Mission Statement Background Responsibilities By-Laws Membership

To serve as the local entity responsible for the strategic planning and promotion of an effective workforce development system in Chester County that responds to regional labor market needs.

Bipartisan, bicameral, signed into law on July 22, 2014 WIOA Vision is to achieve and maintain an integrated, job-driven workforce system that links our diverse, talented workforce to our nation s businesses and improves the quality of life for our citizens In Pennsylvania, there are 67 counties and 23 WDB s

1. Increase access to education, training, and employment-- particularly for people with barriers to employment. 2. Create a comprehensive, highquality workforce development system by aligning workforce investment, education, and economic development. 3. Improve the quality and labor market relevance of workforce investment, education, and economic development efforts.

4. Promote improvement in the structure and delivery of services. 5. Increase the prosperity of workers and employers. 6. Reduce welfare dependency, increase economic self-sufficiency, meet employer needs, and enhance the productivity and competitiveness of the nation.

Individual Training Accounts (ITAs) $4,000 Grants to attend training on the Statewide Eligible Training Providers List For WIOA-eligible Dislocated Workers and Economically Disadvantaged Adults Participants seeking training must fulfill a set of prerequisites On the Job Training (OJTs) $6,000 in wage reimbursement for employers hiring eligible participants who need skills gap training Same participant eligibility as ITAs Job Locator Placement into employment without additional training Same participant eligibility as ITAs and OJTs

The High Priority Occupations (HPO) list is released annually by the PA Department of Labor & Industry Center for Workforce Information & Analysis (CWIA) There are two lists: Statewide and Local Once the list is released in draft form, there is an opportunity to appeal for the inclusion of additional occupations All WDB-funded training activities must tie to an HPO

Purpose: To provide oversight and guidance to the PA CareerLink - Chester County Operator Membership: To be determined Chair: To be determined Meeting Frequency: To be determined Special Programmatic Relationships: The PA CareerLink - Chester County One Stop

Purpose: To provide information and assist with planning, operational, and other issues related to the provision of services for youth and young adults. Also to facilitate a workforce development system designed to provide youth with access to opportunities for educational enrichment and career exploration. Membership: By invitation Chair: Fran Pierce Meeting frequency: every other month, the week before the WDB meeting Special Programmatic Relationships: Career Corps

Formerly the House of Original Dreams (HOOD) Serves youth adults ages 16-24 with a barrier to employment Emphasis on Paid Work Experience & preapprenticeship Program components include: soft skills, resume building, academic enrichment, job shadowing, career exploration, and follow up support

Purpose: To provide guidance to the Business Services Team, which is responsible for the direct outreach to local employers. Acts as the bridge between the Business Services Team and the WDB. Membership: Open Chair: Vacant Meeting Frequency: To be determined Special Programmatic Relationships: None

Purpose: To bring together those industry partners with an interest in workforce development in Chester County. Discusses the challenges and opportunities for workforce development in Chester County. Purpose: To handle outreach for WDB and PA CareerLink - Chester County initiatives, including promoting initiatives to the community, implementing a marketing plan, and dissemination of data.
