Before completing the Financial Incentive Programs application form, applicants should read the Caledon East Community Improvement Plan (CIP). The CIP provides Program Specific Eligibility Requirements in Section 3.0, and General Eligibility Criteria in Section 5.8. Applicants should be familiar with both the Program Specific and General Eligibility Criteria of the Financial Incentive Programs prior to filling out this form. 2. Prior to submission of a complete Financial Incentive Program application, applicants are required to arrange and participate in a pre-application consultation meeting with one or more members of the Community Improvement Plan Review Panel and/or Administrator, in order to discuss and confirm application requirements, program eligibility, proposed scope of work, project timing, supporting documentation requirements, etc. 3. A complete Financial Incentive Program application must be submitted to and approved by the Town prior to commencing any community improvement works. 4. Please ensure that this application form is complete and that all required signatures are provided. Failure to do so will result in the refusal of an application, or will result in processing delays. 5. In order for a Financial Incentive Program application to be considered complete by the Community Improvement Plan Review Panel and/or Administrator, the applicant must submit a completed application form, in addition to any supporting documentation, required by the Review Panel and/ or Administrator (as determined in the pre-application consultation meeting, or through the Review Panel and/or Administrator s Preliminary Screening of the application). 6. The Town is not responsible for the costs associated with a CIP application, costs related to the anticipation of an incentive program, or any other costs incurred in relation to any of the programs, including pro-forma financial information, a third party financial review (contracted by the Town), required studies, audits, etc. 7. If the applicant is not the property owner (i.e. tenant or agent acting for the property owner), please ensure that the required authorization is completed and signed by the property owner as provided in Part J of this application form. 8. If there is insufficient space on this form to provide the required information, please provide the additional information on a separate sheet and attach the information to this application form. 9. 3.2 Property & Landscape Improvement Grant Program Application for landscape improvements to a commercial, mixed-use, office or institutional property or a residential property which has been designated under the Ontario Heritage Act for a total of 50% of the construction costs to a maximum of $7,500. Application for landscape improvements to a commercial, mixed-use, office or institutional property or a residential property which has been designated under the Ontario Heritage Act which is a corner lot provided that the proposed improvements will apply to both street facing yards for a total of 50% of the construction costs to a maximum of $10,000. Specify type of project: Professional landscaping and/or installation of alternative ground cover treatments, such as xeriscaping (native plants) Resodding, provided it is a component of a larger landscaping improvement project Repair, replacement and improvements to driveways and parking areas in the front or side yard, such as permeable surfaces, decorative surfaces, or installation of landscaping in front yard or side yard parking areas Installation or improvement of decorative fences or retaining walls Installation or improvement of pedestrian walkways Tree planting Installation of storm water management technologies, such as bioswales, rainwater harvesting and reuse systems, etc., which are considered to be, in the opinion of the Town of Caledon, innovative and beyond minimum requirements or expectations for storm water management, and are consistent with Low Impact Development principles and standards Installation of bicycle parking Installation of benches or permanent planters February, 2014 Page 4

3.3 Energy Efficiency Retrofit Grant Program Application for energy efficiency retrofits to commercial or mixed-use buildings for a total of 25% of the retrofit costs to a maximum of $7,500. Specify type of project: Interior or exterior renovations that result in a third-party certification or meet a third party energy efficiency standard which exceeds the requirements of the Ontario Building Code and demonstrably increases energy efficiency including: Interior or exterior renovations that result in any level of LEED certification as determined by the Canada Green Building Council (inclusive of certification through LEED for Commercial Interiors LEED for New Construction as it related to major renovations LEED for Core and Shell Renovations, and LEED for Existing Buildings) Interior or exterior renovations that result in compliance with ASHRAE/SNAE Standard 90, 1-1999 or newer (i.e. energy performance standards for buildings except low-rise residential buildings), as certified by a professional engineer or professional architect (refer to ashrae.org) Addition of a green roof to an existing building Installation of appropriate on-site thermal renewable energy projects, such as solar hot water, geothermal, air source heat pumps or solar walls Installation of energy STAR certified heating/cooling/ventilation products and features (not to include home appliances and small appliances such as refrigerators, clothes washers/dryers, televisions, ceiling fans, etc.) such as: Central Air Conditioner Heat pumps Gas furnaces and gas boilers Ventilation fans; and Doors and Windows Installation of energy-efficient lighting controls such as automatic timers, photocells or motion sensors Fees of a professional architect or engineer for the design of services related to the above-noted eligible projects February, 2014 Page 5

3.4 Historic Property Improvement Grant Application for improvements on a historic property for a total of 50% of the construction costs to a maximum of $12,500 Application for building or façade improvements to a historic property on a corner lot provided that the proposed improvement will apply to both facades facing the public realm for a total of 50% of the construction costs to a maximum of $17,500 Specify type of project: Repairs or restorations to porches, verandahs, cupolas, columns, brackets, soffits and fascia Removal of non-heritage siding and detailing and/or repair or restoration of historic exterior cladding, based on historic documentation Repairs or restoration of windows and doors or other structural openings to original conditions, based on historic documentation Repairs or restoration of decorative architectural detailing, millwork and trim as well as chimneys, based on historic documentation Masonry and stonework, including cleaning of masonry and stonework using non-destructive cleaning methods Repairs which are critical to the stabilization and conservation of the property, including repairs to the roof and eavestroughs, exterior cladding, windows, foundation and draining and other repairs to serious structural faults Renovations and sensitively-designed additions to facilitate the adaptive re-use of the property, including conversion to commercial, office, institutional uses or to a mixed-use Services of a licensed professional engineer, architect or a certified heritage professional to design or advise upon the proposed works, including research on the historical documentation of the listed or designated property PLEASE NOTE: Only properties designated under Part IV of the Ontario Heritage Act or listed by the Town of Caledon as being of historical interest, based on the Town s current list as maintained by Town staff, are eligible for this grant. This grant shall not be combined with the Town of Caledon s Designated Heritage Property Grant Program in any gi ven year. 3.5 Planning and Building Application Fee Grant Program Planning application fee grants for Minor Variances, Zoning By-Law Amendment and/or Site Plan Applications equal to 100% of the cost to a maximum of $10,000. Building permit fee grants for Building and/or Demolition Permits equal to 100% of the cost to a maximum of $10,000. February, 2014 Page 6

3.6 Tax Increment-Equivalent Grant Program Development of a vacant property for commercial, office or a mix of uses Redevelopment of a property for commercial, office or a mix of uses Major additions to a commercial or mixed-use property, involving an increase of at least 25% of the existing gross floor area Infrastructure work including the improvement or reconstruction of existing on-site public infrastructure (water services, sanitary and storm sewers) Conversion of upper-storey space in a mixed-use or commercial building to residential units PLEASE NOTE: An application for the Tax Increment-Equivalent Grant Program will not be considered in combination with an application for any other additional incentive programs offered through the Caledon East CIP. The total amount of any tax increment equivalent grants shall not exceed 50% of the total cost of the improvements or $20,000 annually, whichever is lesser. The period may range from 1 to 10 years, at the sole discretion of the Town. In order to determine the suitability of the Tax Increment-Equivalent Grant, prior to submitting an application for the program, eligible applicants should attempt to estimate the total potential value of the grant, based on current assessment values and anticipated investment. Upon completing the approved community improvement works, to the satisfaction of the Town, and upon reassessment of the property, should the total value of the grant be significantly less than the applicant s estimated value, the applicant may then have the opportunity to withdraw the application for the Tax Increment-Equivalent Grant Program, and submit an application for one or more of the additional incentive programs offered through the Caledon East CIP. Supporting Material In order for an application to be complete, the application must be accompanied by all of the supporting material required by the Community Improvement Plan Review Panel and/or Administrator, which may include but is not limited to: Photographs of the existing building condition; Historical photographs and/or drawings; A site plan and/or professional design study/architectural drawings; Specification of the proposed works, including a work plan for the improvements and construction drawings; and Two cost estimates for eligible work provided by licensed contractors. Submission requirements will be confirmed with the applicant by the CIP Review Panel and/or Administrator at the time of the presubmission consultation meeting. If additional supporting material or documentation is required, or becomes necessary during the processing of this application, the applicant will be contacted and informed prior to this application proceeding. No work associated with the project listed in this application may begin prior to approval by the CIP Review Panel and Town Treasurer and the Financial Incentive Program Agreement being executed. H.
