Item rate e-tender is invited through the e-tendering portal http://etender.aai.aero/irj/portal by Assistant General Manager Engg(E)-II, AAI, Cabin No. D 3-18, 3 rd Floor, RHQ, Operational Offices, Rangpuri, New Delhi 110037 on behalf of Chairman, AAI from enlisted contractor of appropriate class of CPWD / MES / P&T / State PWD / PSU s / Specialised Agency for the work of Operation & Maintenance of Fire Hydrant and Wet Riser System installed at Indian Aviation Academy (NIAMAR), New Delhi (2016-17) at an estimated cost of `12,55,442.00 with a period of completion Twelve (12) Months. The scope of work includes "Operation & Maintenance of Fire Hydrant and Wet Riser System". The tendering process is online at e-portal URL address https://etender.aai.aero/irj/portal or www.aai.aero. Aspiring bidders may go through the tender document by Guest User login. Prospective tenderers are advised to get themselves acquainted for e-tendering participation requirements at Guidelines for bidders, register themselves at AAI e- tendering portal, obtain User ID & Password and go through the Self Help Files available in the Home Page after log in to the portal https://etender.aai.aero/irj/portal or www.aai.aero. They should also obtain Digital Signature Certificate (DSC) in parallel, which is essentially required for submission of their application. The process normally takes 03 days time. The tenderer may also take guidance from AAI Help Desk Support. Tender Fee of `568.00 will be required to be paid by way of online payment through HDFC/ IndusInd Gateway provided at the portal itself. Last date & time of sale of tender document is 10.07.2016 upto 17:30 Hrs. EMD of value `25,109.00 (Rupees Twenty Five Thousand One Hundred Nine Only) shall be accepted online, only through the e-tender portal via bank transfer in the form of RTGS / NEFT. Vendors shall use the payment gateway of HDFC / IndusInd Bank integrated for the purpose with the AAI e-tender portal. Vendors shall be required to submit the EMD only through direct BANK TRANSFER using RTGS/NEFT. The tender of the bidders who fail to submit the EMD before the stipulated time shall be rejected outright. Bidders shall ensure himself that the online transaction regarding EMD submission shall be completed successfully before scheduled date. IAA-Fire_WNIT-04-1

Note: EMD in the form of Cash/Demand Draft or any other form shall not be accepted. Vendors shall also note that they are not required to contact any AAI employee or submit any documentary evidence of submission of EMD via Bank Transfer in the form of RTGS / NEFT to any AAI employee during the process of the tender. In no scenario the vendors are required to submit/contact any AAI employee for physical submission of any documents before opening of the bids. Refund of EMD EMD of unsuccessful bidders received through bank transfer mode (RTGS/NEFT) shall be refunded online through the same mode (BT) only and it shall be refunded in the Bank Account whose details are provided on the portal at the time of submission of the tender. The refund of EMD to bidders who fail to qualify the eligibility/technical stage shall be initiated automatically within 07 days of their rejection. For all bidders whose financial bids are opened, the refund of EMD except for L-1 bidder shall be processed within 07 days of opening of the financial bid. 2. Following 3 Envelopes shall be submitted through online at e-portal by the bidder. Last Date & Time of Submission of Bids (Envelope- I, II & III) is 21.07.2016 upto 17:30 hrs. Envelope-I:- Containing qualifying requirements of Contractor/Firm: The tenderers shall submit their applications by downloading the PQ Proforma from the e-tendering portal, fill-up the required information and upload the digitally signed file of scanned documents and firm s bio-data in support of their meeting each criteria mentioned below in the PQQ Folder in Technical Bid/Attachments section in the portal. Uploading of application in location other than specified above shall not be considered. Hard copy of application shall not be entertained. Qualifying requirements of contractors / firms:- i) Enlisted contractor of appropriate class of CPWD / MES / P&T / State PWD / PSU s / Specialised Agency having Valid Registration, Permanent Account Number (PAN), PF & ESI Registration, Sales Tax Registration/TIN No, Service Tax Registration No. ii) Should have satisfactorily completed (Phase/Part completion of the scope of work in a contract shall not be considered however pre-determined phasing of the work will be accepted), three works each of `5,02,177.00 or two works each of `6,27,721.00 or one work of `10,04,354.00 in single contract of similar nature of work during last seven years ending on 31.05.2016 in India. Client certificate for experience should show nature of work done, value of work, date of start, date of completion as per agreement, actual date of completion & satisfactory completion of work. Firms showing work experience certificate (completed work) from Non-government/Non-PSU organizations should submit copies of Tax Deduction at Source Certificate (TDS) in support of their claim for having experience for stipulated value of work. iii) Should have annualized average financial turnover of `3,76,633.00 against works executed during last three years ending 31st March of the previous financial year. As a proof, copy of Abridged Balance Sheet along with Profit and Loss Account Statement of the firm should be submitted along with the application. Firms showing continuous losses for the last three years in the balance sheet shall be summarily rejected. IAA-Fire_WNIT-04-2

Envelope-II:- Technical Bid containing scanned copy of Unconditional Acceptance of AAI s Tender Conditions & Digitally Signed Tender Document. Scanned copy of duly signed and stamped Unconditional Acceptance of AAI s Tender Conditions (Proforma given in Annexure-I, PR-3 of Tender Document), scanned copy of Affidavit (regarding payment of minimum wages & deduction of EPF/ESIC on non-judicial stamp paper value of `100/- duly attested by First Class Magistrate/Notary Public) (Proforma given in Annexure-II, PR-4 of Tender Document) along with digitally signed tender document duly shall be uploaded in Tech Bid Folder in Technical Bid/Attachments section of e-tendering portal. Envelope-III:- The Financial e-bid shall be submitted in Items section of e- tendering portal. Unconditional rebate i.e. header discount (%) if any is to be put in Bid Invitation Information Price Component section only. Bids Opening process is as below:- Envelope-I: Containing documents for pre-qualification bid (uploaded by the contractor/firm) shall be opened on 22.07.2016 at 11:00 Hrs. After scrutiny of PQ documents, if any clarification is needed from the bidder(s) about the deficiency in his uploaded documents in Envelope-I, they will be asked to provide it through Collaboration Folder in e-tendering portal. The bidder shall upload the requisite clarification/documents within time specified by AAI if any, failing which tender will be liable for rejection and Envelope-2 (Technical Bid) & Envelope-3 (Price Bid) will not be opened in respect of these bidders. Envelope-II: Technical Bid opening date is 28.07.2016 at 11:00 Hrs. (Depending on pre-qualification, any changes in the date shall be intimated through Notification to Bidder section). Envelope-III: The Financial Bid of the contractor/firm found to be meeting the qualifying requirement and technical criteria, shall be opened on 28.07.2016 at 15:00 Hrs. (Depending on Technical Bid Evaluation, any changes in the date shall be intimated through Notification to Bidder section). 3. AAI reserves the right to accept or reject any or all applications without assigning any reasons. AAI also reserves the right to call off tender process at any stage without assigning any reason. 4. AAI reserves the right to disallow issue of tender document to working agencies whose performance at ongoing project(s) is below par and unusually poor and has been issued letter of restrain/temporary/permanent debarred by any department of AAI. AAI reserves the right to verify the credential submitted by the agency at any stage (before or after the award of work). If at any stage, any information/documents submitted by the applicant is found to be incorrect/false or have some discrepancy which disqualifies the firm then AAI shall take the following action:- (a) Forfeit the entire amount of EMD submitted by the firm. (b) The agency shall be liable for debarment from tendering in AAI, apart from any other appropriate contractual / legal action. IAA-Fire_WNIT-04-3

5. Consortium/JV companies shall not be permitted. No single firm shall be permitted to submit two separate applications. 6. Purchase preference to Central Public Sector Undertaking shall be applicable as per the directive of Govt. of India prevalent on the date of acceptance. 7. If the entity participating in any of the tenders is a private or public limited company, partnership firm or proprietary firm and any of the Directors/Partners/Proprietor of such company is also a director of any other company or partner of a concern or a sole proprietor having established business with AAI and has outstanding dues payable to the Authority, then the said entity shall not be allowed to participate in AAI Tender.
