Roads and Bridges Region V Maharlika Highway between Labo and Daet is one lane passable; ongoing clearing and removal of fallen trees caused by strong winds Inalmasinan Road Section is impassable due to flooding 2. Power, Telecoms Region IV-A Power outage in General Nakar, Alabat Island, Real and Infanta, Quezon Region V Power outage in Camarines Norte except in Daet as a result of preemptive measures undertaken by the National Electrification Authority (NEA) due to some damages along backbone lines. Assessment on the extent of damage is ongoing. Camarines Norte Electric Cooperative (CANORECO) substations were also shut down resulting to power outage in municipalities of Camarines Norte Province. Antenna/Communication facilities of Camarines Norte Provincial Police (CNPPO) bogged down due to strong wind SMART and GLOBE at Panganiban, Camarines Norte and SMART at Sta. Elena no signal IV. ACTIONS TAKEN A. NATIONAL A coordinating meeting on Typhoon preparedness was held at the NDMC Building, Camp Aguinaldo, Quezon City on 28 October 9:00 AM to discuss response preparedness measures of NDCC member agencies and the Regional Disaster Coordinating Councils/LDCCs for Typhoon Santi. 4

Another coordinating meeting among NDCC response agencies and representatives from NCR LDCCs, AFP, PNP, BFP, PCG UN-OCHA, and WFP was held on 30 October at the NDCC EOC. Highlights of the meeting are as follows: Response agencies agreed on designated areas of responsibility to augment the response capabilities of the LGUs as shown in the map During SAR/evacuation operations, pregnant women, children, disabled and children should be prioritized; children should not be separated from their parents/guardian Response agencies/ units and LDCCs to share information and have feedback mechanism Information should be forwarded to the NDCC EOC, being the nerve center for response coordination OCD NCR to assist the NCR LGUs in assessing impacts in the aftermath. DSWD Organized and conducted a relief caravan (SAMA-SAMANG PAGTULONG) to preposition relief supplies for 10 provinces in Regions IV-A and V areas which may be affected by TY Santi. Relief goods in the caravan were contributed by line departments, other national government agencies, private and international organizations. The said relief caravan was sent off by Her Excellency President Gloria Macapagal Arroyo on October 29, 2009 at 6:00 AM. The caravan was able to transport Php3.8 Million worth of assorted relief supplies i.e. family food packs, mineral water, blankets, noodles, medicines, blankets, etc. for prepositioning in DSWD-FOs: NCR- PhP 923, 000; IV-A-PhP2,350,102; V-PHP538,083. DSWD prepositioned PhP 82.15 M standby funds and PhP 117.75 M worth of relief supplies in the total amount of PhP 199.90 M in all concerned DSWD-FOs in NCR, I, II, III, IV-A, IV-B, V, VIII and CO/NROC DOTC cancelled all RORO passenger bus trips from Manila bus terminals since 06AM of 30 October 2009 B. REGIONAL PREPAREDNESS Disaster Operations Centers (DOCs) of NCR, RDCCs I, II, III, IV-A, IV-B and V have been activated. All RDCC member agencies, local disaster responders were alerted to take necessary precautionary measures on the possible effects of TY Santi 5

On 30 October, President Gloria Macapagal Arroyo visited evacuation centers in the municipality of Pateros and Pasig City to ensure that pre-emptive measures for TY Santi of local DCCs are in placed NCR CDCC Pasig conducted pre-emptive evacuation of 54 families / 275 persons at Santolan Elem Sch and 50 families / 258 persons at Damayan Covered Court, Pinagbuhatan, Pasig DPWH-NCR District Engineering Offices are monitoring the removal/rolldown of billboards in accordance with the Additional Guidelines of the National Building Code of the Philippines Response teams deployment: Response Team/Asset Area of Deployment 2 platoons of PA DRTU Pateros 16 personnel of PAF DRTU Malacañang 1 platoon of 750 th CG Established Tactical Command Post in Pasig City 1 official with 1 personnel Established ACP at the NDCC for close coordination and quick response for DRRO 2 M35 trucks with 12 rubber rafts On stand-by at the HNCRCOM/for deployment 4 officers, 37 personnel of JCMOTF Marikina City with 1 commo van, 3 rubber boats 7 officials and 55 personnel of PN HNCRCOM for deployment DRTU with 2 rubber boats, 1 ambulance with medical team Region I Conducted emergency RDCC meeting re prepositioning and tracking of response assets to areas that are expected to be hit by TY Santi on October 30, 2009 at OCD Conference Room, Camp Florendo, Parian, San Fernando City, La Union. Said conference was attended by various local TV, radio and print media Four (4) rubber boats from PNP Police Community Relations Group with 96 SAR personnel are prepositioned at PRO3 Hqs /on standby for the conduct of rescue and evacuation Contingents from the PNP, PA, WASAR Team and heavy equipment are on stand-by at the PDCC Bataan Response teams of PDCC Bulacan are on stand-by Dingalan MDCC conducted pre-emptive evacuation of 658 families which are now housed at different schools in the said municipalilty Region IV-A 7

PDCC/CDCCs/MDCCs and line member-agencies activated their Disaster Operations Center; all available assets are prepositioned in the provinces of CALABARZON RDCC IV-A TWG convened this afternoon, 30 October and discussed preparedness plans of different line-member agencies Chairman, RDDC IV-A directed all Police Provincial Directors to monitor peace and order; and identify evacuation centers to be used for pre-emptive evacuation In Polillio Group of Island and REINA area-quezon Province, 100 families conducted pre-emptive evacuation PPA Batangas Port stopped the issuance of passenger tickets since 5:00 AM this morning, 30 October and now taking care of the stranded passengers MDCC Chairman of Tanay, Rizal enforced evacuation to high-risk barangays PDCC Batangas established Advanced Command Post in Balayan, Batangas to monitor the coastal towns along Taal Lake LDCC Chairmen were advised to take pre-emptive evacuation of their constituents whenever necessary NFA IV-A prepositioned sufficient rice supply in strategic areas an dactivated its Operations Center BFP IV-A activated its Disaster Operations Center and placed rescue teams on standby status; prepositioned EMS teams in Sta. Cruz, Laguna; prepositioned rubber boats in Calauag, Quezon, Binangonan, Cainta, Rizal and Calamba, Laguna PCG STL activated rescue teams in every Coast Guard Station 202 nd Bde, PA prepositioned 3 rescue teams in Polilio Island in Quezon, Laguna and Rizal, navy boats/rubber boats with 7 personnel for Quezon, Laguna and Batangas; to deploy navy troops in Laguna DENR-MGB is monitoring areas prone to flooding and landslides; conducts public information campaign regarding hazards in the communities A total of 100,038 persons pre-emptively evacuated in 37 municipalities and cities of Rizal, Quezon, Laguna, Cavite and Batangas Provinces and presently housed in 239 evacuation centers as of this report: Prov/Mun No. of Evac No. of Persons Centers Rizal (6 municipalities) 86 80,810 Quezon (17 municipalities) 73 7,980 Laguna (11 municipalities/cities) 69 10,625 Batangas (2 municipalities) 2 113 Cavite (1 city) 9 510 Region IV-B Alerted RDCC Members, PDCCs MIMAROPA and Civil Defense Deputized Coordinators and continuously monitored status of Nautical Highway and roll-on-rollout port operation Region V Several meetings were organized by RDCC V on the preparations/inventory of resources/assets for TY Santi All DRRUs and disaster response teams stationed throughout the Bicol Region were activated for possible deployment as early as 27 October. RDCC ferried relief goods as stockpile to Calaguas Island, Camarines Norte on October 28, 2009 via PAF Chopper Pre-emptive evacuations were conducted in the following areas: In Albay, a total of 1,987 families / 10,332 persons in barangays: Tagaytay, Camalig (385); Burabod, Libon (147); Kinale (344); Alomon (185) and Balangibang (268) in Polangui, Albay; Tinapian (89), Malobago (105), Manumbalay (85), Nagotgot-Sitio Inang Maharang (48) in Manito 8

In Camarines Norte, 165 (adults and children) from Barangay 7, Mercedes evacuated at Mercedes Central School In Catanduanes, 30 families from Barangay Sipi, Bato evacuated at Elementary School; and 30 families from San Miguel Poblacion evacuated at the Municipal Building while others stayed with their relatives; Coastal barangays: 20 families from Barangay Baybay, Caramoran evacuated at the Municipal Hall; 10 families from Barangay District 3 evacuated at Gigmoto Rural Development HS In Camarines Sur, residents in coastal barangays of Garchitorena, Caramoan, Presentation and Sangay and in all barangays along San Miguel Bay; 46 families from Barangay Caaluan, Tinambac evacuated at Tinambac Cultural and Civic Center Prepositioning of assets: Response Agency/Unit Assets Deployed/On stand-by DSWD 200 sacks of rice each for the provinces of Camarines Norte and Catanduanes NFSL-PN 2 DRRTs composed of 5 officers and 20 EP at the flood prone areas in Bicol; 1 team at Iriga City, Cam Sur, another team at Mercedes, Cam Norte.
