Certified Local Government program Created by Congress in 1980 Federally-funded State-administered Assists local governments interested in historic preservation
Certified Local Government program Provides grant funding and technical assistance to cities, counties, and towns who meet certification standards established by the State Historic Preservation Office and the National Park Service
What all CLGs have in common a firm belief in the public benefits of historic preservation and a strong commitment to preserving the historic places essential to their community s unique identity
Colorado CLGs: Provide local preservation leadership Provide technical assistance Adopt a preservation ordinance Review projects within their jurisdiction
Colorado CLGs: Participate in Section 106 review of federally-funded projects Can review state tax credit projects for residential properties on behalf of the State Historic Preservation Office
Key Benefits of CLG Status: Local landmarks designated by CLGs are eligible for the state tax credit program and State Historical Fund grants Access to technical assistance and guidance from SHPO and NPS Access to annual no-match grants available only to CLGs
CLG Subgrant Program 10% of the funding Colorado receives from the Historic Preservation Fund (HPF) Program must be subgranted to CLGs for local preservation projects

Consultant Services Eligible Expenses you must solicit proposals from at least three (3) qualified professionals CLGs may enter into either a flat fee contract or a non-flat fee contract with a consultant structure of a consultant s contract with the CLG will determine the level of financial documentation required
Flat-Fee Contracts Invoices include a list of tasks completed and invoiced amount
Non-Flat Fee Contract Invoices include the number of hours worked, hourly rate, travel expenses, and a breakdown of all other expenses Consultant hourly rates cannot exceed federal limits Travel rates cannot exceed federal and Colorado standards All expenses incurred by consultant must be supported by receipts/invoices
Fiscal 2017 Rates Consulting: $76.73/hour Mileage: $0.54/mile Hotel: $91/night Meals: $51/day
Eligible Expenses Supplies and Materials: Purchases must follow federal procurement rules When not included in flat fee contracts, supply/materials reimbursement requests must be supported by invoices/receipts
Eligible Expenses Mileage and Travel Expenses: Documentation required for mileage reimbursement When not included in flat fee contracts, other travel expenses must be itemized and supported by receipts and cannot exceed federal and Colorado limits
