Senior Citizen Commission Agenda Item 8B MEETING DATE: March 21, 2017 PREPARED BY: DEPARTMENT: Christie Goodsell Senior Center Manager DIRECTOR: Jennifer Campbell Parks & Recreation SUBJECT: SENIOR AWARDS PROGRAM RECOMMENDATION: Senior Citizen Commission by vote selects one finalist for the Senior of the Year Award and one finalist for Service to a Senior Award by reviewing nomination forms and listening to the nominator s presentation. STRATEGIC PLAN: This item relates to the Recreation Focus Area to promote active lifestyles and community health by furthering access to trails, parks, beaches and other recreational opportunities. FISCAL CONSIDERATIONS: There is a nominal fiscal impact associated with this report for the purchase of a plaque to honor the award recipients. BACKGROUND: The Senior Citizen Commission developed the Senior Awards program per the 2016-17 work plan, special projects, item 9, partnering with a service club to initiate and implement a City co-sponsored senior citizen of the year award. This is the third year administering the awards program. Criteria for the Senior Citizen of the Year included breadth of activities such as learning, volunteerism, leadership, mentoring, and level of commitment, and level of impact. Eligibility includes being an Encinitas resident in 2016, must not be an elected official or city employee in 2016 and must be a minimum of 60 years of age. Service to Seniors criteria includes selfless behavior/service, contribution to the health and welfare of seniors and making a difference in the community. ANALYSIS: Program promotion began in January 2016 with distribution of the press release and nomination forms to various media outlets, City of Encinitas website, and various businesses and non-profits in Encinitas.
Nominations for both awards were accepted from January 23, 2017 to March 1, 2017 for work accomplished in 2016. There were five (5) nominations submitted for Senior Citizen of the Year and three (3) nominations for Service to Seniors. The sub-committee included two (2) Commissioners and one (1) Rotarian who rated the entries. The top finalist for Senior Citizen of the Year is Jay Williams. The top finalist for Service to Seniors is Martin Cooper. The Senior Citizen Commission as a whole will anonymously vote to select one award recipient in each category. Award recipients will honored at an Encinitas City Council meeting on May 17, 2017 with a perpetual plaque housed at the Encinitas Senior Center, and receive invitations as guests of honor at an Encinitas Rotary luncheon on May 24, 2017. Award recipients will also receive recognition on both the City of Encinitas website and Encinitas Rotary website, and be invited to participate as a special guest at the Encinitas Holiday Parade on December 2, 2017. The Senior Awards Ad-Hoc Committee selected the finalists; however, all nomination forms are attached for Commission review and consideration. ENVIRONMENTAL CONSIDERATIONS: The action considered by the Senior Citizen Commission is exempt from the California Environmental Quality Act (CEQA) because it is not a project under Section 15378(b)(5) of CEQA Guidelines. The action involves an organizational or administrative activity of government that will not result in the direct or indirect physical change in the environment. Outstanding Parks and Recreation Volunteer of the Year- The Parks and Recreation Commission recognizes an individual and a community group for the Outstanding Parks and Recreation Volunteer of the Year for those who demonstrate significant leadership and commitment to enhancing and supporting parks and recreation experiences in Encinitas.
