GPB RESOLUTION #028-2018 RESOLUTION AMENDING THE FY 2018-2021 TRANSPORTATION IMPROVEMENT PROGRAM OF THE EASTGATE REGIONAL COUNCIL OF GOVERNMENTS TO INCLUDE AND SUPPORT THE WESTERN RESERVE TRANSIT AUTHORITY S (WRTA) TRANSIT ASSET MANAGEMENT (TAM) NARRA TIVE AND PLAN THROUGH ADMINISTRATIVE MODIFICATION WHEREAS, the Eastgate Regional Council of Governments is the Metropolitan Planning Organization (MPO) for transportation planning in the Youngstown Metropolitan Area, which include in its study area Mahoning and Trumbull County, Ohio; and WHEREAS, the FY2018 through FY2021 MPO Transportation Improvement Program (TIP) became effective concurrent with US DOT approval of the FY2018 through FY2021 Ohio State Transportation Improvement Program on July 1, 2017; and WHEREAS, TAM rule requires every recipients and sub-recipients of 49 U.S.C. Chapter 53 funds who own, operate, or manage public transportation capital assets used to provide public transportation develop a TAM plan; and WHEREAS, the WRTA is a Tier II provider that developed their TAM Plan in 2017, and at a minimum annual review of rolling stock, equipment and facilities are maintained in a State of Good Repair (SGR) to assure safe and reliable transportation; and WHEREAS, Eastgate Regional Council of Governments supports WRTA s TAM Plan and Narrative which includes the Four Elements for Tier II Providers: Inventory of Capital Assets, Assessing Condition by Asset Class, Decision Support Tools, and Investments Prioritization WHEREAS, the WRTA has established their own TAM Plan and Narrative (attached as Appendix A), to comply with Federal Transit Administration s (FTA) statutory and regulatory requirements to guide the prioritization of funding to keep their transit network in a State of Good Repair (SGR); and WHEREAS, transit providers are required to set annual targets based on FHWA-FTA rule on planning Statewide and Metropolitan Transportation Planning Organizations Subsequent MPO targets must be set when updating the MTP. The final rule also provides that the MPO, state DOT, and transit providers that serve the metropolitan planning area coordinate, to the maximum extent practicable, when setting TAM targets.

GPB RESOLUTION #028-2018 continued WHEREAS, Eastgate has reviewed and incorporated WRTA s projects into the 2040 Metropolitan Transportation Plan Update approved by Eastgate s GPB Resolution #013-2018 on July 30, 2018, the FY2018-2021 Transportation Improvement Program (TIP), and for the new FY2020-2023 TIP, which will be approved on July 1, 2019; and WHEREAS, in accordance with GPB Resolution #018-2018 the General Policy Board of the Eastgate Regional Council of Governments, State of Ohio, approved and adopted the procedures that have been agreed to by the Ohio Department of Transportation, the Federal Highway Administration, and the Federal Transit Administration, as the procedural guidelines to be used for revisions to the Eastgate Transportation Improvement Program; and the Executive Director of the Eastgate Regional Council of Governments may approve administrative modifications to the TIP without action by the General Policy Board; and WHEREAS, all information and proposed funding for the above project has been presented and reviewed by Eastgate s Technical Advisory Committee and Citizen Advisory Board; and NOW, THEREFORE, BE IT RESOLVED, that the General Policy Board of the Eastgate Regional Council of Governments, State of Ohio, by administrative modification hereby approves amending the FY2018 through FY2021 TIP to include WRTA s TAM Plan and Narrative. GPB RESOLUTION #029-2018 RESOLUTION AMENDING THE FY 2018-2021 TRANSPORTATION IMPROVEMENT PROGRAM OF THE EASTGATE REGIONAL COUNCIL OF GOVERNMENTS TO INCLUDE AND SUPPORT THE TRUMBULL COUNTY TRANSIT BOARD (TCTB) TRANSIT ASSET MANAGEMENT (TAM) NARRA TIVE AND PLAN THROUGH ADMINISTRATIVE MODIFICATION WHEREAS, the Eastgate Regional Council of Governments is the Metropolitan Planning Organization (MPO) for transportation planning in the Youngstown Metropolitan Area, which include in its study area Mahoning and Trumbull County, Ohio; and WHEREAS, the FY2018 through FY2021 MPO Transportation Improvement Program (TIP) became effective concurrent with US DOT approval of the FY2018 through FY2021 Ohio State Transportation Improvement Program on July 1, 2017; and WHEREAS, TAM rule requires every recipients and sub-recipients of 49 U.S.C. RESOLUTION AMENDING THE FY 2018-2021 TRANSPORTATION IMPROVEMENT PROGRAM OF THE EASTGATE REGIONAL COUNCIL OF GOVERNMENTS TO ADD SAFETY FUNDING TO WESTERN RESERVE ROAD WIDENING PROJECT GPB RESOLUTION #030-2018 WHEREAS, the Eastgate Regional Council of Governments is the Metropolitan Planning Organization (MPO) for transportation planning in the Youngstown Metropolitan Area, which include in its study area Mahoning and Trumbull County, Ohio; and WHEREAS, the FY2018 through FY2021 MPO Transportation Improvement Program (TIP) became effective concurrent with US DOT approval of the FY2018 through FY2021 Ohio State Transportation Improvement Program on July 1, 2017; and WHEREAS, it has been necessary in the past to amend the TIP an annual element based on revised priorities and the need to periodically add or modify projects; and WHEREAS, the Ohio Department of Transportation (ODOT) has requested in the interim period, prior to the TIP update or new TIP development, acknowledgment from the MPO supporting the proposed project(s); and WHEREAS, the following project changes as identified in this resolution are within financial constraint and are in conformance with the goals and objectives of the 2040 Metropolitan Transportation Plan; and WHEREAS, at the request of local sponsors and the Ohio Department of Transportation, with the concurrence of the Eastgate Regional Council of Governments, the following project changes shall be made to the FY2018 - FY2021 TIP: Mahoning County Projects: Project: PID #108742 - Western Reserve Road Widening; widening from Market Street to IR 680 Sponsor: Mahoning County Engineer - Total Project Cost: $10,068,640 Federal: 4HJ7 - HSIP PE Env: $675,000 (FY2019) 4HJ7 - HSIP PE Dtl Dsgn: $331,200 (FY2020) 4HJ7 - HSIP R: $1,379,700 (FY2021) 4HJ7 - HSIP C/CE: $414,100 (FY2023) UNFUNDED C/CE: $5,520,012 (FY2023)* Local: LNTP - L PE Env: $75,000 (FY2019) LNTP - L PE Dtl Dsgn: $36,800 (FY2020) LNTP - L R: $153,300 (FY2021) LNTP - L C/CE: $46,011 (FY2023) LNTP - L C/CE: $1,437,517 (FY2023) *Unfunded amount of $5,520,012 will be addressed through future Eastgate STBG and CMAQ funding WHEREAS, all information and proposed funding for the above project has been presented and reviewed by Eastgate s Technical Advisory Committee and Citizen Advisory Board; and

Sponsored by Environmental Education Council of Ohio (EECO) Region 3, Eastgate Regional Council of Governments (host location), and the Ohio EPA, Office of Environmental Education. There is no cost for this workshop, but registration is required by e-mail to dennis.clement@epa.ohio.gov by September 21, 2018 or until the workshop is full with 30 participants.
