Request for Qualifications (RFQ) #2014-03 Housing Projects - Stockton Campus Design-Build Services INTRODUCTION The University of the Pacific (University, Pacific) is pre-qualifying a small group of design-build teams for various possible housing projects for the Stockton, California campus. BACKGROUND The University of the Pacific, the first chartered institution of higher education in California, is an independent and comprehensive university offering over sixty-six (66) undergraduate programs and thirty-three (33) graduate programs. Currently, more than six hundred (600) faculty and nine hundred and eighty (980) staff members serve more than six thousand (6,000) students in its eight (8) colleges and three (3) campuses located in Northern California. The Stockton campus can accommodate as many as 2,085 students in its on-campus housing inventory, which is comprised of 17 residence halls and six Greek houses, offering mostly traditional and apartment-style units. In fall 2013, Pacific housed approximately 37% of all students and 46% of its undergraduates within campus housing. The University has a four semester live-on requirement, with exceptions for married students, non-traditionally aged students, advanced transfer students, and students who live within 50 miles of campus. With an average residential facility age of 56 years, long range planning for student housing provides a blueprint for updating and renovating Pacific s existing housing stock to align with student market demand for improved facilities while offering a diverse mix of unit types. At the end of the implementation of a multi-phase housing plan, the University will provide up to 2,373 on-campus beds in a mix of traditional, semi-suite, full-suite and apartment-style unit types. The University is committed to providing housing facilities that will serve as the foundation for enhancing the Pacific student experience. Page 1

Please see Appendix A which gives an overview of the multi-phased housing plan as developed during Pre-Planning and Programming over the past year. As Pre-Planning and Programming work effort, this represents only one possible solution to the goals and objectives for housing on the Stockton Campus. Issuance of RFQ November 3, 2014 Question Submittal Deadline November 7, 2014 @ 5:00 PM Answers to Questions Provided November 11, 2014 @ 5:00 PM (no later than) Response Submission Deadline November 17, 2014 @ 4:00 PM Interviews of Shortlisted Teams December 1-12, 2014 (final dates and times to be determined) Notification of Qualification Decision December 19, 2014 RESPONSE REQUIREMENTS AND SUBMITTAL INSTRUCTIONS Response Requirements Responses including all exhibits and referenced materials cannot exceed sixteen (16) double-sided 8-1/2 x 11 pages, or thirty-two (32) single-sided 8-1/2 x 11 pages [if you choose to use any 11 x 17 sheets, these would count as two (2) single-sided pages or four (4) double-sided pages] and must include the following components. Front and back covers with no text other than titles and divider tab pages with no text, just labels and/or pictures do not count within this page limit maximum. 1. Letter of Interest Include a brief summary of the strengths of Respondent s team. Also provide a contact name and e-mail address for follow-up, if needed. 2. Pre-Qualification Questionnaire Completed questionnaire, included here as Appendix B. 3. Organization of Project Team and Key Project Team Members Describe the organization of the Respondent s team and qualifications of each Key Project Team Member. Clearly identify the Respondent s team lead and the reasons this individual is best-suited to lead this Project for the University. Respondent s team shall include all necessary disciplines for this Project. Indicate how often/how long the proposed individual team members and firms have worked together and on which projects, included in the Respondent s proposal as qualifying experience, these firms and individuals have worked. 4. Relevant Experience Provide a list of projects completed or in progress which demonstrate (1) experience on Design-Build projects and (2) housing projects. These examples should also demonstrate the Respondent team s ability to gather information and develop concepts and solutions that respond to the unique constraints and opportunities of this type of project, ability to work with diverse groups to gather information and identify factors important to the development and completion of this type of project, and ability to understand the special requirements impacting the design and construction of student housing projects. 5. Project Approach Describe how Respondent s team will assist the University in expressing their creativity and aspirations for student housing. Describe how Respondent s team will approach sustainability for this type of project. Describe what you believe to be the challenges and key opportunities for this type of project and how your team will address those. Page 2

6. Proposed Schedule Include a sample Design-Build project schedule indicating key activities required for completion of a project and typical durations of those activities. Describe how your team will work with the University s schedule to design and build housing projects. 7. Rate Sheet Submit a Rate Sheet for personnel proposed for this project. Respondent s rates shall include, but are not limited to labor, materials, overhead and profit, equipment, all travel, parking, printing, communications, reimbursables, allowances and cost of required insurances. Provide a detailed list of items Respondent s team deems to be reimbursable expenses. 8. References Provide at least five (5) professional references for each firm on the proposed project team. Reference information shall include person s name, title, institution/company, address, phone, facsimile number and e-mail address as well as the project(s) in the Respondent s qualifying experience with which this reference is familiar. Include dates of projects. Submittal Instructions Proposals must be received by 4:00 PM on November 17, 2014 and should be submitted in the following manner: Six (6) hard copies of complete proposal, and One (1) electronic PDF single-file (not multiple files) copy of complete proposal, matching exactly the hard copies. Send proposals to: Priscilla Meckley-Archuleta Director, Capital Planning and Space Management University of the Pacific West Memorial Finance Center 3601 Pacific Avenue Stockton, California 95211 QUALIFICATIONS AND SELECTION PROCESS Qualifications Following are the qualifications that will be used to assess technical qualification and competence and record of past performance as listed in the Selection Process section of this RFQ. Respondent s proposal must demonstrate how the identified, individual team members and team firms meet these qualifications. 1. Experience working on projects at the University level since 2009. University for purposes of this RFQ is defined as an institution of higher learning providing facilities for teaching and research and authorized to grant academic degrees, specifically one made up of an undergraduate division which confers bachelor's degrees and a graduate division which comprises a graduate school and professional schools each of which may confer master's degrees and doctorates. 2. Experience working on housing projects since 2009. Page 3

3. Experience on LEED-certified projects since 2009. 4. Experience working on renovation projects since 2009. 5. Experience with BIM (Building Information Modeling). Selection Process Although not necessarily exhaustive of the criteria to be utilized by the University, the University intends to use the following evaluation criteria in the selection of the successful Respondent: Timeliness and Completeness - To receive consideration, Respondent s Proposal must be received by the Proposal Submission Deadline. In addition, Respondent s Proposal will be evaluated with respect to organization, clarity, completeness and responsiveness to this RFQ. Technical Qualification and Competence - This includes both the firm(s) and individual project team members experience, expertise and familiarity with Design-Build as well as meeting the qualifications as noted within this RFQ. For Respondents comprised of multiple companies / firms, experience working together on previous projects. Record of Past Performance - This includes work quality, completion of work on schedule, completed projects as well as the response of Respondent s references. Approach to Work - This includes the identification of the project team firms and individual members (including any proposed sub-consultants), project approach, preliminary schedule, and Respondent s ability to communicate effectively and offer advice in the best interest of the University and this project. Cost Control and Commitment to University Purchasing Policies - This includes billing rates, demonstration of completing projects within budget and the Respondent team s commitment to diversity and inclusion. A selection committee will evaluate the qualifications of Respondents and then select one or more teams for interviewing. Following the completion of interviews, the University shall select one or more Pre-Qualified Teams for assignment to possible housing projects. The selection committee will be made up of a diverse group of Project stakeholders and advisors. ADDITIONAL INFORMATION Questions Questions regarding this RFQ must be submitted in writing, via e-mail, to Priscilla Meckley-Archuleta at pmeckley@pacific.edu. Questions received prior to the Question Submittal Deadline date and time will be answered, with all questions and answers provided to those firms and companies sent invitations to submit and those submitting questions and clarifications. Questions received after the Question Submittal Deadline will not be answered, addressed, and/or reviewed. Page 4

Addenda The University may modify this RFQ prior to the date fixed for submission by sending the addendum to those previously invited to submit a Response. Withdrawal and Resubmission/Modification of Response A Respondent may withdraw a submission at any time prior to the deadline for submitting Responses by notifying in writing the Director of Capital Planning and Space Management. The Respondent may thereafter submit a new or modified Response, provided that it is received no later than the Response Submission Deadline. Modifications offered in any other manner, oral or written, shall not be considered. Responses cannot be changed or withdrawn after the Response Submission Deadline. Rights and Rejection of Proposals The University may reject any and all Responses and may or may not waive any immaterial deviation or defect therein. The University s waiver of an immaterial deviation or defect shall in no way modify the solicitation document specifications. The University reserves the right to accept or reject any and all of the items in the Response, to award a contract in whole or in part, and/or negotiate any and all items with individual Respondents if it is deemed in the University s best interest. Moreover, the University reserves the right to make no selection if Responses are deemed to be outside the fiscal constraints or against the best interests of the University. This RFQ and the responses provided as a result of it shall in no way act to form an agreement, obligation or contract. In any event and regardless of circumstances, the University will not be held responsible for any loss of profit or any costs or expenses incurred or experienced as a result of a Respondent s team s preparation of their submission or participation in interviews.
