (PRP) as the dissemination framework for its implementation, are endorsed; Public and private investment is mobilized around the industrial parks and agro-poles; Bankable regional industrial investment projects are identified, with the PCP approach as a model for industrial investment promotion. Dates and Venue The Fifth Inclusive and Sustainable Industrial Development (ISID) Forum and Industrial Investment Promotion meetings will take place from 14 to 15 November 2016 at the hotel King Fahd in Dakar, Senegal. Language requirements The working languages of the event will be English and French. All documentation and background material will be available in English and French. Simultaneous translation will be available during the Forum. 6

Participation The President of Senegal and Ministers; The Prime Minister of Ethiopia and State Minister of Industry; Ministers of Industry of the Member States of ECOWAS; Sub-regional African institutions (UEMOA, ECOWAS, African Union); Organizations of the Senegalese private sector, representatives of the Chamber of Commerce; Private Sector enterprises of Senegal; Regional private sector organizations (e.g. FOPAO, Regional Chamber of Commerce etc.); Bilateral and Multilateral Technical and Financial Partners; International business companies; International Financial Institutions. Administrative and Financial arrangements Panellists/speakers UNIDO will cover the travel costs for some invited speakers/panelists according to UNIDO Rules and Regulations. Flight bookings will be made and provided by UNIDO via email. Any extra costs of tickets due to the extension of the participant s stay in Dakar, and/or deviation from the authorized route, will be borne by the panelist/speaker. A daily subsistence allowance at the applicable UN rate for the number of nights spent in Dakar up to a maximum of four days. The daily subsistence will be paid to the panelists the last day of the Forum. No additional claims can be considered. Other participants Travel costs to and/or from Dakar for other participants will not be borne by UNIDO. UNIDO will not assume responsibility for any other costs, including, but not limited to, the following expenditures, which may be incurred by participants: a) Compensation for income or any other related allocation during the conference; b) Any costs related to private local travel, insurance, medical bills, and hospitalization fees during the conference; c) Compensation in the event of death, disability or illness; d) Loss of or damage to personal property; e) Purchase of personal belongings and compensation for damage caused to them by climatic and other conditions f) Other unforeseen expenditures Accommodation Participants should make their own reservations as soon as possible, as hotel rooms will be limited at that time of the conference. Visas Participants should enquire if they require visas for entry into Senegal. Countries in which there are Senegalese Embassies or Consulates, the processing of visa can be facilitated. For other countries, special arrangements will be made for participants to obtain visas by the Government of Senegal. Visas could be issued upon arrival. Prior to leaving their home country, participants are requested to make their own arrangements for any entry visas or travel permits that may be required for the entire travel (including for transit countries) to Dakar.
