STRATEGIC PLANNING WORKBOOK 1 Background Our current Strategic Plan covers the three year period from 2013-2016, so now it is time to develop a new Strategic Plan for Health PEI for 2016-2019 and we would like you to be involved in that process. The Health PEI Board of Directors, Chief Executive Officer (CEO) and Executive Leadership Team has approved a strategic planning process that creates opportunities for staff, physicians, patients and their families, volunteers, community groups, key partners and the interested public to provide input in helping define the priorities for Health PEI over the next several years. Ideas will be gathered from those interested through: facilitated sessions (e.g. focus groups), written submissions and electronic forums. At the end of the process, the Board of Directors will, on the recommendation of the CEO and Executive Leadership, approve a new Strategic Plan for Health PEI. What is a Strategic Plan? In our context, as above a strategic plan is a three year plan that: affirms Health PEI s Mission, Vision, and Values; identifies the goals and priority areas of focus for Health PEI over the next three years and defines what success looks like in relation to the goals and areas of focus. At the end of the engagement process we will have a clear and focused Strategic Plan that will guide our efforts over the next several years. Apart from information generated through engagement activities our Strategic Plan is also influenced by a number of other factors that determine the context in which Health PEI operates. This Strategic Planning Workbook is intended to provide you with an overview of some of the factors that we consider when undertaking strategic planning as well as the health care environment in Prince Edward Island. Some of these include: Trends in health care delivery in Canada review what is taking place in health care across the country Trends in Prince Edward Island looking at the overall health of Islanders and population statistics Provincial health system priorities review priorities outlined by the government and the Department of Health and Wellness Basic facts and information about Health PEI looking at our current services, staff, and facilities Current Health PEI priorities and challenges reviewing our progress on past and current priorities PEI health system performance data reviewing data related to issues such as wait times for various services, satisfaction and utilization rates etc. In order to plan for the present and future while making best use of our fixed resources, Health PEI needs to be focused and strategic as it identifies its direction over the next three years. Health PEI must remain committed to pursuing needs versus wants for our health care system. These priorities, in turn, need to support the fulfillment of our Mission and the achievement of our Vision.
2 STRATEGIC PLANNING WORKBOOK Consultation Process As a starting point for your engagement in our process, we invite you to read this Strategic Planning Workbook and the accompanying Data Story and then provide us with your feedback on the questions found throughout the workbook. This workbook was developed as a result of discussions with health organizations in other provinces and research on best practices for strategic planning and engagement. The data included in this workbook was obtained from a number of sources, including: Statistics Canada, the Canadian Institute for Health Information, the Canadian Community Health Survey, PEI Chief Public Health Officer Reports and internal Health PEI data. In addition to the opportunity to provide written input, there will also be facilitated discussions with specific groups including representatives of staff, physicians, patients and their families, Executive Leadership, the Board of Directors, and community partners. Following consultations with these groups and analysis of their recommendations a draft Strategic Plan will be developed. The draft plan will be reviewed with and revised as per the direction provided by Executive Leadership Team, the CEO and the Board of Directors. Following this, the draft Strategic Plan will be finalized for presentation to the Board of Directors for approval in the spring of 2016. STRATEGIC PLANNING WORKBOOK 3 What is Health PEI? Health PEI is the organization that is responsible for the operation and delivery of publicly funded health services in Prince Edward Island. The organization provides a full continuum of acute care and community-based health services, including public health programs, long-term care centres, home care services, primary care networks, health centres, mental health services and addiction services. Health PEI is governed by a Board of Directors, which ensures that approved programs are delivered in accordance with the direction from the Minister of Health and Wellness. Health PEI partners with a number of organizations across the province in order to provide quality health care services to Islanders, including but not limited to: the Department of Health and Wellness, the University of Prince Edward Island s nursing and advanced education programs, the Mi kmaq Confederacy of PEI, the PEI Association of Newcomers to Canada, as well as a number of auxiliaries, hospital foundations and non-governmental organizations from around the province. 4 STRATEGIC PLANNING WORKBOOK Changing Financial Picture The expenditures in health care spending on PEI and across the country has grown considerably over the past decade. The chart below compares spending in health care on PEI, to spending in education and other government departments. Between 2004-05 and 2013-14 health care spending has increased from $373 million to $600 million which represents a growth in the share of total government department expenditures from 32% to 35%. In addition to the increase in health care expenditures overall, there have also been changes in where health care dollars are being spent. A comparison of the tables on the next page from 2010-2011 and 2014-2015 indicates the following changes: 1. A decrease of approximately $4.5 million spent on the provincial drug program which has been impacted by the government s efforts to achieve more affordable drugs through the generic drug plan; 2. An increase of approximately $19 million in long-term care spending that has resulted from the growth in the number of long-term care beds in the province over the past five years; 3. An increase of approximately $7 million in primary care spending which reflects the enhancements that have been made through the first phase of the primary care renewal that included establishing the primary care networks; and 4. An increase of approximately $20 million in spending on Island physicians, which reflects the increase in the number of physicians on PEI as well as the increases to the Physician Master Agreement on fees.

Those encounters might include a visit to your family physician s office, a trip to the emergency department, seeing a public health nurse to get a flu shot or other immunization or supporting a family member or friend through their health care journey. Knowing the types of experiences and perceptions that Islanders have of our health care system is important to help guide future goals and direction of the organization. Working in partnership with Islanders to support and promote health through the delivery of safe and quality health care. 4. Do you think Health PEI s Mission remains relevant and appropriate? 10 STRATEGIC PLANNING WORKBOOK Goals and Objectives In spring 2015, Health PEI released the third and final Business Plan required under the current Strategic Plan 2013-2016. Much of the ongoing work of Health PEI is devoted to making progress on the three organizational goals (Quality, Access and Efficiency) and the associated objectives set out in our Strategic Plan. As we enter into the planning and engagement phase for the development of our next Strategic Plan we need to ensure that our goals and objectives are appropriate to set the direction of Health PEI for the future.
