Grants will be given to Two Universities and Two Institutes/Hospitals from amongst eligible applicants for 2017-18. Last date of receipt of Expressions of Interest (EOI) 31.07.2017 (0330P.M.) INTRODUCTION There is a need to promote Sports Science in the country so as to integrate the said knowledge / expertise with training of athletes for achieving excellence in sports. In view of this, Government of India, Ministry of Youth Affairs & Sports invites Expression of Interest (EoI) from interested and eligible reputed Universities for giving grant for the setting up / augmenting of Department of Sports Science in their Universities and running the same. 1.1 Scope of Work The scope of work required to be carried out by the Universities selected through this EOI will be as follows:- (i) Establish Sports Science including sports physiotherapy faculties in the University for conducting courses as per details given in Annexure I. (ii) Get recognition for Sports science courses from UGC and in case, recognition from any other body is also required from time to time, then the same will also be the responsibility of the University. (iii) Carry out research for performance enhancement in sports and teaching sports science to promote sports excellence. (iv) Seek accreditation from relevant organisations for (iii) above. (v) Establish International cooperation and collaboration in the field of sports science. (vi) Support Sports Authority of India (SAI) and other Sports Institutions to integrate sports science into the training of sportspersons and for evaluating, assessing and giving performance related advice to sportspersons. The same will be at no cost to SAI / MYAS. However, the university may charge organisations other than SAI / MYAS for the same. (vii) Dissemination of information on Sports Science to National Sports Federations (NSFs), State Governments, State units of NSF s. (viii) Miscellaneous: Any other work required to be executed for successful completion of the entire scope of work defined in this EOI. Page 1
2. ELIGIBLITY CRITERIA The eligibility criterion will be as follows: (i) Post Graduate students should have passed out from the University after successfully completing their courses in each of the last 3 years i.e. in 2014, 2015, & 2016. (ii) The University should be recognized by UGC or by an Act of Parliament. (iii) The University should not have been blacklisted by UGC or any other body. 3. SUBMISSION OF PROPOSALS 3.1 The proposal from the interested University would consist of the documents stated in para 3.5 below and will be submitted under sealed cover. The following should be clearly mentioned on the sealed cover : - (i) Response to the EOI dated (ii) (iii) Name of the University with address and Stamp. 3.4 Proposals received either by post or courier service or in person after the specified date and time will not be opened or considered. MYAS, at its discretion, may extend the deadline for the submission of the proposals. 3.5 DOCUMENTS TO BE SUBMITTED IN THE OFFER The Universities are required to furnish the following documents: (i) Certificate of recognition by UGC or by Act of Parliament. (ii) Audited Annual reports of the University of last 3 years showing that they meeting the eligibility criteria as stated in Para 2 (i) above. (iii) Application form duly filled as per Annexure II. (iv) Copy of EOI & clarifications issued by MYAS to this EOI, if any, duly signed and stamped on each page by the authorized signatory of the University as a mark of acceptance of all conditions of the EOI. (v) Copy of letter from Head of University in favor of Authorized Signatory along with attestation of signature of the Authorized Signatory. Note:- (vi) Soft copy of the proposal in CD in MS Word/ Excel format, however in case of any difference between the hard copy and the soft copy, Hard copy will prevail. (a) All papers which are a photocopy and submitted as part of the proposal shall be duly attested by the Registrar of the University. (b) Each of the pages of the proposal submitted will be signed and stamped by the Authorized Signatory of the University. (c) Each page of the proposals should be duly numbered and total number of pages in the proposal should be clearly mentioned in the proposal. Index of the documents submitted in this EOI should be given and location of the documents submitted should be clearly mentioned in the Index so that evaluation committee is able to easily locate them. 4. CLARIFICATIONS ON EOI DOCUMENT 4.1 The prospective University requiring any clarification on this document shall notify MYAS in writing or by Fax at the MYAS mailing address indicated in Important Information Sheet above, latest by 04.08.2017. OPENING OF PROPOSALS 5.1 MYAS shall open the PROPOSALS on 08.08.2017 at 03:30 PM at the address stated in Important Information Sheet above in the presence of authorized representatives from participating University, who choose to attend. The date fixed for opening of Proposals, if subsequently declared as holiday by the Government, the proposals will be opened on the next working day, time and venue remaining unaltered. 5.2 The authorized representatives are required to bring authorization letter to attend the opening of proposals. 6. EVALUATION 6.1 The proposals will be screened based on the eligibility criteria stated in para 2 above and submission of all the requisite documents as asked for in this EOI. 6.2 Proposals of University meeting the requirement in para 6.1 above will be evaluated as per criteria given in Annexure -III. 6.3 Universities meeting the requirement in para 6.1 may be asked to give a detailed Presentation with regard to their proposal. The evaluation committee may also visit the said Universities. 6.4 Government of India. Ministry of Youth Affairs & Sports will select one or more university in a year for setting up Sports Science faculty for courses given in Annexure I. Page 4
7.CONDITION FOR GRANTS BY MINISTRY OF YOUTH AFFAIRS & SPORTS (i) University has to be self-reliant within 5 years from the date of issue of the first grant i.e. MYAS will at maximum give grant for maximum 5 years. 1 st year being the year in which the first grant was released. (ii) In case of Government University/institution, 75% of the total estimated cost will be from the Ministry and remaining 25% will have to be spent/arranged by the university. The same is applicable both for capital expenditure and Operational expenditure. (iii) Grant will be released by MYAS only when 25 % (in case of Government University) of installment for expenditure is arranged by the University. Grant will be issued on providing proof of release of the funds by the University. (iv) A Half Yearly report on the progress of work done is required to be furnished by the University to the Ministry. MYAS or its authorized representative may also conduct on site visit / inspect progress of work without notice. If progress of work is not found satisfactory, MYAS reserves the right to stop further grants till the speed of execution becomes satisfactory. (v) In case it is seen that the work done is not satisfactory and MYAS considers, abandoning the project due to this, then the assets created through the grants of the Ministry will be taken over by the Ministry. (vi) Unutilized grant, if any, has to be refunded by the University to MYAS along with interest as per GFR rules. 8. GENERAL 8.1 MYAS reserves right to accept or reject any or all proposal (s) or to annul the process and reject all proposals, at any time prior to award of grant without assigning any reason whatsoever and without thereby incurring any liability to the affected University on the ground of MYAS s action. 8.2 Any effort by a University to influence the proposal comparison/evaluation/ work award decision by way of overt/covert canvassing shall result in non-- consideration / rejection of its proposal. 8.3 MYAS reserves the right to change the schedule of dates / time stated in this EOI. Changes, if any, will be displayed on the website of MYAS. As such the University are requested to regularly check the MYAS website. 8.4 In case of any dispute, Jurisdiction of courts in New Delhi will apply. 8.5 The responsibility of giving truthful information without concealing any facts is that of the University. In case at any stage, it is found that any information given by the University is false/ incorrect / concealed, then MYAS shall have the absolute right to take any action as deemed fit without incurring any liability to the affected University on the ground of MYAS s action. 8.6 The selection of students for the courses as stated in Annexure I will be through open competition in a fair and transparent manner. ****** Page 6

2.2 Expression of interest for inviting proposals from institutes for setting up of faculty of sports Medicine. With the objective to widen Sports Medicine set up in the country, the Ministry of Youth Affairs & Sports proposes to seek proposals for setting up of Sports Medicine dept from Government institutes/hospitals. This would facilitate creating expertise in the field which is of utmost importance to strengthen sports medicine backup for sports persons in India. The CAPEX and OPEX for funding one such institute is evaluated which comes to be 12.5 crores for 5 years.
