In accordance with Union County (the County) guidelines, submittals for the services specified will be received by Union County at the specified location listed in this RFQ document, until the time and date cited. Submittals received by the correct time shall be considered. Submittals received after the due date and time will not be considered. Submit, one (1) original and five (5) copies, in printed form and on a non-returnable CD or flash drive. Submittals must be submitted in a sealed envelope/box labeled RFQ#2017-007, Program Management and Owner s Representative Services for The Yadkin River Water Supply Project along with the submitter s name and address clearly indicated on the envelope. Instructions for preparing the Statement of Qualifications (SOQs) are provided herein. Selection criteria are outlined in this document. Union County reserves the right to reject any or all submittals, to waive technicalities and to make such selection deemed in its best interest. With limited response, Union County reserves the right to extend the solicitation opening date as appropriate in order to assure a competitive procurement process. 1. PURPOSE AND SCOPE Pursuant to G.S. 143-64.31, the Union County Department of Public Works ( UCPW ) hereby requests qualified consultants to submit an SOQ for professional services for owner s representative and program management services for the implementation of the County s Yadkin River Water Supply Project. This project, estimated at $180 million, will be the largest single capital program implemented by the County. In general the firm will act as an extension of County staff acting as the overall project/program manager for the County. The County envisions using design-build in lieu of traditional design-bid-build project delivery with two or more design build packages. Time is of the essence for the County to have all projects included in the program operational by January 2022. This work will include close collaboration with Union County s leadership team comprised of management, operations, engineering, and legal support. In general, the work is expected to include, in no particular order, the following: Page 2 of 8

Development of overall program master schedule and suggested project delivery packages to meet scheduled completion dates. Coordination of the design and construction efforts. Development of necessary design standards and preliminary design concepts to facilitate overall project coordination Managing overall program budget. Manage and coordinate overall project communications. Determination, with the County, on which activities should be included in the designbuild responsibilities vs. the County or program manager, i.e. acquisitions of easements or other land acquisition. Guide the County in the selection of the design-build teams through development of appropriate RFQ and/or RFP documents, assist in evaluation and selection of qualified firm(s) and assist in negotiations with selected firms. Assistance with development of comprehensive agreement for completion of design and construction. Assistance in negotiation of design-build contracts and a guaranteed maximum price (GMP). Monitoring the design contract including technical reviews and design control, cost and schedule control, and progress reporting. Development of opinions of probable construction costs (OPCC s). Construction contract monitoring and administration as deemed appropriate and necessary. The engineering firm is expected to act and advise the Owner proactively in the best interests of the Owner. The general outline of work is not intended to be all-inclusive. The County is looking for the firms submitting to provide their expertise in formulating a project approach and suggested scope of services for the Program Management services based upon the time and budget constraints identified to deliver this project. A detailed scope of work will be developed during negotiations with the selected firm. Union County, at its sole discretion, reserves the right to expand or limit the work based on project needs. It is the intent of UCPW to select the best qualified firm on the basis of demonstrated competence, qualifications and suggested project approach for the professional services required herein. Submittals made in response to this Request for Qualifications (RFQ) will be reviewed by a committee and ranked based on criteria identified herein. A short-list of firms may be made based on a review of the qualifications. At the discretion of Union County, firms may also be interviewed. Page 3 of 8

2. PROJECT BACKGROUND The UCPW 2011 Master Plan identified several long-term water supply alternative scenarios to meet expected future water demands. To meet future demands, UCPW has pursued the development of a water supply from the Yadkin-Pee Dee River Basin in collaboration with the Town of Norwood. IBT and Lake Use permitting for the Yadkin Regional Water Supply Project (YRWSP) has been initiated. It is expected that the IBT will be finalized by January of 2017 with the Lake Use permit completion expected in the fall of 2018 following Duke Energy and FERC review and approvals. Design and construction of an intake and raw water pumping station at Lake Tillery, raw water transmission piping, water treatment facilities, and distribution transmission piping will be included in the scope of the overall Yadkin Regional Water Supply Program. All projects within the program will utilize the design-build method of project delivery and may include fixed price or progressive approaches. The four anticipated design-build projects are further detailed as follows: Raw Water Intake and Pumping Station: The raw water intake will consist of an upper and lower intake each with a 72-inch screen paired with approximately 210 and 340 feet of 54-inch intake piping, respectively. The raw water pump station shall be capable of delivering a firm capacity of 40MGD, 32MGD to Union County and 8MGD to the Town of Norwood. The initial phase will require a firm capacity of 12MGD for Union County and 2 MGD for the Town of Norwood. The project will also include an architecturally appropriate building, emergency power generation, appurtenant yard piping, surge control, and SCADA communications and controls. To accommodate construction activities and provide an adequate buffer to adjacent residents, acquisition of additional property may be required. The project is anticipated to be initiated following Lake Use Permit approval in the fall of 2018 and must be complete by December 2021. The total estimated project cost is $6.4M. Raw Water Transmission Pipline: The raw water transmission pipeline will include between 23 and 30 miles of 36-inch piping across Stanly and Union Counties. The initial phase of the project will require a single 36-inch transmission main however, the routing corridor must be sufficiently wide to permit the installation of a second 36-inch diameter transmission main to accommodate the build-out transmission capacity of 32MGD. Acquisition of easements from the Raw Water Intake to the Yadkin WTP facility will be required as part of the project. The project is anticipated to be initiated following Lake Use Permit approval in the fall of 2018 and must be complete by December 2021. The total estimated project cost is $90.0M. Yadkin WTP: The Yadkin WTP is anticipated to have a treatment capacity of 12MGD with the ability to expand to build-out capacity of 32MGD. Expansions are anticipated to progress from 12MGD to 20MGD, from 20MGD to 28MGD, and from 28MGD to 32MGD. The project will include water treatment, finished water storage, high service pumping, laboratory, and maintenance facilities. Raw water storage facilities will not be included in the project. Union County intends to complete Page 4 of 8

site selection and property acquisition prior to the initiation of the project. The Yadkin WTP project is anticipated to be initiated following the finalization of the IBT in early 2017 and must be completed by December of 2021. The total estimated project cost is $54.0M. Finished Water Transmission Pipeline: The finished water transmission pipeline will include between 10 and 17 miles of 36-inch piping depending on final site selection for the Yadkin WTP. The finished water transmission pipeline will terminate in the vicinity of Seacrest Short Cut Road and N. Rocky River Road where it will connect to the 36-inch transmission piping installed as part of Union County Public Works Project WT053 853 West Zone Transmission Main Improvements. Acquisition of easements from the Yadkin WTP to the pipeline termination point will be required as part of the project. Transmission piping from the Yadkin WTP to the 762 pressure zone and associated PRV station(s) will not be included in the project. The project is anticipated to be initiated in 2018 and must be completed by December 2021. The total estimated project cost is $36.0M. The projects, when completed, will provide a new water supply to Union County s Yadkin River Basin residents and new infrastructure to the Town of Norwood. YRWSP information is available online at www.yadkinwater.com. 3. GENERAL INFORMATION Hold Harmless: The Firm shall indemnify Union County against any and all loss or damage to the extent arising out of the Firm s negligence in the performance of services under this Request and for infringement of any copyright or patent occurring in connection with or in any way incidental to or arising out of the occupancy, use, service, operations or performance of work under this Request. Iran Divestment Act: Pursuant to G.S. 147-86.59, any person identified as engaging in investment activities in Iran, determined by appearing on the Final Divestment List created by the State Treasurer pursuant to G.S. 147-86.58, is ineligible to contract with the State of North Carolina or any political subdivision of the State. The Iran Divestment Act of 2015, G.S. 147-86.55 et seq.* requires that each vendor, prior to contracting with the State certify: 1. That the vendor is not identified on the Final Divestment List of entities that the State Treasures has determined engages in investment activities in Iran; 2. That the vendor shall not utilize on any contract with the State agency any subcontractor that is identified on the Final Divestment List; and 4. SOQ SUBMITTAL REQUIREMENTS SOQs should be submitted spiral bound, tabbed for each section outlined below. The total length of the proposal, including cover letter, should be no more than 20 single-sided pages. Font size should be no smaller than Arial Narrow 11pt. Key personnel resumes may also be provided as an appendix to the document and will not count against the page limit. Covers and tabs do not count against the page limit. Page 5 of 8

Please provide the following information in the sequence of the following major headings described below. COVER LETTER The cover letter shall briefly introduce your firm and any sub-consultant team members, as well as: Designate your Program Manager and why they were chosen for this assignment. Specify the location of your local office from where project activities will be led. List the individual with contract signatory to enter into an agreement with Union County. Provide contact information for any follow-up questions regarding the SOQ. EXPERIENCE Provide a representative summary of your team s program management and owner s representative expertise and experience. Firms may choose to illustrate this experience as desired, but shall also include at least three (3) engagements within the last 5 years that provide the best summary of experience related to the above requirements. Reference contact information (phone number, email, and addresses) shall also be provided for each of the referenced projects. PROJECT TEAM Provide a detailed organization chart that presents your leadership team and key team members to be dedicated to this project. The list should include the program manager, engineers, scientists, modelers and other sub-consultants to be used in completion of the work. Information to be included in this section shall include: Office location and number of years employee has worked with their current firm. Select projects (up to 5) that illustrate professional, relevant qualifications for key team members assigned to this project. Available time (in percent) that each key team member may commit to this project. Relationships of key team members to various stakeholders to be involved in this project. Experience with Union County and/or program management and owner s representative services. The specific experience the proposed program manager has in managing related or similar programs. PROJECT APPROACH Based on the information presented in the Project Background section of this RFQ, provide the approach your firm will take to ensure each of the identified projects within the program will be designed, constructed, and commissioned within the constraints of the listed schedules and budgets. PROGRAM MANAGEMENT, SCHEDULE, AND QUALITY CONTROL Provide a brief description of the systems and methods employed by the firm to effectively manage the program including a discussion of: goal setting, managing client expectations, communications, quality control, and managing schedules and costs within prescribed constraints. WHY YOUR FIRM SHOULD BE SELECTED FOR THIS PROJECT In no more than one (1) page, please provide a summary of why your firm should be selected. 5. SELECTION PROCESS Maintaining the integrity of the RFQ process is of paramount importance for the County. To this end, please do not contact any members of Union County or its staff regarding the subject matter of this RFQ until a selection has been made, other than the County s designated contact person identified in the introduction to this RFQ. Representatives of Union County will read, review, and evaluate the qualifications independently based on the evaluation criteria. Union County reserves the right to conduct interviews with a shortlist of selected respondents. The following factors will be used in the initial evaluation process. REPUTATION, QUALITY, AND EXPERIENCE OF FIRM Has the firm, including sub-consultants, worked with the County successfully in the past? Does the firm have demonstrated applicable experience in program management? Does the firm have demonstrated applicable experience serving as an owner s representative? Does the firm, and any sub-consultants, have demonstrated applicable experience in design-build project delivery? Does the firm have the depth and breadth of resources necessary to advance this program and keep it on schedule? Has the firm demonstrated an understanding of the specific needs of UCPW in this effort? Page 7 of 8

PROPOSED PROJECT TEAM Does the proposed project staff appear to have the appropriate experience and capabilities to deliver the requested services? Does the proposed program manager have experience in managing similar complex schedule and budget driven projects? Does the firm s organizational structure support the project team and objectives? Is the availability of key team members to participate adequate to support this critical program for UCPW? PROJECT APPROACH Does the firm demonstrate a clear understanding of the critical issues associated with the design, construction, and commissioning of the projects included in the program? Does the proposed Program Manager and program management approach clearly present a successful roadmap for this project, including the ability to communicate with the UCPW team and interested partners/stakeholders, maintain project schedules and budgets, and navigate complex issues? Does the firm successfully demonstrate its approach to Program Management in regards to quality assurance, cost control, and schedule? PROJECT UNDERSTANDING AND STAKEHOLDER RELATIONSHIPS UCPW recognizes that the success of this project (including adherence to budgets and schedules) will be based on quickly identifying key issues, navigating multiple and sometimes conflicting demands, and communicating successfully with key stakeholders. As such, UCPW will evaluate the SOQs and the project teams related to their overall project understanding and demonstrated stakeholder relationships. 6. SCHEDULE It is anticipated that the review of qualifications will be completed by October 20, 2016. Interviews may or may not be conducted after that time. All firms submitting an SOQ will be notified of the results of the selection process. Page 8 of 8
