NYS HCR s Housing and Community Renewal Agencies are Responsible for More than 1.3 Million Units Throughout the State. Together we issue bonds, administer state programs and federal program dollars on behalf of New York State, administer the state s rent laws, and develop public and private partnerships that support our mission to improve and preserve New York s homes and communities.

Affordable housing and community renewal is an important part of New York s strategy to encourage economic growth. JOBS, JOBS, JOBS. Housing and Community Development equals job creation. Our own studies and analysis, along with those of others, shows that housing and community developments create real and sustainable jobs for communities large and small. Evidence of job creation via these activities should be used to reinforce the support and increased funding by local, state and federal officials. RURAL AREA REVITALIZATION PROJECTS (RARP) Provides financial/technical resources to rural New York communities with populations of 20,000 or fewer residents Provides grants to not-for-profit community based organizations and charitable organizations that have a direct interest in improving the health, safety and economic viability of a rural area or other aspects of the area environment that are related to community preservation or renewal activities. Awards from $50,000 to $200,000 to undertake housing preservation and community renewal activities in distressed rural areas by preserving existing housing units, generating new housing units, upgrading commercial and retail areas and by creating innovative approaches to neighborhood and community revitalization which improve cultural and community facilities.

Watertown, NY NYS CDBG, NYMS and Low Income Housing Tax Credits combined with other funding to help preserve the historic Franklin Building in downtown Watertown, NY providing affordable apartments, commercial retail space, and revitalizing the local economy.
Developing and Preserving Homes and Communities Statewide Recent Accomplishments Affordable Housing Development HCR financed the development of 24,119 units of affordable rental housing across the state from 2007-2010, and nearly 2,000 affordable supportive housing units in the last four years Affordable Housing Preservation HCR financed the preservation of more than 13,000 units of affordable housing since 2007 Community Revitalization From 2007-2010, HCR awarded Community Development Block Grant funds to 126 projects that will create or retain more than 7,000 jobs, and provided New York Main Street funding to help 152 community-based initiatives strengthen Main Streets and downtown business districts
