CERT Train the Trainer Dear Fellow Instructors and Council Members: The Texas Association of Regional Councils is providing Bexar County with one CERT Train the Trainer Course this year. The class has been scheduled for late September. Please see the information below and forward to anyone you feel may be interested in attending this training. The class was posted online a week ago and is starting to fill up. Please encourage anyone who is interested to apply as quickly as possible to ensure getting a spot in the class. Comal Elementary, Hoffmann Elementary, and Smithson Valley H S have been areas of deployment. The trailer gives motorists immediate feedback as to how fast they are driving, allowing them to adjust their speed to comply with the posted speed limit. The unit has a positive effect on the average speed in the area it is deployed. In the event a motorist decides to ignore the hint they are driving too fast, deputies have been known to work radar near the sign. Fair warning! Cpl. New Braunfels Avenue, Stop 38 Fort Sam Houston, Texas 78234 Fax 210-221-9173 (DSN 471) FYI Subject: New Law Passed on "Saluting the Flag" WASHINGTON, D.C. - U.S. Senator Jim Inhofe (R-Okla..) today praised the passage by unanimous consent of his bill (S.1877) clarifying U.S. law to allow veterans and servicemen not in uniform to salute the flag. Current law (US Code Title 4, Chapter 1) states that veterans and servicemen not in uniform should place their hand over their heart without clarifying whether they can or should salute the flag. "The salute is a form of honor and respect, representing pride in one's military service," Senator Inhofe said. "Veterans and service members continue representing the military services even when not in uniform. "Unfortunately, current U.S. law leaves confusion as to whether veterans And service members out of uniform can or should salute the flag. My Legislation will clarify this regulation, allowing veterans and servicemen alike to salute the flag, whether they are in uniform or not. "I look forward to seeing those who have served saluting proudly at Baseball games, parades, and formal events. I believe this is an appropriate way to honor and recognize the 25 million veterans in the United States who Have served in the military and remain as role models to others citizens. Those who are currently serving or have served in the military have earned This right, and their recognition will be an inspiration to others." This Bill was passed July 25, 2007. TRAINING ANNOUNCEMENT The National Sheriffs Association And The Bexar County Sheriff s Office Present MANAGING THE INCIDENT: A Leadership Guide to Weapons of Mass Destruction Events (8 hours) Offered twice: October 1, 2007 and November 19, 2007 This course is designed to prepare Sheriffs and senior law enforcement administrators to plan, equip and train their departments to respond effectively to a WMD incident. Course content and activities are directed towards the stimulation of critical thinking of participants. The course will address the needs of law enforcement executives, who require up-to-date briefings on the terrorist threat. The course focuses upon knowledge and tools most relevant to upper echelon law enforcement officers. Completing this course will enhance Sheriffs and senior law enforcement administrators abilities to minimize the possibility of a terrorist attack in their jurisdiction. Should a terrorist or non-terrorist (all hazard) emergency arise; the skills, knowledge and tools provided by the course are directed toward the improvement of each jurisdiction s ability to respond effectively and efficiently, minimizing loss of life, injury and property damage. TRAINING ANNOUNCEMENT Bexar County Sheriff s Office and The Intelligence Project of The Southern Poverty Law Center Montgomery, Alabama HATE IN AMERICA TODAY A National Overview of Far-Right Domestic Terrorism September 18, 2007 8:00am 5:00pm *** THIS COURSE IS TUITION FREE *** Class Description: This session examines a wide variety of hate groups currently active in the United States their history, activities and leaders. Beginning with a broad overview of the various factions of the hate movement, which include the Ku Klux Klan, neo-nazis, racist Skinheads, black supremacists, and others, it will then focus on the most prominent national organizations and state and local chapters. The session will also examine various Internet techniques that would enable the learner to compile pertinent information on possible domestic terrorist/hate groups and their followers and to create profiles that could be analyzed to determine if certain groups warrant further investigation as domestic terrorists. The Instructor: Joseph T. Roy Sr., Chief Investigator of the Intelligence Project of the Southern Poverty Law Center (SPLC), has been with SPLC since 1986. During that time he has gathered evidence for several successful lawsuits against organized hate groups, including a $6 Million judgment against the most notorious neo-nazi organization in the United States. As chief investigator, Mr. Roy gathers intelligence on extremist activities nationwide, assist the U.S. Justice Department and other law enforcement agencies in criminal investigations involving these organizations, and trains law enforcement and community groups on the threat of domestic terrorism. He is called on as an expert in domestic terrorism by the national media and has testified before Congress on the subject. He serves as an instructor for the Federal law Enforcement Training Center s Hate/Bias Crimes training course, and is a certified instructor with the California POST. Before joining SPLC, Mr. Roy served with the Montgomery, Alabama Police department, most of his service with the Intelligence Units and the Robbery/Homicide Division. The Intelligence Project monitors hate groups and extremist activities throughout the United States and publishes the Center s award-winning Intelligence Project. It also offers training to help law enforcement officials and human rights groups combat organized racism, including an online hate training course for law enforcement professionals. The project began monitoring hate activity in 1981 and today tracks more than 800 hate groups around the nation.
