. 0356 MNUTES OF THE MEETNG OF THE MCHGAN STATE UNVERSTY BOARD OF TRUSTEES The Trustee Fnance Commttee and the Trustee Polcy Commttee meetngs were held n the Board Room of the Admnstraton Buldng begnnng at 8:30 a.m. on Frday, - The mnutes of the commttee meetngs are on fle n the Offce of the Secretary of the Board of Trustees. The meetng of the Board of Trustees was called to order by Presdent John DBaggo at 10:40 a.m. n the Board Room of the Admnstraton Buldng. Trustees present were: Dolores M. Cook, Joel Ferguson, Dean Prdgeon, Thomas H. Reed, Melane Renhold, John D. Shngleton, and Robert E. Wess. Trustee Barbara J. Sawyer was excused. Unversty offcers present ncluded: Presdent DBaggo, Provost Scott, Secretary Davs; Vce Presdents Kurz, Guyer, Meyer, Perre, Turner, and Wlknson. Faculty Lason representatves present were: Grandstaff, Probst, and Thornton. Student Lason representatves present were: Edelmann, Kemntz, Tetens, and Tngson, All actons taken were by unanmous vote of the Trustees present, unless otherwse noted. 1. On a moton by Ms. Renhold, supported by Ms. Cook, THE BOARD VOTED to approve the proposed agenda, 2.- On a moton by Ms. Cook, supported by Mr. Reed, THE BOARD VOTED to approve the Mnutes of the July 26, 1991, Board meetng. Publc Partcpaton Request for Executve Sesson 3. The followng ndvdual addressed the Board of Trustees on the subject lsted: A. Mr. Shola Abe, an alumnus, presented a proposal to have Sprng Snowflakes (leucojum vernum) adopted as the offcal flower of Mchgan State Unversty. The elegant green and whte flower symbolzng the sprt of the Unversty blooms n the Beal Botancal Garden. 4. Presdent DBaggo announced that General Counsel Mary Elzabeth Kurz has requested that the Board of Trustees meet n Executve Sesson as authorzed by Secton 8 (e) of the Open Meetngs Act to dscuss wth Counsel specfc pendng ltgaton/ On a moton by Ms. Cook, supported by Mr. Reed, a roll call vote was conducted by Secretary Davs and the moton passed unanmously. 5. Presdent DBaggo announced that the Board would reconvene at 1:00 p.m. followng the Executve Sesson and lunch. 6. The meetng of the Board of Trustees was reconvened by Presdent DBaggo at 1:00 p.m. Trustees present were: Dolores M. Cook, Joel Ferguson, Dean Prdgeon, Thomas H. Reed, Melane Renhold, John D. Shngleton, and Robert E. Wess, Trustee Barbara J. Sawyer was excused. The report of the Presdent ncluded the followng: A. Presdent DBaggo commented on the dedcaton ceremony of the John A. Hannah Buldng n downtown Lansng and the approprateness of namng a buldng that houses the Mchgan Educaton Department n honor of Dr. Hannah. #? F B. A specal program was held on campus to promote the new ntatves of the nsttute for Chldren, Youth, and Famles. n addton to the ntroducton of Dr. Rchard M. Lerner as the nsttute's drector, an announcement was made of a $1.2 mllon award to the nsttute from the Unversty's W. K. Kellogg Foundaton Lfelong Educaton Grant.

C. Presdent DBaggo reported that the Unversty has been successful n reachng ts enrollment target for the freshman class, as well as n brngng the overall enrollment closer to 40/000. Also, the dversty of the student body was advanced wth ncreases n each mnorty group and n out-of-state students. D. A grant from the W. K. Kellogg Foundaton supported a recent three-day program, "Meet Mchgan," whch was planned and coordnated by the Provost's Offce to acquant nearly 30 newer faculty members wth MSU programs n southern lower Mchgan. E. A recent conference on Black-Jewsh relatons provded an opportunty for dscussons of the hstory, culture, and tradtons of both communtes. F. Presdent DBaggo commented on actvtes that are beng planned n celebraton of homecomng week. On a moton by Ms. Cook, supported by Mr. Reed, THE BOARD VOTED to approve the followng personnel actons. A. Provost Scott commented on the qualfcatons and scholarly actvtes of Professor Steven Arnoczky. A copy of the report s ncluded wth the Board Agenda n the Offce of the Secretary of the Board of Trustees. Dr. Perre reported ths s the largest sngle amount reported to the Board of Trustees at one tme, and he s lookng forward to another very good year. Mr. Prdgeon presented the reports and recommendatons of the Trustee Fnance Commttee. On a moton by Mr. Prdgeon, supported by Ms. Cook, THE BOARD VOTED to adopt the 1991-92 operatng budgets for the Unversty General Fund, the Agrcultural Experment Staton, the Cooperatve Extenson Servce, and ntercollegate Athletcs. Approval was also gven for 1991-92 compensaton adjustments developed n accordance wth Unversty Budget Gudelnes for faculty, academc staff, and executve management employees. On a moton by Mr. Prdgeon, supported by Mr. Shngleton, THE BOARD VOTED to adopt the 1992-93 Budget Request Gudelnes, ncludng operatng and captal outlay needs, for the Unversty General Fund, the Agrcultural Experment Staton, and the Cooperatve Extenson Servce. On a moton by Mr. Prdgeon, supported by Mr. Reed, THE BOARD VOTED to approve the sale of the remanng 52.663 acres of the Jones property located n Rochester, Mchgan, pursuant to an offer from Stony Ponte Development Corporaton, a development corporaton operated by Mr. Carl Sams, for $579,293. Detaled terms regardng ths sale are attached to the Trustee Fnance Commttee Agenda. On a moton by Mr. Prdgeon, supported by Mr. Shngleton, THE BOARD VOTED to approve the appontment of the frm of Peter Basso Assocates of Troy, Mchgan, as the engneer/archtect for the North Campus Regonal Chlled Water Plant. Report on Unversty's Real Property G. Kehler, Drector of Campus Park and Plannng, presented a progress report on the Kalamazoo Street brdge replacement and reconstructon of the roadway. A wrtten report of 1991-92 tuton and fee rates converted to the equvalent semester amounts was receved by the Commttee. 11. Mr. Ferguson, Charperson, presented the reports and recommendatons of the Trustee Polcy Commttee. On a moton by Mr. Ferguson, supported by Ms. Cook, THE BOARD VOTED to approve the revson of an amendment to the Unversty Bylaws for Academc Governance, Secton 4.10.1. SS report B< The Commttee on Student Affars shall have four faculty members selected by the Faculty Councl. The Commttee shall have seven student members apponted as follows: three ASMSU appontees, vz. the Presdent of ASMSU or a desgnee, an appontee of the Black Student Allance wth the approval of the Student Board and a female appontee; two COGS appontees; and two Student Councl appontees, vz. one college representatve and one other student councl member, one of whom should be non-whte. The Vce Presdent for Students Affars and Servces or a desgnee shall be a member wth voce but no vote. (Revsons n bold.) Provost Davd K. Scott, Vce Provost Paul M. Hunt, and staff members were commended for the nformatve SS report presented at the mornng commttee meetng as well as for the progress and capabltes of the SS program.

On November 1, Mchgan State Unversty students wll become part of an extensve, natonal effort to address many of today 1 s most pressng problems, ncludng ADS, safety, domestc volence, the envronment, homelessness, hunger, lteracyj race relatons and substance abuse. Through ths ambtous program, the energy, talent and concern of the Mchgan State Unversty student body wll be felt throughout the greater Lansng communty. Local resdents wth a broad range of concerns wll see Mchgan State students actvely nvolved n the search for tangble responses to many of socety's needs. Whle buldng brdges from our campus to the communty, "nto the Streets" also wll create and strengthen connectons among Mchgan State students, as at least 30 student organzatons have chosen to play a part n ths program. For ts vtal lnk to today's real-world problems, for the mportant connectons fostered among Mchgan State students and the greater communty and for buldng on the already-strong volunteer and servce msson of our Unversty, the Mchgan State Unversty Board of Trustees commends the organzers and partcpants of the 1991 "nto the Streets" program* B. Charperson Reed expressed hs apprecaton to the College of Engneerng faculty, staff, and students for the academc presentaton to the Board on Thursday evenng. D. Mr. Reed thanked Presdent DBaggo for the photos taken at the annual summer Board of Trustees retreat whch were presented to each Board member.
