September 10, 2018 REGULAR SESSION RECORD OF PROCEEDINGS Minutes of BOARD OF TRUSTEES BATAVIA TOWNSHIP The Board of Trustees of Batavia Township met for a regular session at 6 p.m. Monday, September 10, 2018, at the Batavia Township Community Center. CALL TO ORDER Following the Pledge of Allegiance, Jennifer Haley gave the roll call for the Board of Trustees. Present were: Mr. Dowdney,, and. Also present were Jennifer Haley, Fiscal Officer, Denise Kelley, Rex Parsons, Township Administrator, Zoning Administrator, Ken Embry, Service Director, Brad Harris, Zoning Inspector, and Deputy Dowers, Clermont County Sheriff s Department. APPROVAL OF AGENDA AND MINUTES motioned the Batavia Township Board of Trustees approve the September 10, 2018 agenda as presented. Mr. Dowdney seconded the motion. On the roll being called: Mr. Dowdney Motion carried Mr. Dowdney motioned the Batavia Township Board of Trustees approve the minutes of the August 6, 2018 regular meeting as presented. seconded the motion. On the roll being called: Mr. Dowdney Motion carried FINANCIAL REPORTS Ms. Haley gave the August financial reports as presented. motioned the Batavia Township Board of Trustees approve the August, 2018 financial reports as presented. Mr. Dowdney seconded the motion. On the roll being called: Mr. Dowdney Motion carried DEPUTY REPORT Deputy Dowers gave the August, 2018 Township activity report. There were 10 adult arrests, no juvenile arrests. There were 146 offense reports, 72 were taken by Township deputies. The incident reports, or noncriminal contact were 222 reports of which the Township deputies took 188. There were eight drug overdoses compared to three last month. 1

PUBLIC PARTICIPATION introduced Keith Millard, Superintendent Batavia Local Schools gave a presentation on the Bond Issue Levy for Batavia Schools. Zoning Case B-03-03ZPD/Derby Place/FD2 Zoning Administrator Denise Kelley presented the administrative review and offered a summary. Dave Stuble spoke about the plan. motioned the Batavia Township Board of Trustees approve Zoning Case B-03-03ZPD/Derby Place/FD2 with the addition of the stipulation letter dated July 6, 2016. Mr. Dowdney seconded the motion. On the roll being called: Mr. Dowdney Motion carried Republic Service Start-up Republic representatives spoke to residents about the new garbage service that will start October 1 st. There were questions and answers. There was a short break at 7:14 pm. Meeting resumed at 7:29 pm. REPORTS OF THE ZONING ADMINISTRATOR/INSPECTOR Mrs. Kelley gave the August report, including the BZA and Zoning Commission updates. Brad Harris gave his summary of township activity. REPORTS OF THE SERVICE DIRECTOR Mr. Embry gave an update on the bobcat repair. The repair has been completed and we got it back last week. The 2018 paving project has been completed. Mr. Embry gave an update on the wetting system. We should get it back the first part of December. We received the salt from last year s contract price. The equipment that was surplus included the mower which sold for $1000, and the fire truck which sold for $4000. There are some areas in Lexington Run that need repairs. 2

REPORTS OF THE TOWNSHIP ADMINISTRATOR Rex Parsons Mr. Parsons thanked the Trustees for helping out during the loss of Mr. Parson s father-in-law, Mr. Osborne. Mr. Parsons reported on the Port Authority Board meeting. They voted to approve the sale of the bonds to facilitate the FC purchase of property. Mr. Parsons let the Trustees know he is confident the new website design will be more efficient. It allows advertising. For example, resident yard sales can be seen. The mobile version will be clear and information will be accessible. The new waste/recycling contract has been implemented. spoke about the interview process for the law enforcement contract implementation. Five candidates were interviewed. The new contract will begin January 1. Mr. Parsons revised the leave balance report. The 2019 health insurance renewal increase was received. This will be discussed at a workshop. Mr. Parsons will have Dan present. Mr. Parsons would like to have a follow-up about the Brian Wilson fields. There will be a public meeting about the round-about being built at Chapel and State Route 132. It will be Thursday, September 27 th from 5-7 pm at the ODOT garage. COMMITTEE REPORTS Ms. Haley gave the report for CJFED. There were two full time openings, two departures, and two promotions. gave the update on Union Cemetery. There is a workday this Wednesday. Mr. Dowdney spoke on the Local Government Fund. There was a meeting three weeks ago and one on Saturday, September 22 nd at 9 am. OLD BUSINESS The ROW permit fee discussion will take place at a workshop. NEW BUSINESS Mr. Parsons gave a Clermont County Park Grant application presentation. Resolution 9-04-2018 Vacation of ROW Vacation of Union St. per map motioned the Batavia Township Board of Trustees approve Resolution 9-04-2018 as it relates to vacating a public right of way. Mr. Dowdney seconded the motion. On the roll being called: 3

Mr. Dowdney Motion carried Road Repair TIF District motioned the Batavia Township Board of Trustees approve $8000 in road repairs on various streets in the Lexington Run subdivision with Hackers Paving. Mr. Dowdney seconded the motion. On the roll being called: Mr. Dowdney Motion carried Employee Status Mr. Dowdney motioned the Batavia Township Board of Trustees remove the probationary status from Steven Tyminski and Jordan Webber and in doing so, award them both 40 hours of vacation time and $.50 per hour raise each, effective next paycheck. seconded the motion. On the roll being called: Mr. Dowdney Motion carried Resolution 9-02-2018 Statement of Support motioned the Batavia Township Board of Trustees approve Resolution 9-02-2018 as it relates to supporting an application for a dog park to be built on park property using the Clermont County 2018 Community Park Improvement Grant. Mr. Dowdney seconded the motion. On the roll being called: Mr. Dowdney Motion carried Resolution 9-03-2018 Statement of Responsibility motioned the Batavia Township Board of Trustees approve Resolution 9-03-2018 as it relates to financially supporting the expenditure of up to $18,000 if awarded the Clermont County Parks Improvement Grant. Mr. Dowdney seconded the motion. On the roll being called: Mr. Dowdney Motion carried Resolution 9-01-2018 Acceptance of Rates 4

motioned the Batavia Township Board of Trustees approve Resolution 9-01-2018 as it relates to the Acceptance of Rates for Township levies and property values for 2019. Mr. Dowdney seconded the motion. On the roll being called: Mr. Dowdney Motion carried Resolution 9-05-2018 Certifying Costs motioned the Batavia Township Board of Trustees approve Resolution 9-05-2018 as it relates to certifying costs to the Clermont County Auditor for nuisance removal at 2231 Old SR 32. Mr. Dowdney seconded the motion. On the roll being called: Mr. Dowdney Motion carried Contractor Payment Mr. Dowdney motioned the Batavia Township Board of Trustees authorize final payment to Above and Beyond Carpentry for improvements to baseball dugouts in the amount of $5,100. seconded the motion.
