REQUEST FOR QUALIFICATIONS (RFQ) FOR ARCHITECTURAL/ENGINEERING SERVICES The Grand Rapids Housing Commission (GRHC) is accepting qualifications for Architectural and Engineering Services (A&E) for the development of a proposed 50 unit, 3-story low-income housing building to be located on the southwest side of the city of Grand Rapids, Michigan at 841 S. Division Avenue. Construction of the development will be financed through the use of MSHDA Low-Income Housing Tax Credits (LIHTC), and funding from the U.S. Department of Housing and Urban Development. The Scope-of-Work for the 841 S. Division 50-unit building will consist of all A&E services necessary to plan, design, construct, and lease-up all constructed units. Specific items of work will include, but are not limited to: Architectural, civil infrastructure (water, sewer, electric, gas, site remediation and site grading), landscape engineering services, structural design and MEP design for the preparation of preliminary, and final construction plans and specifications. Preparation of bidding documents, execution of bid, and recommendation of bid award. Pre-bid and pre-construction meetings. Construction progress meetings and other meetings as requested by the GRHC. Construction inspection, monitoring, and payment services. Compliance documentation as required by local, state and federal permitting agencies. Compliance documentation as required by funding sources. Project close-out and warranty period services. Please see attachments which offer more information regarding the scope of the project. The GRHC intends to submit a 9% LITHC funding application to MSHDA on or before the October 1, 2018 application deadline. The GRHC will utilize the Qualifications Based Solicitation (QBS) method for determining the most qualified firm. Submitted proposals will be evaluated using the following criteria with the maximum number of points available as listed: Item No. QBS Evaluation Criteria Max. 3 Names, titles and basic information of all design team personnel who would be assigned to this project, including administrative personnel (to include accounting and finance). 6 4 Licensing and/or accreditations listed for each design team person, including consultants and/or subcontractors. 5 5 Resumes of the A&E firm s principal officer and lead Project Architect. 5 A&E firm s experience in the design and construction observation of low-income (affordable) housing projects, with an emphasis on projects completed within the past five (5) years. List the projects by name, 6 number of units, time of completion, date of completion, A&E s fee amount, contracted (bid) amount, and final constructed amount. Projects 30 completed over five years ago will be considered, however 1 point will be deducted for each year a listed project is in excess of the five year limit. 7 Previous work with the GRHC or other Public Housing Agencies. 15 8 Previous work with MSHDA 9% LIHTC s, and/or U.S. Department of Housing and Urban Development (HUD) funded new construction projects. 25 9 References from a minimum of three (3) previous clients for whom similar type work was performed. 5 10 Federal Employer Identification number (EIN). 5 Total Points Available = 100 The top two (2) A&E firms, as ranked by RFQ evaluation score, will be invited to submit a Request for Proposal (RFP) to include the firm s price, to perform the Scope of Work and services identified in this RFQ and the subsequent RFP. The deadline for submission of the Request for Qualifications (RFQ) is Friday August 3, 2018 at 3:00 p.m. The top two (2) ranked firms will receive an invitation to submit their Request for Proposal (RFP) and price on Monday August 6, 2018 by 1:00 p.m. RFP s and pricing will be due to the GRHC on Thursday August 9, 2018 at 11:00 a.m. Firms will be notified of their interview time on Friday August 10, 2018 via email with confirmation required. Interviews for the top two (2) ranked A&E Firms will take place on Wednesday August 15, 2018 between the hours of 10:00 am and 12:00 noon. The interview will last for 45 minutes. You will have up to 15 minutes to make a presentation and the remaining 30 minutes will be reserved for questions and discussion. Your proposal, as presented in writing and in person will then be further evaluated by the Housing Commission. Proposals will be evaluated based upon each firm s technical competence and experience; capability to provide the services in a timely manner; knowledge of and
expertise with local, state, and federally funded housing projects which utilize MSHDA LIHTC and/or U.S Department of HUD financing, general response to the RFP, and fee structure or cost. The Housing Commission will rank the A&E s according to their overall evaluation and then enter into fee negotiation with the A&E firms in the order in which they are ranked. Award of the contract will be made at the sole discretion of the Grand Rapids Housing Commission, who reserves the right to reject any or all submittals in whole or in part.
