NMCSO Primary Mission Responsibilities Management and coordination for use of the frequency spectrum within respective regions. Focal point for all Navy and Marine Corps Spectrum requirements afloat and ashore. Installation Spectrum Managers (ISM), ground electronics technicians, and other spectrum users comply with rules and regulations. Maintain a program for continuous periodic frequency assignment review with users. Assist users to mitigate harmful effects of interference. Spectrum supportability by providing technical guidance and analyses as required on RF equipment and systems. 3

ONE TEAM DON Spectrum management functions consolidated into eight regional support centers Eight regional Navy and Marine Corps Spectrum Offices under the direction of NAVMARSPECCEN Eight regional offices providing support to Naval afloat and ashore activities and commands, COCOMS, JFMO s, JSME, Navy and Marine Corps components, JTF and/or Combined Support Forces. 4

NMCSO Regions Outside CONUS Pacific: Hawaii, all Pacific Rim countries (less the countries listed under NMCSO Far East) and those ocean areas under the cognizance of USPACOM. Far East: Japan, Korea, Diego Garcia, Singapore and coastal waters therein. Bahrain: Gulf Cooperative Council (GCC) countries and ocean areas under the cognizance of USCENTCOM, specifically the Red Sea, the North Arabian Sea, and the Persian Gulf and portions of the Indian Ocean area. NorthWest: Alaska Europe: European/African countries and those ocean areas under the cognizance of USEUCOM and USAFRICOM. Atlantic: All countries and ocean areas under the cognizance of USSOUTHCOM and within Forth fleet AOR. 8

NMCSO Shore Spectrum Support Regional NMCSOs are the focal point for processing shore spectrum requirements within respective Region of responsibility (ROR). All shore commands, activities, installations, bases, stations, camps, posts, and units, both active and reserve are responsible for RF emissions originating from within the physical limits of assigned areas as outlined in NTP-6 and other guidance therein. 12

Spectrum Management Immediate Challenges for NMCSO Implementation of: NTP-6 Electromagnetic Spectrum Guide Annex K Appendix 5 Electromagnetic Spectrum Management Fleet Forces Command OPORD 2000 / U.S. Pacific Fleet OPORD 201 / U.S. Naval Forces Europe OPORD 4000 Review and update of Fleet Commanders OPORD Guidance HQ CNIC and Joint Basing SM Guidance for Installation Spectrum Managers and others at REGIONAL Commander Naval Installation Commands (CNIC) Training and Educating: Greater involvement from regional NMCSOs in initiating and conducting Education/Training seminars. Implementation of new Fleet Forces Command Annex K App 5 and NTP-6 guidance to ensure fleet and Shore spectrum support requirements are carried out. Supporting our military and civilian requirements professionally and administratively. 13

Accomplishment Manning Looking good. Military rotations and detailer working personnel transfers to fill NMCSO E6/E7/E8 positions. Six vacancies within next 6 months. Civilian Government Service positions being filled, few vacant positions. NMCSO businesses process improvement Implementation and an increased in Fleet spectrum support from other regional NMCSOs. NMCSO LANT and CENT already provide excellent fleet support. Decreased incidents of fleet interference through better AESOP use Significant decreased in the overall amount of overdue frequency assignment reviews. Although is a continuous battle Humanitarian Relief Spectrum support (Haiti/Dominican Rep/Philippines/Pakistan) Marine Corps Order 2401.2A Marine Corps Management and Use of the Electromagnetic Spectrum (Works Well with others) 14
