REQUIRED PREREQUISITES: Entry Level Firefighter applicants must meet the following criteria. Current Utah Emergency Medical Technician (EMT) or Paramedic (EMT-P) certifications, will be required to obtain an EMT-A within one year of employment, AND CURRENT OR expired within last 5 years of application closing date, National Fire Protection Association Firefighter 1 and 2 (NFPA FF-1 & FF-2), and Hazardous Materials First Responder Awareness and Operations (NFPA HazMat Awareness & Operations) certifications from either the Utah Fire Rescue Academy (UFRA) or any other certifying agency that provides an International Fire Service Accreditation (IFSAC) reciprocity certification. An IFSAC sticker with a legible number must be present on copies of certificates including reciprocity. National Registry EMT or Paramedic will be accepted on application, but candidate will be required, upon hire, to obtain Utah State EMT or Paramedic reciprocity for Utah Emergency Medical Technician or Paramedic within three (3) months of start date. Lateral Firefighter applicants must meet the following criteria. Experience and Training Guidelines: Some firefighting and EMS experience is desirable; minimum certification as a Utah EMT or EMT-P and UFRA or IFSAC: NFPA FF-1, NFPA FF- 2, Hazardous Materials First Responder Awareness, and Hazardous Materials First Responder Operations; equivalent to the completion of the twelfth grade, supplemented by college level course work. Work in an emergency firefighting and rescue environment; work in intense life threatening conditions; exposure to fire, smoke, bodily fluids and noise; running, walking, crawling, climbing, stooping and lifting; work in inclement weather conditions; may wear heavy protective equipment while working. Knowledge of: Principles, practices, and procedures of modern firefighting; operation of equipment, tools, devices, facilities and their proper use; emergency medical, CPR and other medical assistance techniques; operation of ambulances. Ability to: Read, understand, and act in accordance with departmental policies, rules and instructions in the field of firefighting; demonstrate mechanical aptitude as required in the operation of firefighting equipment; demonstrate physical aptitude; meet the emergency medical technician requirements prescribed by the State of Utah; learn and maintain a comprehensive knowledge of the layout of the City s streets; learn to identify various hazardous materials; retain presence of mind in emergency situations; think and act quickly and effectively in emergencies; understand and follow oral and written directions promptly and accurately; analyze fire and emergency situations and adopt effective courses of action; operate and maintain voice radio equipment; possession of, or ability to obtain and maintain, a valid Utah State driver s license; drive ambulance vehicle in an approved safe manner; perform heavy lifting and physical maneuvering; communicate effectively, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work. Maintain physical condition to perform essential duties as specified in firefighter certifications and evaluated annually through the Ogden City Fire Department Fitness and Testing Standard ; maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include performing life threatening firefighting activities in an emergency situation; running, walking, crouching or crawling during emergency operations; moving equipment and injured/deceased persons; climbing stairs/ladders; performing life saving and rescue procedures; walking, standing or sitting for extended periods of time, operating assigned equipment and vehicles. Effectively deal with personal danger which may include exposure to fire encompassed

surroundings, dangerous persons, dangerous animals, hazards of emergency driving; hazards associated with traffic control and working in and near traffic, natural and man-made disasters. Maintain effective audio-visual discrimination and perception needed for making observations; communicating with others, reading and writing, operating assigned equipment and vehicles. Maintain mental capacity which allows the capability of exercising sound judgment and rational thinking under dangerous circumstances; evaluating various options and alternatives and choose an appropriate and reasonable course of action; demonstrating intellectual capabilities during training and testing processes. As needed, work additional hours outside of the normal and planned scheduled workdays. Essential Functions Firefighter/EMT B: As an entry-level class, employees may have only limited experience but must have and maintain mastery of skills in the listed pre-requisite certifications. Receives immediate supervision from the company officer. When assigned to any position: Respond to fire alarms with assigned company; lay and connect hose; maintain pumping apparatus; hold nozzles and direct water streams; raise and climb ladders; ventilate burning structures; enter buildings to evacuate occupants; operate all types of fire operation and rescue equipment including portable fire extinguishers, pike poles, hand lines, smoke ejectors, salvage covers, forcible entry tools, aerial ladder equipment and emergency medical equipment; respond to emergency medical incidents; analyze patient needs and administer basic life support; assist paramedics at medical emergencies; apply techniques for the control of airway, breathing, circulation, spinal immobilization, shock, patient packaging, and ambulance transport; respond to a variety of general emergency rescue calls including auto accidents, chemical emergencies, trapped persons, ill persons, etc.; obtain and preserve evidence at a fire scene; participate in determining fire origins and causes; clean apparatus and equipment at fire stations; perform general custodial duties as required; complete one hour of physical training during each 24 hour shift; prepare and maintain a variety of firefighting preplan drawings and schematics; participate in fire drills; attend training sessions on fire fighting techniques, emergency medical care and the proper use of all equipment and related tools; provide public information and instruction on fire prevention, CPR, and career opportunities; inspect building structures for compliance with fire codes; prepare reports and citations; explain City fire codes and fire prevention policies and procedures to the public. Perform related duties and responsibilities as required. Maintain good knowledge of City layout. When Assigned to a Paramedic position: Respond to emergency medical incidents; analyze patient needs and establish priorities for treatment; administer lifesaving procedures appropriately and according to protocol; provide Advanced Life Support and Basic Life Support treatment as required by standing protocol or E.R. orders; may administer E.K.G. monitoring, IV fluids, medications, defibrillation, intubation, extrication, bleeding control, oxygen, splinting and other treatment as required; assist other paramedics at medical emergencies; apply techniques for management of multiple patients; maintain inventory and equipment in emergency trucks; stock supplies as needed; maintain the cleanliness and order of the truck. When Assigned to an Engineer position: Operate and oversee the use of numerous types of vehicles, equipment, tools and apparatus; drive fire-pumping and aerial apparatus to alarms; operate pump at the fire; regulate water pressure through hose lines; maintain good knowledge of City water system; inspect vehicles, equipment and apparatus including aerial and pumping equipment; perform maintenance and minor repair work; identify the need for major repairs;

maintain records of maintenance and overhauls; maintain station mechanical equipment as assigned by supervisor; train other firefighters and prospective engineers as assigned by supervisor. When Assigned to a HAZARDOUS MATERIAL TEAM: Monitor and inspect facilities which handle, store, or manufacture hazardous materials; check for code and regulation compliance; participate in the review of hazardous materials business plans; review proposed projects for compliance with Federal, State, and local laws; conduct cause, origin, and criminal investigations of hazardous materials incidents as required; attend and receive training to gain knowledge and expertise in fields related to the skill level of a Hazardous Materials Technician as defined by NFPA Standards 471, 472, and 473, and OSHA CFR 29 1910.120; develop and implement various training programs on hazardous materials and response problems for City employees including the Fire Department according to Federal and State regulations; respond to hazardous materials incidents on an on-call basis and under emergency conditions; serve as technical advisor or planning section chief to the Incident Commander and HAZMAT team. When assigned to a RESCUE TEAM position: Participate in development and review of community emergency action plans for compliance with Federal, State, and local laws; assist in development and delivery of Ogden City s Emergency Preparedness and Response Programs; attend and receive training to gain knowledge and expertise in fields related to the skill level of a Specialized Rescue Technician as defined in OSHA CFR 29 1910.210 and.146; acquire mastery of skills related to specialized rescue situations such as, collapsed building rescue, high angle rescue, confined space rescue, swift water rescue, ice rescue, etc.,; maintain and repair tools related to technical rescue; develop and implement various training programs on technical rescue and response problems for City employees including the Fire Department; respond to specialized rescue incidents on an on-call basis and under emergency conditions; serve as technical advisor to the Incident Commander. When Assigned to a Mechanic position: Maintain an inventory of tools and supplies needed for mechanical repair; ensure the cleanliness and safety of fire engines; assist fire engineers with minor repairs and maintenance as required; repair and replace headlights, spotlights, warning lights, overheads, indicators and related equipment; mount equipment and make practical modifications; perform air quality checks; minor repairs and maintenance to the self contained breathing apparatus (S.C.B.A.) air compressing and storage system; repair and perform preventative maintenance on SCBA; maintain accurate records of all repairs and hours worked; service and repair fire department small engines and tools; troubleshoot, make recommendation or make repair to problems that arise with the various property and buildings assigned to the fire department. Candidates will be notified of the location and time after the closing date. Candidates must successfully pass the physical fitness test to continue in the process. See Appendix B for the requirements of testing. National Fire Select Written Test Will be administered on Friday, March 23, 2018. The National Fire Select Test (NFST) FPSI s National Fire Select Test (NFST) job related written test used to measure candidates ability to effectively work with the public and other members of their department in addition to reading comprehension, writing ability, mechanical aptitudes, map reading, mathematical reasoning, and various human relations skills. See Appendix A for information on their preparation products. Oral & Assessment Interviews: Tuesday, April 17, 2018 and Wednesday, April 18, 2018. A time will be scheduled for each candidate at which time the location will be given. The oral portion will consist of a series of questions. The manipulative skills assessment center measures the candidate s ability to perform firefighting skills based off of IFSTA Firefighter I and II standards and EMS skills based off of Utah State EMT standards. ENTRY LEVEL FIREFIGHTER APPENDIX B OGDEN FIRE DEPARTMENT FITNESS STANDARD TESTING COMPONENTS Physical Fitness Testing Components; One Bench Press of 70% of the applicant s body weight Sit and reach assessment. Grip strength with a minimum of 40 kg of force Vertical Leap with a minimum of 16 inches Sit-ups with as many as possible in one minute. Minimum of 25. Push-ups with as many as possible. Minimum of 20. Metabolic Equivalent Test (METS) with a minimum of 9.2 METS This is a pass/fail test.
