Philippines Emergency Response IOM BI-MONTHLY UPDATE 25 APRIL 12 MAY 2014 IOM ACTIVITIES IN BOHOL IOM continues to provide Shelter and Protection assistance to families who have been affected by the 7.2-magnitude earthquake that struck Bohol province on 15 October 2013. More than 100 days after the earthquake struck, response efforts have mostly shifted to early recovery and livelihoods. Since the beginning of the emergency, IOM in Bohol has been conducting a series of trainings aimed at enhancing skills and knowledge in various areas under CCCM (e.g., camp set-up, management and monitoring). A total of 28 CCCM with Gender Sensitivity Training sessions have to-date been conducted by IOM, covering 26 municipalities with 1,455 participants (766 males, 679 females). The Provincial Social Welfare Officer, Municipal and Barangay Disaster Risk Reduction Officer and community leaders were among others who received the training. These 26 municipalities are now conducting the same CCCM training at barangay levels. By the end of the activity, a total of 44 sessions are expected to be conducted. A Cash-for-Work (CfW) Summit was coordinated and conducted by IOM on 11 May (see picture above). The aim of the summit was to bring together relevant participants to better understand the role and activities of the humanitarian agencies. The summit was attended by 500 CfW beneficiaries working for different agencies such as IOM and other partners, such as: Habitat for Humanity, ACF and UNDP. Partners from the Livelihood cluster and the Governor of the Province of Bohol were also present during the summit. Through the generous contribution of its donors, IOM is working to construct 515 single detached transitional shelters. To date, IOM in Bohol has constructed 91 of these shelters (see picture above) and 33 more are under construction. In addition, 282 full recovery shelters have been completed with an additional 85 units that are currently under construction. In an effort to contribute to disaster preparedness, shelter DRR trainings have been conducted for the beneficiaries of IOM s recovery shelter kits and shelter repair kits. To-date, a total of 4,128 individuals have attended these training sessions, including 363 CfW recipients.

Boholana Women Empowerment After the Disaster: Tindog Kababaihan (Women, Rise), a psychosocial activity including reproductive health, violence against women and women rights advocacy campaign and a livelihood seminar was conducted by IOM on 9 May. Around 200 women from different evacuation centers from seven municipalities participated in this activity. Resource personnel from the Philippine National Police Women s Desk, the City Health Office, and Ever Bilena Cosmetics came to support the workshop. IOM ACTIVITIES IN COTOBATO The armed conflict between the Philippine armed forces and the Bangsamoro Islamic Freedom Fighters (BIFF) on 26 January 2014 caused the displacement of more than 40,000 individuals in the provinces of Maguindanao and North Cotabato. IOM continues to provide support to those displaced through efforts under Shelter and Communication with Communities (CwC) clusters. A coordination meeting with the Autonomous Region in Muslim Mindanao (ARMM) took place on 2 May to discuss planned interventions coordinated by the Humanitarian Emergency Action Response Team (ARMM-HEART). One of the points discussed during the meeting is the current situation of families displaced due to the conflict. To date, all IDPs from affected areas including 5 municipalities and 15 barangays have successfully returned to their communities of origin. At the moment, there are five municipalities and 14 barangays affected, however, all IDPs from the different affected areas returned to their communities of origin. A joint assessment will be conducted by IOM and ARMM from 12-25 May in order to identify existing needs for the IDPs that returned back to their homes. Already serving as host community for displaced families from neighbouring villages, Barangay Salunayan in Midsayap, North Cotabato is an ideal site for IOM s alternative transition shelter assistance. This week, technical assessment and community social preparation activities, which included coordination with the Municipal Disaster Risk Reduction and Management Officer and Municipal Social Welfare and Development Officer of Midsayap, were conducted. A separate meeting with the barangay leaders of Salunayan was also conducted. The construction of five units for transition shelters in Barangay Salunayan started in May. The on-going peace process between the Government of the Philippines and the Moro Islamic Liberation Front (MILF) is a key element of IOM s programmatic strategy and response Given recent developments, such as the submission of the draft of the proposed Bangsamoro Basic Law to the House of Representatives. In line with its commitment to support the peace process, IOM has conducted activities such as the establishment of a forum on Bangsamoro Basic Law, the conduct of a workshop on building autonomous and stable institutions and communities in the Bangsamoro, and the facilitation of a meeting with the Regional Human Rights Commissioner.

As part of its continued support to the peace process, IOM in Cotabato met with the Head of the Bangsamoro Transition Commission (BTC) Communications Group, Abdullah Kusain to receive an update on the BTC Communication Plan and to discuss ways by which IOM can lend its support to the BTC. Mr. Kusain reported that the BTC Communication Plan has been submitted for deliberation and is pending approval from the BTC Plenary. Possible areas of cooperation between IOM and the BTC have been identified as follows: conduct of a media forum on the Comprehensive Agreement on the Bangsamoro (CAB) and the Framework Agreement on the Bangsamoro (FAB) in major cities in the country, and assistance in the production of BTC s communication materials. IOM ACTIVITIES IN HAIYAN-AFFECTED AREAS On 8 November 2013, super-typhoon Typhoon Haiyan swept from east to west of the islands of the Visayas, making landfall six times and causing massive death and destruction in the towns and surrounding areas of Guiuan, Tacloban, Ormoc and Roxas. Over 6,000 people lost their lives and more than 4 million were left displaced. In coordination with the government and through the generous support of its partners, IOM continues to assist those affected by the typhoon in the areas of CCCM, Shelter, Health, Protection and Communication with Communities (CwC). During the reporting period, IOM in Guiuan, together with the DSWD, conducted a joint assessment on the damage of the designated evacuation centers in typhoon-affected areas in Eastern Samar. According to results of the assessment, only 8 per cent (53 of 634) of the evacuation centers in the 10 most-affected municipalities in Samar Island can be used in case a new typhoon strikes. Other IOM offices in Haiyan-affected locations will be conducting the same assessment. In Roxas, for example, IOM is already coordinating with DSWD in order to identify potential municipalities for the assessment. In Tacloban, CCCM trainings were conducted on 23-25 April with the aim of capacitating participants in camp management and camp coordination. The training was attended by 50 participants composed of IDP leaders, IDP committee representatives, Barangay Chairmen, Barangay Peace and Order and Barangay Secretary. To date, 15 CCCM trainings have been conducted in Tacloban for a total of 683 participants.

A DFID monitoring visit took place on 6 May in Roxas and on 9 May in Guiuan. The DFID team visited municipalities and barangays, where they met with IOM beneficiaries of emergency and recovery shelter kits and observed IOM shelter distributions and shelter DRR trainings. The implementation of the Debris-to-Shelter Programme in Guiuan continues. To date, IOM has milled a total of 50,514 pieces (300,677 bd. ft.) of assorted coco lumber which have been produced out of 39 barangays (16 in Guiuan, 16 in Mercedes and 7 in Salcedo) as part of IOM s recovery shelter kits. From 4-7 May, the IOM Health team in Roxas hosted a visit from AmeriCares who attended the formal handover and commemoration of the repaired and refurbished Roxas Memorial Provincial Hospital. AmeriCares also took part in monitoring the assessment of some of the partially-damaged health facilities which are due for repair in the second phase of the project, and also provided inputs to the development of an IOM proposal for mental health and psycho-social support activities. IOM health teams in Tacloban incorporated Health Teaching components in the IOM Shelter DRR trainings focusing on communicable, non-communicable diseases, prevention, sanitation and proper hygiene. The trainings were given to 199 male and 380 female beneficiaries. As part of a psychosocial support project at the bunkhouse in Estancia, Iloilo, IOM in Roxas organized a cultural show and children s fair entitled Balik Kalipay upod sa IOM ( Bring Back Happiness with IOM ) on 28 April.. The event consisted of interactive games, performances, talent showcases and live music by a local band. It was participated by the 58 families living in the bunkhouse. Many of them commented that they very much appreciated the event and look forward to having such an opportunity again. In Tacloban, a commemoration event for the six-month anniversary of Typhoon Haiyan, called Padayon Tacloban! ( Go on, Tacloban ) #keepthemsafe was coordinated by IOM in partnership with ECHO and held on 8 May. Awareness-raising activities were conducted by IOM and partners (i.e. GBV Cluster, Reproductive Health seminars, Save the Children, UNFPA, CRS, Plan, UNHCR, etc.). Key messages on topics such as awareness campaigns for counter-trafficking and gender-based violence were aired between musical sets. In Ormoc, three trainings were conducted for 191 participants (78 male and 113 female) on SGBV/CT orientation from 25 April to 8 May. Two of the trainings were conducted for IDPs and one for the barangay officials. The objective of the workshop is to educate the IDPs and key local leaders on the issue on SGBV and trafficking in persons (TIP). Topics covered during the orientations were the following: IDP rights; SGBV, and trafficking in persons; etc. After the training, the participants planned their local dissemination activities to reach out to more citizens. Six months after Haiyan commemorations were conducted in IOM hubs of Haiyan-affected areas: Roxas, Ormoc, Tacloban and Guiuan, reaching an estimated 10 million spectators. Activities ranged from fun runs, talent shows, Community/IDP day, and concerts featuring local bands were held. The IOM photobook entitled "Portraits of Recovery" was also launched. The photobook portrays the resilience of Filipinos through stories recounted by individuals of how they were affected by the typhoon and how they have moved on with their lives six months later. On 4 May, IOM in Roxas conducted a photo exhibit called Life Through the Lens at a local shopping mall. The opening programme was participated by local government, including the Governor of Capiz, IOM s partners, and the media. The exhibit continued until Sunday, 11 May. In all sub-offices, a community hotline has been established to enable the people to contact IOM to make any inquiries, report issues/gaps, and provide feedback on any of IOM s interventions/activities. IOM ACTIVITIES IN ZAMBOANGA Following the armed conflict between the Armed Forces of the Philippines and the MNLF in Zamboanga City in September 2013, over 21,000 families - almost half the population of the city - was displaced and were living in evacuation centres. IOM s response continues under the areas of Shelter, Health and Communication with Communities (CwC). IO IOM s CCCM Training has reached the selected over 1,000 beneficiaries consisting of IDP leaders in many evacuation centers as well as representatives from the local government. As part of IOM s goal to improve the living conditions of displaced families living in evacuation centers, the construction of various transitional shelters and upgrades to existing evacuation shelters were done to provide a better shelter condition to each displaced family. Within the reporting period, 10 single-detached shelters in Silsilah Dialogue Transitory Site were constructed. While the construction of 20 bunkhouse units with 240 rooms continues, the construction of single-detached recovery shelter in Paniran Transitional Site has achieved 90 per cent of it completion. With the goal of having zero deaths from preventable diseases, the nurse health communicators deployed by IOM in some evacuation centers continue their efforts to constantly monitor the health condition of each IDP family and to facilitate the referral of IDPs with urgent and serious health cases within registered IOM sites. To date, the health communicators have already referred 719 health cases of IDPs to the barangay health center and to other health organizations. One of the main concerns of IDPs inside the evacuation centers in Zamboanga City is the lack of proper hygiene and sanitation. This has caused diseases and health problems, especially among children. IOM in Zamboanga organized and conducted an interactive puppet class that promotes proper hygiene among IDP children. Through an entertaining children s story, an estimated total of 1,600 IDP children ages 4-13 years old were taught the importance and proper ways of handwashing, bathing and brushing of teeth. With the theme Communication is Aid, the city government in partnership with IOM and other humanitarian actors under the Communications Working Group highlighted the importance of constant communication with the disaster-affected communities by reaching out to IDPs through an Information Caravan communication activity. Doubts were replaced with certainties as an estimated total of 3,800 IDPs were informed through this activity.
