REQUEST FOR PROPOSALS Springbrook Park Playground Submittal Deadline 4pm, Monday, October 17, 2016 The City of Lakewood is soliciting proposals from qualified companies for the purchase and installation of playground equipment for an all abilities inclusive playground at Springbrook Park located at 12601 Addison Street SW Lakewood, WA 98499. Submittals must be received no later than 4pm, Monday, October 17, 2016. General Information: The mission of the Lakewood Parks Recreation and Community Services Department is to create a safe, vibrant, and healthy community where opportunities abound. Springbrook Park is a 6 acre park currently being expanded to include, sports fields, community garden, picnic shelter and areas, pathways, bridge, basketball court and a parking area. The Springbrook neighborhood is a low income and culturally diverse area. This proposal is to enhance this project with an inclusive playground. This site will be accessible to all who visit, whether playing on the equipment or bringing someone to play. It is the intent of the City of Lakewood to award one contract to the most responsive company. Supplemented products may be incorporated into the final playground design. Contract will not be awarded until City of Lakewood is satisfied that successful firm is reasonably familiar with the class of work contemplated and has the necessary capital, tools and experience to satisfactorily perform the work within the time stated. The right is reserved by the City of Lakewood to waive any informality, irregularities, or technical defects in the RFPs received, to reject any or all proposals, to accept any proposal or part of a proposal which, in its judgment is most advantageous to the City. The City reserves the right to re-advertise for new proposals or to otherwise carry out the work. Since the site is currently under construction, coordination with the current contractor may be necessary or implementation in part or whole may occur once the current park project is completed. Proposals shall be submitted by the deadline noted above with the outside clearly marked with the company name, the project name as it appears in this request, and the name and address of the company submitting the proposal. A non-mandatory opportunity to tour the site with city staff will be available on Friday, September 30 at 10am.
Project Scope: The ultimate objective of the RFP is to provide the City with the most equipment, play experiences and quality products at the established budget that will be most advantageous for the City. Project Budget is $100,000 including all equipment, resilient fall material, taxes, freight to Lakewood and installation. Play structure and equipment must fit within and near concrete curbed area shown on Exhibit A. Area is Approx. 7,800 sq. feet. Color scheme to be determined at the time of order This project will be a community based installation project. The City of Lakewood intends to have community volunteers install the play equipment under the direction/supervision of the playground equipment company s designated personnel who is a certified playground installer. The purchase and installation of play structures and resilient material must meet ADA accommodation requirements and ASTM F1487-01 requirements for safety. A single type or variety of resilient fall materials to create safe and specific areas can be proposed. (Mats, poured in place, synthetic turf) City prefers not using wood chips as the main product for this project. Playground must include: o Separate play areas for 2 5 and 5 12 year olds o A mister (water connection provided by the city) o 1 2 adult exercise stations o Fun and easily accessible activities dispersed throughout the area. o Swings o Slides o Climbers o Avoid equipment that includes tunnels or hiding places o Reuse of a Playcraft free standing spin tower (Use zone is 19ft diameter) o Equal opportunities for everyone to participate in a variety of play activities that address physical, social, cognitive, communication, and sensory development and promotes an environment that encourages active exploration, problem solving, imagination, creativity and fun! Submittals: To be eligible for consideration proposals must be received no later than 4pm Monday, October 17, 2016. The response may be hand delivered or mailed to the City Clerk s Office, Lakewood City Hall, 6000 Main Street SW, Lakewood, WA 98499. Springbrook Park should be clearly labeled on the outside of the envelope / package. Proposals should be prepared simply and economically, providing straightforward and concise information. The City shall not be responsible for any costs incurred by the company preparing, submitting or presenting its response to the RFP. The proposal shall include: 1. Cover Sheet 2. Letter of Interest. Include anticipated timeline for purchase/installation 3. Layout to scale of the proposed play area 4. Color photo display board or other visual representation of the proposal 5. Proposal Selection Criteria Proposal will be selected based on the following criteria: 1. Ability to provide the services based on the contemplated scope of work. 2. Creative approach to implementing the project within established budget. 3. Play opportunities for various age groups and abilities 4. Unique approach to meet the social, emotional, physical, sensory, and cognitive needs of all children. 5. Overall quality of manufacturers equipment 6. Presentation materials 7. References 8.
