Ginsburg, General Manager Toks Ajike, Interim Director of Planning and Capital Program Toni Moran, Senior Administrative Analyst McLaren Park Trails - Visitacion Avenue Corridor Agenda Wording McLaren Park Trail Improvements -Visitacion Avenue Corridor - Discussion and possible action to (1) adopt a resolution approving an application for an Urban Greening Grant from the California Natural Resources Agency in the amount of $339,625 for the Visitacion Avenue Corridor Trail Project; (2) recommend that the Board of Supervisors authorize the Recreation and Park Department to Accept and Expend the Grant; and (3) authorize the General Manager to enter into an agreement with the State to administer the Grant funds. Strategic Plan Strategy 1: Inspire Public Space: Develop more open space to address population growth in high needs areas and emerging neighborhoods. Objective: 1.2: Strengthen the quality of existing Parks & Facilities Strategy 3: Inspire Investment: Through community engagement, advocacy, and partnerships, cultivate more financial resources to keep San Francisco s parks and programs accessible for all. Objective 3.3: Cultivate increased philanthropic support. Background/Project Description The Capital and Planning Division is requesting the adoption of a resolution to apply for an Urban Greening Grant in the amount $339,625 to support the McLaren Park Trails -Visitacion Avenue Corridor Project. The Urban Greening Grant Program supports projects that reduce greenhouse gas emissions through planting trees that sequester carbon or constructing bicycle or pedestrian facilities that reduce vehicle miles traveled. The program is administered by the California Natural Resources Agency and is funded by Greenhouse Gas Reduction Funds. About $25 million is available this grant round. A minimum of 25% of the funds will be allocated to projects located in or serving low-income communities, as defined by Assembly Bill 1550.

The Visitacion Avenue Corridor Trail Project is within and serves the greater Visitacion Valley, identified as a low-income community per Assembly Bill 1550. The Project will construct a new multi-use trail that provides park access from this community to key activity centers including the Visitacion Valley Middle School, the McLaren Park Community Garden, and John King Senior Center. Through existing sidewalks and trails, the new path will also connect to the larger McLaren Park Trail System, several McLaren Park activity centers and the Excelsior neighborhood. The Project is identified as a priority in the McLaren Park Vision Plan and the grant will supplement existing 2012 Clean and Safe Neighborhood Parks Bond funds currently allocated to the project. Projects must be completed by May 2021 and this is consistent with the Project s schedule. A Declaration of Restriction is required for this grant program; however, since McLaren Park is already protected under Section 6(f)(3), the State will likely waive this requirement. The Department is requesting that the Commission adopt a resolution to apply for the Urban Greening Grant, recommend that the Board of Supervisor to authorize the Department to Accept and Expend the funds, and authorize the General Manager to enter into a grant agreement with the State to administer the grant. This action is not an approval of a project for CEQA purposes. The Department conducted an environmental review in 2010, and will determine whether and to what extent any further environmental review for the Project is warranted, when it develops a draft concept plan for the Project. Funding and Budget Current Project Construction Estimate: $ 479,545 Sources Funds Secured: 2012 Clean and Safe Neighborhood Park Bond $ 139,920 Funds Pending: Urban Greening Program Grant $ 339,625 $ 479,545 Staff Recommendation RESOLVED that this Commission (1) adopt a resolution approving an application for an Urban Greening Grant from the California Natural Resources Agency in the amount of $339,625 for the Visitacion Avenue Corridor Trail Project; (2) recommend that the Board of Supervisor authorize the Recreation and Park Department to Accept and Expend the Grant; and (3) authorize the General Manager to enter into an agreement with the State to administer the Grant funds.
