Power, Telecoms Region IV-A Power outage in General Nakar, Alabat Island, Real and Infanta, Quezon Region V Power outage in Camarines Norte except in Daet as a result of preemptive measures undertaken by the National Electrification Authority (NEA) due to some damages along backbone lines. Assessment on the extent of damage is ongoing. Camarines Norte Electric Cooperative (CANORECO) substations were also shut down resulting to power outage in municipalities of Camarines Norte Province. ACTIONS TAKEN A. NATIONAL A coordinating meeting on Typhoon preparedness was held at the NDMC Building, Camp Aguinaldo, Quezon City on 28 October 9:00 AM to discuss response preparedness measures of NDCC member agencies and the Regional Disaster Coordinating Councils/LDCCs for Typhoon Santi. 4
Another coordinating meeting among NDCC response agencies and representatives from NCR LDCCs, AFP, PNP, BFP, PCG UN-OCHA, and WFP was held on 30 October at the NDCC EOC. Highlights of the meeting are as follows: Response agencies agreed on designated areas of responsibility to augment the response capabilities of the LGUs as shown in the map During SAR/evacuation operations, pregnant women, children, disabled and children should be prioritized; children should not be separated from their parents/guardian Response agencies/ units and LDCCs to share information and have feedback mechanism Information should be forwarded to the NDCC EOC, being the nerve center for response coordination OCD NCR to assist the NCR LGUs in assessing impacts in the aftermath. DSWD Organized and conducted a relief caravan (SAMA-SAMANG PAGTULONG) to preposition relief supplies for 10 provinces in Regions IV-A and V areas which may be affected by TY Santi. Relief goods in the caravan were contributed by line departments, other national government agencies, private and international organizations. The said relief caravan was sent off by Her Excellency President Gloria Macapagal Arroyo on October 29, 2009 at 6:00 AM. The caravan was able to transport Php3.8 Million worth of assorted relief supplies i.e. family food packs, mineral water, blankets, noodles, medicines, blankets, etc. for prepositioning in DSWD-FOs: NCR- PhP 923, 000; IV-A-PhP2,350,102; V-PHP538,083. DSWD prepositioned PhP 82.15 M standby funds and PhP 117.75 M worth of relief supplies in the total amount of PhP 199.90 M in all concerned DSWD-FOs in NCR, I, II, III, IV-A, IV-B, V, VIII and CO/NROC DOTC cancelled all RORO passenger bus trips from Manila bus terminals since 06AM of 30 October 2009 B. REGIONAL PREPAREDNESS Disaster Operations Centers (DOCs) of NCR, RDCCs I, II, III, IV-A, IV-B and V have been activated.
