Summary For 2017, SCDC intends to focus on five primary areas of effort: Strengthening and expanding the existing Business Retention and Expansion program. Enhance SCDC s role as the lead and go-to economic development agency in the region. Continue to identify and advocate for industrial property development and infrastructure improvement throughout the region. Expand community participation in economic development. Enhance partnerships throughout the region to create and grow resources for entrepreneurs and start-up businesses. Mission Statement: through responsible development on Oregon s south coast. Goals: 1. SCDC recognizes the value and impact of existing businesses on our economy. As such, business retention and expansion (BRE) efforts play an integral role in economic development efforts on the South Coast. SCDC s BRE efforts include: A. A robust business outreach campaign for local, traded sector businesses. B. Support existing business by developing and implementing a business retention and expansion program by enhancing and facilitating access to financing, state and local permitting, workforce training and all factors affecting business success and growth. C. Assist the communities of Coos, Curry, Western Douglas, and Western Lane Counties in identifying niche economic development opportunities and devise a strategic plan to realize them. 2. Be the one-stop resource for accurate and up to date economic, demographic, and other statistical data used by companies, site selectors, commercial real estate professionals, municipalities, and other organizations that are considering locating to, or expanding in, the South Coast region. Provide the professional local expertise to guide site selectors, developers, and business start-ups/expansions through the entire site selection, permitting and construction process. 3. Develop marketing strategies to enhance awareness of SCDC services, projects, and initiatives. Assist local businesses with assistance reaching new markets and customers, to assist them in growth and expansion efforts.
Goal 1 4. Continue to build SCDC s effectiveness through membership, communications and active support of Coos County, Curry County, Douglas County, Lane County, the incorporated cities, port districts and business partners. 5. Work towards successful creation of The REEF (Rural Entrepreneurship Ecosystem Framework). The REEF aims to create space for co-located partners that provide business development services, as well as business incubator and training space. SCDC 2017 GOALS Workplan Goal: Strengthen and expand Business Retention and Expansion (BRE) program. 1. Increase business outreach. 2. Provide services to businesses that assist with expansion efforts. 3. Work with local businesses on expansion and retention needs. Enhanced community awareness of BRE program and services. Promote and grow Trailing Spouse and Buzz on Biz Program & provide program impact metrics. Goal 3 Goal 2 Workplan Goal: Become Go-to community resource for economic development, and education on projects and potential opportunities. 1. Develop easy to access catalogue of resources for doing businesses in the region. 2. Identify industrial and commercial properties for development. 3. Evaluate existing regional resources and strengths. 4. Evaluate current infrastructure needs and advocate for necessary improvements. 5. Identify brownfield or blighted properties. Work with each community to create a stepby-step guide to starting a business. Maintain searchable database of developable properties and market sites on SCDC Website. Create strong network for SCDC Property Team. Enhance current community profile highlighting the region s assets and resources. Facilitate certification of sites, advocate for improved infrastructure. Assist property owners and communities on redevelopment/clean-up plans. Modernize our presentation online, in print, and marketing materials. 2. Enhance our online outreach. Build social media presence. 3. Identify traded sector growth opportunities. 4. Enhance marketing of SCDC projects. Develop plan to assist existing businesses with growth opportunities and marketing to supply chain businesses for relocation. Goal 5 Goal 4 Workplan Goal: Expand membership participation. 1. Stakeholder event forum. 2. Conduct regular updates to cities, counties, and special districts. 3. Engage Board of Directors in Membership recruitment. 4. Upon completion of projects issue Bang for Buck report. Meet and greet with membership and invited public. Executive Director meets with boards of county, all cities and special districts. Provide the board of directors with necessary materials and support to reach 2017 membership goals. Provide information regarding new payroll and new capital expenditures in community. January, 2017 July 2017 & Ongoing Workplan Goal: Develop The REEF: Rural Entrepreneurship Ecosystem Framework. 1. Create multi-pronged fundraising campaign. 2. Develop program structure and management plan for The REEF. 3. Develop a marketing plan for The REEF. 4. Begin Redevelopment. Raise adequate funds to complete design, permitting, construction, and opening of The REEF. Have a detailed plan for how SCDC would manage spaces and collaborate with colocated partners. Have a plan to market available space for lease, training programs available, and startup success stories.
