The Ministry of Education met the project's third phase DLIs in June 2016, and an additional US$27 million will be transferred by June 30, 2016, bringing total project disbursements to about US$69 million out of a total project amount of US$97 million. Disbursements continue to be ahead of projections. The DLIs achieved and verified in the third phase were as follows: 1. DLI 7: US$7 million equivalent was disbursed based on the fact that MoE has paid stipends to at least 40,000 basic education students in the Student Stipends Program in accordance with the Student Stipends Guidelines. IDA has accepted verification showing that the total number of stipends paid to date is more than 100,000, and that the stipends were paid in accordance with the Student Stipends Guidelines. 2. DLI 8: US$19 million equivalent was disbursed based on the fact that At least 150 townships have transferred grants to at least 80 percent of schools within their township in accordance with the formula set forth in the School Grants Guidelines. IDA has accepted verification showing that 68 percent of townships or about 224 townships transferred grants to at least 80 percent of their schools in the June 2015 school grants transfer and that 52 percent of townships or about 172 townships transferred grants to at least 80 percent of their schools in the October 2015 school grants transfer, all in accordance with the School Grants Guidelines. MoE thus met the DLI target in both its annual transfers. 3. DLI 9: US$1 million equivalent was disbursed based on the fact that MoE s second annual status report on the school grants and stipends programs has provided updates on all progress indicators defined in the School Grants Guidelines and the Student Stipends Guidelines. The second annual status report was received on May 28, 2016. IDA s review confirms that the report provides the required updates of progress indicators. DLIs for the third year of the project, to be met by March 2017 and verified by June 2017, are listed below: 4. DLI 10: US$7 million will be disbursed when "MoE has paid stipends to at least 100,000 basic education students in the Student Stipends Program in accordance with the Student Stipends Guidelines." 5. DLI 11: US$20 million will be disbursed when At least 200 townships have transferred grants to at least 80 percent of schools within their township in accordance with the formula set forth in the School Grants Guidelines." 6. DLI 12: US$1 million will be disbursed when MoE has certified that at least 50 percent of all schools have produced school improvement plans." The stipends program is currently being implemented in 55 townships (out of 330 townships in Myanmar). The stipends program is active in all Myanmar's 18 states and regions. Stipends have been awarded to nearly 100,000 stipends students in 2015-16. This number is expected to increase to 180,000 students during school year 2016-17. The Ministry of Education's engagement in the monitoring and evaluation program continues to be exemplary. MoE's M&E working group continues to be engaged actively with the Bank and Save the Chidren Myanmar in supporting qualitative and quantitative evaluation of the programs. Save the Children Myanmar continues to effectively carry out operational evaluations and provide support for verification of the DLIs. MoE has used the results of these evaluations to revise and improve its program guidelines for school grants and stipends for the second straight year. 6/17/2016 Page 2 of 10
