At mid-term, implementation progress continues to be slow. As of April 30, 2014, the disbursement rate is 35%. Progress towards achieving the project development objectives has also been suboptimal with two out of three DPO level indicators currently not being met. The project s performance is rated Moderately Unsatisfactory. Page 1 of 11

A midterm review identified the need to address two main challenges: (1) week implementation capacity, and (2) a project design that is being experienced as too complex. To address these two issues a new project implementation unit is being recruited and the Government of the DRC and IDA agreed on a restructuring, which will simplify the design and align activities to increase its impact. The agreed restructuring of the project will use the project s strong points (results based management) as a guiding framework.
