European Commission Eurostat Directorate C: National Accounts; prices and key indicators Your Take on Statistics Video Contest Official contest rules Contest description Your Take on Statistics is a video contest organised by Eurostat, the statistical office of the European Union (EU). Contest opens for entries on 16 May 2014. Entry is free. Be creative and show us what statistics mean to you! Submit a video on any of the following topics: Category #1: Measuring economic performance in your region Category #2: European inflation - Prices in motion Category #3: Comparing prices across Europe Timetable Launch: 16 May 2014 Deadline for submission: 31 October 2014 Evaluation process: from 1 November 2014 until 28 November 2014 Public voting: from 29 November 2014 until 31 December 2014 Prize winners are announced: By end January 2015 Prize award ceremony: By end April 2015 Prizes In total, 9 monetary and 3 non-monetary prizes will be awarded. The monetary prizes for the winners in each of the three categories will be: 1 st prize: 5 000 2 nd prize: 2 000 3 rd prize: 1 000 The public vote winner in each of the three categories will receive one non-monetary prize. 1

Category #1 Measuring economic performance in your region Covering the statistical indicator Regional Gross Domestic Product Create a video advertising regional Gross Domestic Product (GDP) as one of the most important statistics produced by Eurostat. Show your view of how decisions made by EU policy makers and regional politicians based on regional GDP statistics directly influence the lives of millions of Europeans. These decisions can help create new jobs, build modern infrastructure and protect the environment, all the while pursuing the long-term objective of improving living and working conditions for all Europeans. Category #2 European inflation - Prices in motion Covering the statistical indicator Harmonised Index of Consumer Prices Create a video that could help citizens to better understand what inflation is, its importance and uses, coverage variety and relevance, namely the advantages of the EU harmonised rules for data collection in cross-country data comparisons and importance for monetary policy. Your video should cover the statistical indicator Harmonised Index of Consumer Prices. Category #3 Comparing prices across Europe Covering the statistical indicator Purchasing Power Parities Create a video explaining Purchasing Power Parities (PPPs) as well as their use and importance in making meaningful comparisons between countries economic indicators. PPPs are used instead of exchange rates to convert economic indicators such as Gross Domestic Products expressed in national currencies into an artificial common currency and eliminate the effect of price level differences across countries that could lead to distorted comparisons. Specifications 1. The video must not exceed 90 seconds in length. Any submitted entry of a longer length will not be considered. 2. The video should emphasise that the data used in it come from Eurostat and can be freely obtained from Eurostat s website. 3. The video should not have any inappropriate content, language or imagery (no violence, racist comments, pornographic or personal attacks on people or organisations, etc.). 4. The video can be in any format (e.g. animation, documentary, music video, dynamic infographic, etc) and you can choose from various possibilities, for instance a video with no dialogue, video using simple verbal expressions, video using a multi-lingual dialogue; a video with voiceover, film using subtitling, and other. 5. Any EU language can be used in the video. Video entries not submitted in English must be accompanied by sub-titles in English to guarantee wide understanding. 2
Eligibility criteria On the closing date for video entries, you must fulfil all the following conditions: 1. You must be a citizen of one of the Member States of the European Union. Example of proof: Copy of an official document of identification, e.g. passport, identity card. 2. You must be over 18 years of age. Example of proof: Copy of an official document of identification, e.g. passport, identity card. 3. You must be registered as a student in a tertiary education establishment in EU28 in any of the following course types: Audio-visual sciences; Graphic Design; PR and Communication; Film, TV and Media studies; Economics; Statistics; Art; European Studies. Example of proof: Copy of a student card, or similar. You can enter as an individual, or on behalf of an education establishment. Should a winning entry be the result of a team effort, the team shall appoint one representative among its members to whom the prize will be awarded. All team members must meet the above age, citizenship and education requirements. Winner selection for the monetary prizes The videos will be judged, by an evaluation committee appointed by Eurostat, against the following criteria: 1. Factual correctness of the video submissions: The statistics-related content of the video must be correct. 2. Message content of the video submissions: Universality of the content and its capacity to touch the general public and the media all over Europe via different platforms. 3. Overall presentation: Sound and picture quality. 4. Creativity and originality: Winning projects should have elements of originality and innovative features which are likely to be attractive to the general public and the media and are thus likely to benefit from large-scale, EU-wide media coverage. The producers of each winning video (1 st, 2 nd and 3 rd places) in each of the three categories (one person per entry if a joint effort) will be invited to Luxembourg (travel, one-night hotel accommodation and a daily living allowance will be provided) for the duration of the prize award ceremony. Winner selected by the public voting In order to test the publicity of the videos, an online public voting will take place between 15 November 2014 and 15 December 2014. A non-monetary prize will be awarded to the producer of the video winning the public vote in each category. The producers of each winning video (1 st place) in each of the three categories (one person per entry if a joint effort) will be invited to Luxembourg (travel, onenight hotel accommodation and a daily living allowance will be provided) for the duration of the award ceremony. 3

By entering this competition, you confirm that you are eligible to participate and that you accept all the following terms and conditions: Terms and conditions 1. You must supply full details as required by the registration form, and comply with all rules to be eligible for the prize(s). No responsibility is accepted for ineligible entries or entries made fraudulently. 2. As submissions are received, Eurostat will check all entries for eligibility and suitability of content before posting. Once posted, participants may share their entry and encourage their network to participate in the online vote for the Public vote winner. 3. Eurostat does not accept any responsibility for late or lost entries. Proof of sending/ submission is not proof of receipt. 4. The Jury's decision is final in every situation. 5. If a winning entrant is unable to be contacted after reasonable attempts have been made to do so, Eurostat reserves the right to offer the prize to the next best entry. 6. Winning entrants agree to send their video (not only URL) to Eurostat within two weeks of announcing the prize winners. 7. Eurostat reserves the right not to select a winner or winners if entries received are judged to be of insufficient quality. 8. Any attempt by a participant to influence the result or subvert the contest will lead to immediate disqualification. 9. Eurostat reserves the right to modify or cancel the contest or any of the arrangements, schedules, plans or other items directly or indirectly related to the competition, at any time and for any reason if deemed necessary in its opinion. 10. You waive all claims against Eurostat, its personnel and agents arising out of any oral or written publication or republication of any statement made in connection with the present contest, your person or your video entry. 11. You agree to indemnify and hold Eurostat, its personnel and agents, harmless from any third party claims for loss, damage, prejudice, liability or expense suffered as a result of or in any manner in connection with your video entry, any other of your acts or omissions or any information which you provided. 12. Participants declare that the work submitted is an original work and does not infringe any third party s rights such as copyrights, patents, trademarks, trade secrets including musical composition or performance rights, video rights or image rights. 4
13. Furthermore, all visible participants in the video have acknowledged the present terms and conditions and consented to the video being displayed and broadcasted publicly. In case minors are visible, their parents must have acknowledged the present terms and conditions and agreed to their children appearing in the video. 14. Authors grant the contest organizer Eurostat a non-exclusive, free-of-charge, perpetual, worldwide licence to: a. store, use and re-use the video, in whole or in part; b. modify the video, including the right to translate and to alter the video, with the aim of integrating and incorporating it into any existing or future work of the European Commission for promotional purposes, while indicating that the video has been altered; c. distribute copies and cause the distribution of the video for promotional purposes; d. display and broadcast the video publicly; e. communicate the video to the public by any means including but not limited to telecommunication, by electronic publication, by press information services, by downloadable and non-downloadable files, by communication with computer terminals; by sending of messages and wire service, by electronic and nonelectronic publications; or by any other media of expression now known or later developed; f. reproduce the video by any technical procedure into any physical medium including metallic and paper media or digital format, electronic or non-electronic; g. integrate and incorporate the video into any existing or future work of the European Commission for promotional purposes; h. transfer to another environment (hardware, software, computer electronic, Web, multimedia or other); 15. Eurostat is permitted to authorise its employees and contractors to exercise on its behalf the foregoing rights. 16. The video submitted for the contest, together with all the rights pertaining to it including, where applicable, copyright, image rights, video rights and any other intellectual property right is under the control of the Author whose rights are valid and legally existing, and Eurostat does not acquire any ownership rights in the Work. 17. The exercise of the rights granted to Eurostat hereunder is subject to the display by the Organizer of the following notice in due acknowledgement of the Author: Author, Year 18. The present terms and conditions are subject to an assignment of rights agreement that shall be signed with the winners of the video contest Your Take on Statistics. 19. The participants bear the sole liability in case of claim relating to their activities carried out in the framework of the contest. 20. The winners accept that checks and audits may be carried out by the Commission, OLAF (European Anti-Fraud Office) and the European Court of Auditors. 21. The winners accept the following publicity obligations: The Commission shall be authorised to publish, in whatever form and on or by whatever medium, the following information: 5
a) The name of the winners; b) The general purpose of the activities of the winner in relation to the award of the prize in the form of the summary provided by the winner in the registration form; c) The amount of the prize awarded. 22. A participant who has committed irregularities or fraud, or has made false declarations shall be liable to: a) Administrative penalties consisting of exclusion from all contracts, grants and contests financed by the Union budget for a maximum of five years from the date on which the infringement is established and confirmed following a contradictory procedure with the beneficiary; and/or b) Financial penalties of 2% to 10% of the value of the prize. c) In the event of another infringement within five years following the establishment of the first infringement, the period of exclusion under point (a) may be extended to 10 years and the range of the rate referred to in point (b) may be increased to 4% to 20%. 23. Candidates who are in one of the situations referred to in Article 106(1) and Articles 107, 108 and 109 of the EU Financial Regulation 1 shall be excluded from participation. Jurisdiction The exercise of the rights granted hereunder shall be governed by and construed in accordance with the law of the European Union, complemented where necessary by the substantive laws of Luxembourg. In case any dispute, controversy or claim arising out of or relating to the subject matter hereof cannot be settled amicably between the Author and the Organizer, it shall be submitted to the exclusive jurisdiction of the General Court of the European Union in Luxembourg insofar as such dispute, controversy or claim relates to or involves the liabilities of the Organizer. 1 Regulation No 966/2012 of the European Parliament and of the Council of 25 October 2012 on the financial rules applicable to the general budget of the Union and repealing Council Regulation No 1605/2002, Official Journal L 298 of 26/10/2012 6
