Allegheny County Sanitary Authority (ALCOSAN) REQUEST FOR QUALIFICATION STATEMENT AND TECHNICAL APPROACH for PROFESSIONAL SERVICES PROGRAM DIRECTOR WET WEATHER PROGRAM CAPITAL PROJECT S448 1.0 INTRODUCTION December 2015 The Allegheny County Sanitary Authority ( ALCOSAN ) is soliciting Letters of Interest and Statements of Qualifications (collectively, Qualifications Submittals ) from firms interested in providing Professional Engineering Services for the Program Director of the ALCOSAN Wet Weather Program. The purpose of the Program Director is to support the long-range planning and implementation of the Wet Weather Plan (WWP) and assist with the coordination of the Capital Improvement Program (CIP). These services are one of many professional services ALCOSAN intends to procure in the next twelve months to support the multibillion dollar capital improvement program to comply with federal, state and local regulatory requirements. Figure 1 depicts the proposed organization of professional consultants anticipated to implement the various programs of the Wet Weather Plan. It is anticipated that the Program Director and several of the individual Program Management opportunities will be procured in 2016. The Program Director will be precluded from proposing on the four Program Management opportunities identified in the chart, either as a prime or subconsultant. The firm selected for the Program Director will enter into a professional services agreement with ALCOSAN. The proposed services will be managed by the Owner s Representative (OR) under the Director of Engineering and Construction for ALCOSAN. The selected Program Director will be an integral part of a planned Program Management Office (PMO) intended to manage the WWP. The Program Director will be responsible for the preparation of the Work Plan that defines the projects and tasks anticipated for the current budget year. The Program Director contract will be a three year agreement with two one-year extensions. This document is intended to assist firms in preparing their Qualifications Submittals for this project. All Qualification Submittals that fail to conform to requirements set forth herein will not be considered by ALCOSAN.

3.0 OBJECTIVE ALCOSAN proposes to retain a highly qualified firm to provide the services described herein. Firms and team members with significant experience in planning and managing programs with similar characteristics will be given prime consideration for this assignment. Those firms that participate in this Request for Qualification Statement and Technical Approach process will be referred to as the Firm. Proposer and its Subconsultants shall be referred to collectively as the Team. The official schedule will be included in the contract for professional services.
5.0 EVALUATION OF QUALIFICATIONS SUBMITTALS/SELECTION PROCESS The Program Director will be selected based on the following process: Shortlist: Once the deadline for the submittal has lapsed, ALCOSAN s Procurement Project Team shall review, discuss, and independently score all Qualifications Submittals. The Procurement Project Team will score Qualifications Submittals based on the following non-exhaustive list of criteria: Firm s history and resource capability to perform required services Program Manager Evaluation of assigned personnel Related experience (as appropriate) and technical competence Capacity to perform the work Familiarity with the challenged associated with the WWP Proposed technical approach Proposed MBE/WBE participation Based upon the scores of the Qualifications Submittals, the Procurement Committee will develop a shortlist of approximately three (3) firms. ALCOSAN reserves the right to change the number of shortlisted firms, based upon the number of submittals received. Request for Proposals: Shortlisted firms will be mailed a Request for Proposals ( RFP ). Following proposal submission, firms will be interviewed by ALCOSAN s Project Procurement Team. After completion of the interviews, all proposals will be individually evaluated and scored utilizing criteria clearly set forth in the RFP. 6.0 QUALIFICATION STATEMENTS AND TECHNICAL APPROACH Eight (8) hard copies of sealed Qualifications Submittals and one (1) electronic copy, on a CD, are required. Qualifications submittals must be received by ALCOSAN no later than 4:30 PM on Friday, January 22 nd, 2016. Late and/or noncompliant Qualifications Submittals will not be accepted for any reason. To enable ALCOSAN to efficiently evaluate the Qualifications Submittals, Proposers must strictly follow the required format in preparing their Qualifications Submittals. Each hard copy of the Qualifications Submittals shall be bound using GBC or other semipermanent binding to ensure that pages are not lost. Pages shall be no larger than standard letter size 8 ½ x 11 or folded to that dimension. Each section (as set forth below) shall be separated by a tabbed divider. Elaborate covers, binding, dividers, and the like are not required. ALCOSAN encourages double-sided submittals to preserve paper products, Electronic copies shall be submitted as a PDF document. Each Qualifications Submittal shall be organized in the following order: A. Outside Cover and/or First Page: Shall contain the name of the submittal, the name of the Proposer, point-of-contact, phone number and the submittal date. B. Table of Contents C. Firm s Experience (Tabbed Section 1): The Proposer shall select up to five (5) similar projects to highlight the Lead Firm s project experience. For each project, the Proposer shall prepare a brief, two-page summary of the project including the following information: Project Name and Location Date(s) of Project Project Owner Contact Name/Telephone Number/Email Address Brief Description of the Project, highlighting the involvement of the Proposer Previous ALCOSAN Projects may be proposed but the Firm should include other similar projects as well. D. Team s Experience (Tabbed Section 2): The Firm will submit a listing and composition of local staff and proposed subconsultants to be located on-site at ALCOSAN. The Firm shall attach an Organizational Chart of the proposed Team, not to exceed one (1) page.
The Firm may provide up to ten (10) resumes of key personnel, with each resume not exceeding one (1) page. E. Commitment to MBE/WBE Participation Goals (Tabbed Section 3): ALCOSAN encourages businesses owned and operated by minorities, disadvantaged and women s business enterprises to submit Qualifications Submittals or to participate as Subconsultants or suppliers. The Program Director shall be required to utilize minority, disadvantaged, and women s business enterprises to the fullest extent possible. The MBE/EBE participation goals are 10-25% of the total value of the consulting services. A copy of ALCOSAN s Minority and Women Business Policy Statement is available upon request. The Firm shall submit a statement of its commitment to the policy, not exceeding one (1) page, highlighting MBE/WBE participation rates on the Firm s past projects. In addition, the Firm shall document the scope of work the MBE/WBE firm(s) is/are expected to perform. The Firm should identify what Team members, if any, have teamed with the Firm under other projects. F. References (Tabbed Section 4): The Firm shall provide three (3) references, preferably on projects most similar to the one described in this submittal. ALCOSAN is a municipal authority and is therefore subject to requests through the Pennsylvania Right-To-Know Law (RTKL). Submittals may become part of a RTKL request during and after the subsequent contract. All Proposers shall clearly identify only that portion of the proposal which is considered company proprietary information and, therefore, exempt under the RTKL. A legend at the beginning of the proposal and/or on every page will not be considered sufficient.
