Dear Colleagues: ANHA is getting ready for a great Mid-Year 2009! At this year s spring convention, you will have the opportunity to attend educational seminars and social events with your peers. Administrators, Nurses, and Social Service Personnel will be offered continuing education credits for a wide variety of educational seminars that focus on hot issues that are currently affecting our industry. Entertainment will include a Golf tournament (optional), a kickoff reception and a Beach Bash Cookout at the Perdido Beach Resort in Orange Beach, Alabama. ANHA Mid-Year Convention 2009 Convention Agenda Event-by-Event Details Monday May 4, 2009 8:30-10:30 AM Executive Board Meeting This is the monthly board meeting of the ANHA. ANHA members are invited to attend. 11:30 AM 5:00 PM ANHA Golf Tournament Join us at the Craft Farms Cypress Bend Golf Course located in Gulf Shores, one of Southern Alabama s premier courses. We will begin at 11:30 a.m. with a luncheon cookout. A 12:30 p.m. shotgun start will begin the golf tournament. This is a relaxing way to get to know your colleagues as we begin our week of education and fun in the sun!! The Registration T-Shirts are sponsored by: The Registration Nametags & Lanyards are sponsored by: 1:00 2:00 PM ANHA Convention/ Education Committee Meetings The ANHA Convention and Education Committees will meet to plan for future educational seminars and to make plans for the ANHA 2009 Annual Convention. 2:30 5:45 PM Educational Session: Regulatory Update The Centers for Medicare and Medicaid Services (CMS) has released new surveyor interpretive guidance for Ftag 309 Quality of Care. This particular guidance will be released in two phases. The first part of the released guidance for Ftag 309 addressed specific issues in quality of care; i.e., dialysis, recognition and management of pain, and Hospice. The second phase release for Ftag 309 will address end of life issues. (CMS has not yet determined when the second part of this guidance will be completed and released.) In addition to the release of the interpretive guidance for Ftag 309, CMS also plans to release revised language and surveyor protocol for ten additional Ftags: F172 - Access and Visitation Rights; F175 Married Couples; F241 Dignity; F242 Self- Determination and Participation; F246 Accommodation of Needs; F247 Room & roommate changes; F252 Environment; F256 Adequate & comfortable lighting levels; F461 Closet space; and F463 Resident Call System. This session will address the newly revised language, with specific instruction as to: surveyor investigative protocols; determination of compliance; deficiency categorization; specific discipline responsibilities; and examples of compliance and noncompliance. Cat Selman was involved in the revision of language and guidance for each of these regulations. Come and hear what your facility needs to have in place to meet the survey focus in these areas! At the end of this session, participants will be able to: describe the eleven federal regulations that contain newly revised surveyor guidance; define the four specific quality of care issues detailed in Ftag 309 and describe Determination of Compliance criteria that will be considered by surveyors when assessing Ftag 309. About the Presenter: Catherine R. Cat Selman, a nationally renowned speaker, educator and consultant, believes that learning should be fun - no matter what the topic is! She brings to her sessions realistic, common-sense approaches and techniques, along with humorous, down-to-earth stories that educate, motivate and entertain. She received her BS Degree from Trevecca University and has completed graduate work at USM. She served as a Corporate Management Consultant for 101 nursing facilities in seven states before starting her own business in 1988. With over 30 years of experience in health care practice, education and consultation, Ms. Selman has trained providers and surveyors in all fifty states. She has held positions on a variety of CMS Workgroups, assisting in drafting the HCFA activities interpretive guidelines in 1987 and 1990. More recently she assisted CMS with the development of a Satellite Training Program for surveyors entitled, Surveying Activity Requirements in Nursing Homes. She served as a member of the CMS Panel of Experts who revised the activity
guidelines for federal regulations F248 - Activities & 249 Activity Director Qualifications and assisted with the development of surveyor training materials. She has been a repeat presenter at the annual conferences of both the American Health Care Association (AHCA) and the American Association of Homes & Services for the Aging (AAHSA), at their request. State and national associations continue to request Cat for return visits to their membership educational conferences. 8:30 11:45 AM Educational Session: Avoiding Medicaid Pitfalls and Other Important Medicaid Eligibility Issues With Medicaid budget uncertainties and tough economic times, it is critical that providers be equipped to assist families with the Medicaid eligibility process. Nursing facilities are one of the first points of contact for facilities seeking assistance with nursing home placement. This seminar is designed to provide essential information to nursing home staff and elderly advocates for greater understanding of Medicaid regulations governing eligibility and the nursing home program. The objectives of this program are: 1) to educate nursing facilities on eligibility policy updates and new problem policy areas with nursing home eligibility, 2) to discuss problem areas related to conservatorship responsibilities and misuses of power of attorney responsibilities, 3) to identify payment risk issues related to eligibility policies and develop a plan for positive outcome, and 4) to identify payor source and the process involved in getting paid. About the speakers: Liz Hammond is a Consultant with Healthcare Compensation Solutions. She is a retired state employee that has previous experience with the Alabama Medicaid Agency and the Department of Human Resources. Chip Durham is an Attorney with Healthcare Compensation Solutions. This Educational Seminar is sponsored by: 1:15 3:15 PM Educational Session: OBRA Screening (PASRR) Update In 1987 Congress passed PL 100-203, Preadmission Screening Resident Review (PASRR) which required all applicants and residents of Medicaid certified NF, regardless of payment source, to be screened for mental illness (MI) and mental retardation/related conditions (MR/RC). During this important seminar attendees will be updated on the latest activities regarding the OBRA Screening Process. By the end of this program, attendees will have an understanding of the importance of the OBRA Screening Process and its relation to the nursing home admission process. Continuing Education Credits The 2009 ANHA Mid-Year Convention has been approved for 14 hours of CEU credits by the Alabama Board of Nursing Home Administrators, the Alabama Board of Social Work Examiners (Provider #0012), the Alliance for Long Term Care Quality Improvement, and for 16.8 contact hours by the Alabama Board of Nursing (ABNP0151 expires 3/12/2013). The ANHA has submitted approval for 14 CEU credits from the Alabama Board of Examiners of Assisted Living Facility Administrators. Don t Forget!
