1. Increase access to education, training, and employment-- particularly for people with barriers to employment. 2. Create a comprehensive, highquality workforce development system by aligning workforce investment, education, and economic development. 3. Improve the quality and labor market relevance of workforce investment, education, and economic development efforts.
4. Promote improvement in the structure and delivery of services. 5. Increase the prosperity of workers and employers. 6. Reduce welfare dependency, increase economic self-sufficiency, meet employer needs, and enhance the productivity and competitiveness of the nation.

Budgeting Requirements One Stop Operator & Title I Service Providers Stronger Regionalization Increased Integration
30% of formula fund allocation total must be spent on training 50% of the training minimum must be spent on training for individuals with barriers to employment Discretionary funds can be used to reach that minimum number These minimums increase for the first 3 years of WIOA

Purpose: To assist the Board by researching and utilizing best practices in corporate governance, advising on the skills, qualities, and experience necessary to be effective Board members, and provide oversight of Board compliance Membership: By invitation Chair: Amanda Sundquist Meeting Frequency: Monthly, via conference call Special Programmatic Relationships: None, specific duties described in committee charter

Individual Training Accounts (ITAs) $4,000 Grants to attend training on the Statewide Eligible Training Providers List For WIOA-eligible Dislocated Workers and Economically Disadvantaged Adults Participants seeking training must fulfill a set of prerequisites On the Job Training (OJTs) $6,000 in wage reimbursement for employers hiring eligible participants who need skills gap training Same participant eligibility as ITAs Job Locator Placement into employment without additional training Same participant eligibility as ITAs and OJTs

The High Priority Occupations (HPO) list is released annually by the PA Department of Labor & Industry Center for Workforce Information & Analysis (CWIA) There are two lists: Statewide and Local Once the list is released in draft form, there is an opportunity to appeal for the inclusion of additional occupations All WDB-funded training activities must tie to an HPO

Formerly the House of Original Dreams (HOOD) Serves youth adults ages 16-24 with a barrier to employment Emphasis on Paid Work Experience & preapprenticeship Program components include: soft skills, resume building, academic enrichment, job shadowing, career exploration, and follow up support
Purpose: To provide guidance to the Business Services Team, which is responsible for the direct outreach to local employers. Acts as the bridge between the Business Services Team and the WDB. Membership: Open Chair: Vacant Meeting Frequency: To be determined Special Programmatic Relationships: None
